CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA' <br /> <br />The Ramsey City Council conducted a work session on Tuesday, October 5, 1999, in the Police <br />Department Training Room, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec (arrived approximately 5:30 p.m.) <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Director of Public Works Dean Kapler <br />City Engineer Steve Jankowski <br />Police Chief David Gustafson (arrived later) <br /> <br />CALL TO ORDER <br /> <br />Mayor Pro tem Zimmennan called the work session to order at 5:15 p.m. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />#2: Storm Sewer Utility System <br /> <br />City Administrator Norman disseminated the finance report of the street utility and City <br />Engineer Jankowski explained it - how the numbers work. Also disseminated was a proposed <br />ordinance to amend Chapter 4, the public facilities and improvements chapter of the City Code. <br />A comparison of run-off from typical land uses was distributed and discussion occurred relating <br />to fertilization sedimentation. Some comparisons were made with other cities. It was stated it is <br />a quantity problem, not really quality issues. This would be City-wide so the project should be <br />set up to be City-wide. The Champlin model talks about a review process. Page 2, Subdivision <br />4 of the proposed ordinance talks about it. <br /> <br />Mr. Norman stated that this goes back to our CIP - ditch projects, etc. There was discussion <br />about ditch cleaning and the fact that the County will not pay for any. <br /> <br />Mr. Jankowski stated the amount would be about $350,000 per year. At a rate of $2 per single <br />family residence, we would pick up about this amount of money. He felt that a minimum charge <br />per single family home should be set regardless of the lot size. He noted the Woodbury model <br />for non-single family and stated that is the one he prefers. In the draft ordinance presented with <br />regard to the street sewer utility, delete subdivision 2 off' of the Champlin model and substitute <br />the Woodbury model. <br /> <br />Council Work Session - October 5, 1999 <br /> Page 1 of 4 <br /> <br /> <br />
