ORDINANCE #92-03 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMF_)~D~ENT TO CHAPTER 7 WHICH IS KNOWN AS THE LICENSING <br />AND PEltrieS CHAPTER OF THE CITY CODE. <br />AN ORI '.N~NCE AMENDING CHAPTER 7, SECTION 7.83 ENTITLED <br />"BURNI~ ] ~ERMITS" AND REPEALING SUB-SECTION 7.83.01 ENTITLED <br />"OPEN ! ~R~ING PROHIBITED", SUB-SECTION 7.83.02 ENTITLED "RULES <br />ADOPTE i ~Y REFERENCE", AND SUB-SECTION 7.83.03 ENTITLED <br />"PERSO~ !DESIGNATED TO ISSUE PERMITS*'. <br />The City of-I .arr~ey ordains: <br /> <br />Section 7.8:3 City Code is amended to read as follows: <br />7.83 ~ OPEN BURNING <br /> <br />7.83.01 PORPOSE <br />The purpose of t~is Section is to establish permitted categories of open burn events for residences <br />and farms ?ithi/~ the City of Ramsey and provide for a permitting process for residential and <br />agricultural~ t ipen~ burning, except when such open burning is defined as a "Recreational Fire" as <br />prescribed ~!thts~Secuon. <br />7.83.02 ' DiEFINITIONS <br />For the pur es t0f this S~tion, the terms in this Section have the meaning given them. <br />a) ope;n! Bukning: Open Burning means the burning of any matter if the resultant <br /> congestion products are emitted directly to the atmosphere without passing through a <br /> stack,' du~t or chimney, except a Recreational Fire as defined herein. <br /> <br />b) Recre atioi~al Fire: "Recreational Fire" means a fire set with approved starter fuel no more <br /> than~t] tre~ (3) feet in height, contained within the border of a "Recreational Fire Site" using <br /> dry, Ic. ea~wood; producing little detectable smoke, odor or soot beyond the property line; <br /> condr.u :ted with an adult tending the fire at all times; for recreational, ceremonial, food <br /> prepg atic~n or social purposes; extinguished completely before quitting the occasion; and <br /> resp~ tins weather conditions, neighbors, burning bans, and air quality so that nuisance, <br /> heal~ or ~fety hazards will not be created. Mobile cooking devices such as manufactured <br /> hibael is, Charcoal grills, wood smokers and propane or natural gas devices are not defined <br /> as re¢ eati~nal rims. <br /> [ <br />c) Recre [tio6al Fire Site: A "Recreational Fire Site" means an area of no more than a three (3) <br /> foot !diamlgter circle (measured from the inside of the fire ring or border); completely <br /> surrOd?de~t by non-combustible and non-smoke or odor producing material, either of <br /> natuFal rock, cement, brick, tile or blocks or ferrous metal only and which area is depressed <br /> belo~gro~nd, on the ground, or on a raised bed. Included are permanent outdoor wood <br /> burnldg f'treplaces. Burning barrels are not a Recreational Fire Site as defined herein. <br /> Recr~tio~[al Fire Sites shall not be located closer than fifty (50)feet to any structure. <br /> <br /> <br />
