PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a regular meeting on Thursday, April 6, 2006, at <br />the Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Michael Nixt <br />Commissioner Ralph Brauer <br />Commissioner Teresa Cleveland <br />Commissioner Ralph Hunt <br />Commissioner Gary Levine <br />Commissioner Jessica Trites Rolle <br /> <br />Members Absent: <br /> <br />Commissioner Gary Van Scoy <br /> <br />Also Present: <br /> <br />Assistant Community Development Director Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Nixt called the regular meeting to order at 7:12 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Dennis Donovan, 17605 Argon Street, stated he was at the meeting regarding the <br />moratorium. He stated one Councilmember noted that he did not think residents would <br />understand the concept of cluster housing so he googled it and got a definition. He stated the <br />problem with cluster homes is applying it and placing it in a rural area. Some resident wondered <br />what the rush was to make a cluster ordinance when in 2008 they have a Comprehensive Plan <br />amendment. <br /> <br />Mr. Dennis Donovan reviewed the Comprehensive Plan regarding open space and developments <br />with the Commission. He wondered if the cluster ordinance met the goals of the Comprehensive <br />Plan. He believed based on the Shade Tree Development, it did not meet the requirements or <br />follow the guidelines. He wondered ifa Cluster Ordinance met the requirements in a rural area. <br /> <br />Mr. Dennis Donovan stated Elk River passed a Cluster Ordinance and theirs was optional where <br />Ramsey's is not. They also require open space preservation. He thought this was a real concern <br />of Ramsey's. There are a lot of questions regarding the septic systems and will it be safe. Elk <br />River felt their ordinance was clearly designed and spelled out. Bums Township is a model of <br />how they want a cluster to work. The DNR designated the land. They worked very closely with <br />the board and the cluster went into the development to preserve the land.
