ORDINANCE #81-1 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA MORATORIUMAFFECTING THE OPERATION OF CHAPTER 170.03 WHICH IS KNOWN AS THE SUBDIVISION CHAPTER OF THE CITY CODE OF RA~SEY, MINNESOTA. An Ordinance placing a moratorium on subdivisions of land within the City of Ramsey. The City Council of the City of Ramsey does ordain: Section 1. PURPOSE The City Council finds: 1) That the subdivision of land within the City of Ramsey is a significant process which has long term effects on the overall and ultimate development of the City; 2) That in order to properly guide this development plar~ed subdivisions are necessary in order to protect the health, safety and welfare of the community; 3) That the 1980 Minnesota Legislative substantially amended the City's subdivision enabling authority by pass- age of Chapter 566 of the 1980Legislative Session, which Chapter amends M.S.A. 462.351 et al; 4) That in order to implement the provisions of M.S.A. 462.351 et al as amended by the 1980 legislature, the City needs time to review its existing subdivision regulations and revise its existing subdivision regulations in accord- ance with the Minnesota Legislative 1980 Actions; 5) That in order to protect the planning process and the health, safety and welfare of its citizens, the City needs to place a moratorium on land subdivisions while its sub- division regulations are amended and it is for this pur- pose that this ordinance is promulgated. Section 2. AUTHORITY This ordinance is adopted pursuant to that authority granted the City by M.S.A. 462.351 Subd. 4. Section 3. MORATORIUMAND TERM A moratorium on the Subdivision of any parcel of land in the City of Ramsey is hereby established for a period of six (6) months from the effective date of this ordinance.
