PUBLIC WORKS COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Public Works Committee conducted a regular meeting on Tuesday, February 16, <br />1999, in the Community Development Department at the Ramsey Municipal Center, 15153 <br />Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gerald Zimmerman <br />Councilmember Natalie Haas Steffen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman (arrived later) <br />Director of Public Works Dean Kapler <br />City Engineer Steve Jankowski <br />Public Works Supervisor Grant Riemer <br /> <br />CALL TO ORDER <br /> <br />Councihnember Zimmerman called the regular meeting of the Public Works Committee to order <br />at 5:05 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Councihnember Haas Steffen asked to discuss Cases #5 and #9 earlier in the agenda. <br /> <br />Consensus was to approve the agenda moving up Cases 5 and 9. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #5: Update on Storm Water Planning <br /> <br />City Engineer Jankowski updated the Committee on the storm water planning - what is in the <br />previous plan and what needs to be taken care of. Pete Raatikka did the first plan in 1980 when <br />he was with the firm of CED. This 20-year-old study has a certain amount of value to it. It <br />addressed the area of the City south of Trott Brook. It established drainage sub-basins and <br />identified how drainage would be transmitted from basin to basin until ultimately discharging <br />into either the Mississippi or Rum Rivers. This study proposed utilizing existing wetlands and <br />future regional detention ponds for storm water storage. Water storage volumes were identified <br />along with the release rates between basins, which could be used to design ditches and storm <br />pipes. This study also included an inventory of storm water structures in place throughout the <br />study area at the time. Mr. Jankowski stated that when a more detailed study of the southeastern <br />quadrant of the City was conducted in 1997, utilizing more precise topographic information, <br />there was no change from the previously defined drainage patterns. Also, although the <br />southeastern portion of this study area has developed considerably, the inventory of existing <br />structures is relatively up-to-date in other parts of the study area.
