JOINT MEETING <br />ANOKA CITY COUNCIL AND RAMSEY CITY COUNCIL <br />RUM RIVER BOY SCOUT CAMP <br /> THURSDAY, JUNE 29, 1995, AT 6:00 P.M. <br /> <br />153. <br /> <br />CALL TO ORDER/ROLL CAI.1. <br /> <br />The joint meeting was called to order at 7:25 p.m. by Anoka Mayor Peter Beberg and Ramsey Mayor <br />Glen Hardin. <br /> <br />Present were Anoka Mayor Peter Beberg and Councilmembers Gerald Cotten, John Weaver, and Brian <br />Wesp; and Ramsey Mayor Glen Hardin and Councilmembers Carolyn Beahen, Sheila Beyer, Kenneth <br />Peterson, and Gerald Zimmerman. Absent was Anoka Councilmember John Mann. <br /> <br />Others present were: Anoka City Manager Mark Nagel, Assistant City Manager Bob Kirchner, and Public <br />Works Director Ray Schultz; Ramsey City Administrator Ryan Schroeder and City Engineer Steve <br />Jankowski; and Anoka's traffic consultant, Glen VanWormer of Short-Elliott-Hendrickson. <br /> <br />JOINT BIKE TRAIL AT THE INTERSECTION OF TH47 AND CSAHll6. <br /> <br />Ramsey City Engineer Jankowski presented an update on the TH47/CSAH116 walkway/bikeway trail <br />project. Due to design requests by MnDOT, as well as a programmed 1996 TH47 improvement, this <br />project will be delayed. MnDOT has directed that the design be drafted in accordance to federal highway <br />standards. Further, they have directed the municipal cost sharing be identified on a per unit price in the <br />project memorandum. <br /> <br />MAIN/FERRY STREET INTERSECTION IMPROVEMENTS AND MISSISSIPPI RIVER <br />BRIDGE IMPROVEMENTS UPDATE. <br /> <br />Anoka City Manager Mark Nagel presented an update on Main/Ferry Street projects. The Mississippi <br />River bridge will be reconstructed during 1996-97. The project will include a projected left-mm lane <br />north to Benton Street. The Anoka City Council approved a Main/Ferry design which closes North Ferry <br />Street at Main Street. Traffic is routed west on Main Street to Franklin Elementary School, then back <br />north to Ferry Street at Chestnut Street. Anoka believes there is a good chance to receive funding for <br />the $3.5 million project toward which there is a 20% local match. If so, there would be a 1998 bid <br />letting. The design increases the capacity of North Ferry Street from 40,000 to 45,000 cars per day. <br />Anoka has requested computer modeling to verify this. <br /> <br />BOARD OF GOVERNMENT INNOVATION GRANT APPLICATION. <br /> <br />Schroeder presented a request by Anoka/Ramsey staff to be allowed an opportunity to resubmit a <br />Government Innovation grant application. The project, if funded, would include costs to study the ability <br />and advantages of constructing joint infrastructure in the adjacent industrial parks. Included likely will <br />be water, sewer, storm sewer and potentially roadway and others. <br /> <br />(Ramsey) Motion by Peterson, seconded by Beahen, to APPROVE SUBMITTAL OF A GOVERNMENT <br />INNOVATION GRANT APPLICATION. <br /> <br />5 ayes - 0 nayes. Motion carried. <br /> <br />(Anoka) Motion by Weaver, seconded by Wesp, to APPROVE SUBMITTAL OF A GOVERNMENT <br />INNOVATION GRANT APPLICATION. <br /> <br />4 ayes - 0 hayes. Motion carried. <br /> <br />RAMSEY INDUSTRIAL ACTIVITIES. <br /> <br />Schroeder provided an update on Ramsey's industrial activities. Three projects are effectively complete <br />with three more starting soon. The McKinley/Uranium Street paving project will be complete by the end <br />of July, which will open up more land for development. The city now controls all of the undeveloped <br />land east of Uranium Street to Anoka for development and infrastructure purposes. <br /> <br />ANOKA ENTERPRISE PARK AREA <br /> <br />Kirchner discussed the Anoka Enterprise Park area. The development area has 175 acres west of <br />Thurston and 100 acres to the east. The 3rd Addition on the west is platted and under construction. Six <br /> <br /> <br />
