ORDINANCE #81-1 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />MORATORIUMAFFECTING THE OPERATION OF CHAPTER 170.03 WHICH IS KNOWN AS THE <br />SUBDIVISION CHAPTER OF THE CITY CODE OF RA~SEY, MINNESOTA. <br /> <br />An Ordinance placing a moratorium on subdivisions of land within the City <br />of Ramsey. <br /> <br />The City Council of the City of Ramsey does ordain: <br /> <br />Section 1. PURPOSE <br /> <br />The City Council finds: <br /> <br />1) That the subdivision of land within the City of Ramsey <br />is a significant process which has long term effects on <br />the overall and ultimate development of the City; <br /> <br />2) That in order to properly guide this development plar~ed <br />subdivisions are necessary in order to protect the health, <br />safety and welfare of the community; <br /> <br />3) That the 1980 Minnesota Legislative substantially <br />amended the City's subdivision enabling authority by pass- <br />age of Chapter 566 of the 1980Legislative Session, which <br />Chapter amends M.S.A. 462.351 et al; <br /> <br />4) That in order to implement the provisions of M.S.A. <br />462.351 et al as amended by the 1980 legislature, the City <br />needs time to review its existing subdivision regulations <br />and revise its existing subdivision regulations in accord- <br />ance with the Minnesota Legislative 1980 Actions; <br /> <br />5) That in order to protect the planning process and the <br />health, safety and welfare of its citizens, the City needs <br />to place a moratorium on land subdivisions while its sub- <br />division regulations are amended and it is for this pur- <br />pose that this ordinance is promulgated. <br /> <br />Section 2. AUTHORITY <br /> <br />This ordinance is adopted pursuant to that authority granted <br />the City by M.S.A. 462.351 Subd. 4. <br /> <br />Section 3. MORATORIUMAND TERM <br /> <br />A moratorium on the Subdivision of any parcel of land in <br />the City of Ramsey is hereby established for a period of <br />six (6) months from the effective date of this ordinance. <br /> <br /> <br />
