ORDINANCE NO. 75-4 <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br /> AN ORDINANCE PROVIDING FOR THE <br />ESTABLISHMENT OF A POLICE DEPARTMENT <br />FOR THE CITY OF RAMSEY AND MAKING <br />RULES AND REGULATIONS FOR THE <br />GOVERNMENT OF THE SAME. <br /> The City Council of the City of Ramsay ordains: <br /> SECTION 1. ESTABLISHMENT <br /> There is hereby established a Police Department <br />in the City of Ramsay which shall consist of such <br />number of police officers, with such ranks and titles <br />as may from time to timebe authorized by resolution <br />of the City Council, The compensation to be paid to <br />such police officer or officers and the personnel <br />policy regulating their condition of employment shall <br />be fixed by the City Council. <br />SECTION 2. OFFICE OF CHIEF OF POLICE <br />Theoffice of Chief of Police is hereby established. <br />TheChief of Police shall be appointed by motion of <br />the City Council and he shall serve at the Council's <br />discretion. The Chief of Police shall have precedence <br />over the police officers and watchmen and they shall <br />at all times, when on duty, be subiect to his com- <br />mand and control, tie shall report to the City Council <br />at /ts regular meetings as to the needs of the <br />Department and work performed by the members of <br />the Department. He shall be responsible for the <br />proper training and discipline of the members of the <br />Police Department and may suspend any member <br />for refusal or neglect to obey orders, pending final <br />action by the City Council on his discharge or <br />retention. The City Council may designate one of the <br />members of the Police Department as acting chief of <br />policewho shall assume ali the authority of the Chief <br />of Police in the absence or disability of the Chief of <br />Police. <br /> SECTION 3, DUTIES <br /> It shah be the duty of the police force and of each <br />and every police officer to serve all warrants and <br />processes delivered to such police officer for service <br />in said City and to diligently inquire info and upon <br />request report to the /V~yor all violations of City <br />ordinances, violations of criminal laws of the State <br />and breaches of peace, and to make complaint <br />against any person or persons guilty thereof, and to <br />at/end upon all trials of offenses in regard to which <br />complaint has been made and to use all reasonable <br />efforts to maintain the peace and protect persons and <br />prc~erty within said City. <br /> SECTION 5. EFFECTIVE DATE <br /> This ordinance sba II be in full force a nd effect from <br />and after its passage and publication according to <br />law. <br /> PASSED by the City Council this 28th day of April, <br />1975. <br />-s- Arnold L.
