ORDINANCE #99-16 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 5 OF THE CITY CODE WHICH IS KNOWN AS THE MUNICIPAL REGULATIONS CHAPTER AN ORDINANCE AMENDING SECTION 5.09.03 OF CHAPTER 5 OF THE CITY CODE REGULATING DOGS The City of Ramsey hereby ordains as follows: SECTION 1. AUTHORITY This ordinance is adopted pursuant to and under the authority of the Charter of the City of Ramsey. SECTION 2. AMENDMENT Section 5.09.03, entitled "Dog Regulations" shall be amended as follows: Under Subdivision 1 "Definitions," add the following: Boarding - shall mean providing for the care, shelter, or feeding of dog(s), not owned by the owner or occupant of the premises where said dog(s) are kept, for any period exceeding 12 contiguous hours. Kennel, Commercial - is a place where boarding and/or training is offered to any number of dogs not owned by the owner or occupant of the premises. Such boarding and/or training may also include but is not limited to related uses such as selling, breeding, showing, treating or grooming. Pet shops, veterinary clinics, and pet grooming facilities are considered comlnercial uses but shall not be defined as commercial kennels. A conditional use permit is required in any district where commercial dog kennels are not specifically identified as a permitted use. Kennel, Private - is a place where a dog owner keeps three (3) or more dogs over six (6) months of age on property occupied by the dog owner for residential purposes and where the keeping of such dogs is incidental to the occupancy of the premises, and may include breeding and selling of dogs as a hobby. An Administrative Kennel License is required for three (3) dogs and a Conditional Use Permit is required for four (4) or more dogs. Under Subdivision 1, amend "Dog" to read as follows: Dog - shall mean any male or female of the canine species.
