ORDINANCE NO. 06-07 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE <br />DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE CITY OF RAMSEY, <br />ANOKA COUNTY, MINNESOTA <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. 4, <br />entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE <br /> <br /> WHEREAS, the City Council finds that certain elements of its Zoning Code, specifically <br />the R-1 Residential - Rural Developing District that allow for lot sizes of 2.5 acres, together with <br />the impact of additional rural residential development, may complicate efforts to plan effectively for <br />residential development outside of the urban service area; and <br /> <br /> WHEREAS, on April 4, 2005, Ordinance #05-03 became effective requiring the clustering <br />of residential subdivisions to address the conflict between developing land in the Rural Developing <br />Area and the eventual extension of urban services; and <br /> <br /> WHEREAS, in the course of implementing the cluster ordinance, the City Council has <br />identified sections that require additional review and modification; and <br /> <br /> WHEREAS, on February 21, 2006, the City Council met at a work session, and determined <br />that more study of the cluster ordinance was necessary in the following areas: density transitioning <br />standards, open space provisions, the calculation of density, and specific septic system submittal <br />requirements; and <br /> <br /> WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the <br />subdividing and platting of land within the R: I Rural Developing area of the City, as identified on <br />the Official Zoning Map, revised February 28, 2006, is necessary to protect the planning process and <br />the health, safety and welfare of the citizens of Ramsey. <br /> <br />SECTION 3. STUDIES <br /> <br />The City Council, by Resolution #06-03-101, has authorized City Staff to further study the Rural <br />Developing area in order to identify those sections of City Code Section 9.20.11 which need to be <br />modified to better implement said City Code section. <br /> <br /> <br />
