Councilmember Reimann introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #83-17 <br /> <br />RESOLUTION REGARDING CITY OF RAMSEYS OPPOSITION TO LANDFILL SITE "P" <br /> <br /> WHEREAS, the Ramsey City Council directed the City Staff to pre- <br />pare a Report on the impact of landfills in the City of Ramsey; and <br /> <br />WHEREAS, said Report has now been completed; and <br /> <br />and <br /> <br />WHEREAS, this Report has been presented to the Anoka County Board; <br /> <br /> WHEREAS, the Ramsey City Council, based on the Report, finds that <br />Anoka County's proposed landfill Site "P" will substantially adversely affect <br />the City's financial future; and <br /> <br /> WHEREAS, the Ramsey City Council finds that the proposed Site "P" <br />has potential adverse environmental impacts on the surrounding environment; <br />and <br /> <br /> WItEREAS, Site "P" is the only proposed landfill site in the State <br />which is located entirely within a city's urban industrial/commercial zone. <br />All other proposed landfill sites are located on agricultural land. The <br />significance of this is that Ramsey is unique and, therefore, State legi- <br />slation will not be able to entirely compensate Ramsey for the tax valuation <br />loss. Agricultural land would gain market valuation with a landfill, but <br />industrial/commercial land, as is Site "P", loses valuation with a landfill <br />site; and <br /> <br /> WHEREAS, even if the State adopts mitigation and compensation <br />measures which totally compensate Ramsey for its lost tax base, etc., the <br />need for Site "P" will be limited since the cost of dumping in Site "P" <br />will make it competitively undesirable to commercial waste haulers; and <br /> <br /> WHEREAS, Site "P" may not be necessary because of the work pres- <br />ent].y being done on the abatement process which, if successful, will limit <br />the need for solid waste dumping; and <br /> <br /> WHEREAS, Site "P", if it becomes a reality, will not only cost the <br />City of Ramsey tax dollars but it will cost all the other tax districts in <br />Ramsey tax dollars as well. For example, the existing landfill in Ramsey <br />pays $9,000 in property taxes annually. This $9,000 is distributed as <br />follows: <br /> <br />City of Ramsey <br />County of Anoka <br />Anoka-Hennepin Ind. Dist. #11 <br />Other <br /> <br />16.00% $1,182.00 <br />29.00% $2,614.00 <br />52.00% $4,687.00 <br />.01% $ 97.00 <br /> <br />Page 1 of 2 <br /> <br /> <br />
