0RDINANCF. ~88-1 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN EMERGENCY ORDINANCE AMENDING SECTION 110.1, KNOWN AS THE "SNOWMOBILES" <br />SECTION, OF THE CITY CODE BY THE ADDITION OF SECTION ll0.1A. <br /> <br />The City of Ramsey Orda.ins; <br /> <br />SECTION 1. FINDINGS AN~D AUTHORIT~.: <br /> <br />The City Council of the City of Ramsey finds and declares certain operations of <br />snowmobiles within the City are hazardous to the health, welfare, and property <br />of the City of Ramsey, and the City Council further finds that ~aid hazaYdous <br />operations of snowmobiles within the City need to be immediately prevented in <br />order to preserve the public peace, health, morale, safety, and/or welfare of <br />residents of the City. <br /> <br />The authority for this emergency ordinance is granted to the City Council <br />pursuant to City Charter Section 3.02 entitled "Emergency Ordinances". <br /> <br />SECTION 2. DEFINITIONS: <br /> <br />For the purposes of this section, the definitions listed below shall be <br />construed as follows: <br /> <br />a. CITY shall mean the City of Ramsey, Anoka County, State of Minnesota. <br /> <br />b. COUNCIL shall mean the City Council of the City of Ramsey. <br /> <br />c. DEAl]MAN THROTTLE or SAFETY THROTTLE shall mean a device which when pressure <br />is removed from the engine accelerator or throttle, causes the motor to be <br />disengaged from the driving mechanism. <br /> <br />d. OPERATE shall mean to ride in or on, and control the operation of a <br />snowmobile. <br /> <br />e. OPERATOR shall mean every person who operates, or ~.s?' zn actuai physical <br />control of a snowmobile. <br /> <br />f, OWNER shall mean a person other than a lien holde~ having th~ title to a <br />snowmobile, or entitle4 To the use or poss.~s$ion thereof. <br /> <br />g. PERSON shall mean an individual, partnership, corporation, the State and <br />its agencies and subdivi'~ions, and any body cf persons, whether incorporated or <br />not. <br /> <br />h. PUBLIC PROPERTY shall mean property that may be used for all of the public <br />subject to reasonable regulation by a governmental body. Such property <br />includes City parks or parking lots and public school parking lots or yards. <br /> <br />i. RIGHT-OF-WAY shall mean the entire strip of land traversed by a highway or <br />street in which the public owns the fee title or an easement for roadway <br />purposes. <br /> <br /> <br />
