Councilmember Reimann introduced the following resolution and moved for <br />its adoption: <br /> <br />RESOLUTION #82-1 <br /> <br /> WHEREAS, the City of Ramsey is in the process of preparing the <br />Comprehensive Plan as required by the State Land Planning Act; and <br /> <br /> WHEREAS, the City has submitted a draft of the Comprehensive <br />Plan to the Metro Council; and <br /> <br /> WHEREAS, the Metro Council has reviewed the draft and found in- <br />consistencies with their Metro Development Framework Guidelines which are <br />as follows: <br /> <br /> a) On-site septic system - The City currently has not im- <br />plemented its ordinance for inspection and maintenance of on- <br />site septic systems. <br /> <br /> b) Two and one-half (2~) acre residential lot size - cur- <br />rently, the City allows development on parcels of two and one- <br />half (2~) acres. <br /> <br /> c) Parks and Trails - Currently, the City does not refer- <br />ence the trail system in the Mississippi Rivers Critical Area. <br /> <br /> d) Transportation - The City's Comprehensive Plan does <br />not limit access to Highway #10. <br /> <br /> e) Preservation of Agriculture Land - presently the City's <br />Comprehensive Plan does not recognize preservation of agri- <br />cultural land. <br /> <br /> f) Transition Area - Presently, the City's Comprehensive <br />Plan does not distinguish between the rural and transitional <br />areas. <br /> <br /> WHEREAS, the City of Ramsey hs recognized the need for neigh- <br />borhood convenience centers outside the Urban Service Area; and <br /> <br /> WHEREAS, the City has determined the need to limit the water <br />use of these neighborhood convenience centers so that they do not pre- <br />maturely impact the Metro facilities; and <br /> <br /> WHEREAS, the City has recognized the advantage of a Recreation <br />Open Space Zoning classification; and <br /> <br /> WHEREAS, the City of Ramsey is amending the zoning classifi- <br />cation of the General Mills property which currently is zoned Rural Open <br />Space to R-1 Residential. <br /> <br /> <br />
