WORK SESSION <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday, December 6, 1999, in the <br />Council Chambers of the Ramsey Municipal Center, 15153 Nowthen Boulevard NW; Ramsey. <br /> <br />Members Present: Mayor Thomas G. Gamec <br /> Councilmember Susan E. Anderson <br /> Councilmember Margaret Connolly <br /> Councilmember Terry Hendriksen <br /> <br />Member Absent: Councilmember Gerald Zimmerman <br /> <br />Also Present: City Administrator James E. Norman <br /> Finance Officer Diana Lund <br /> City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session to order at 5:15 p,m. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />#1: Capital Improvements Program <br /> <br />City Administrator Norman stated that the Capital Improvements Program (CIP) is a planning <br />tool - each project is voted on by the City Council. <br /> <br />Finance Officer Lund gave an overview of the CIP and a summary of the project costs. <br /> <br />Highway #10 storm drainage was discussed. Design criteria was discussed. There would be a <br />small run-off one way and a large run-off another way. Think along these lines instead of a <br />retention pond on the south side of the railroad tracks. <br /> <br />Mr. Jankowski stated this would increase the size of the pipe, which will increase the cost. <br />Councilmember Anderson stated to "think long term". <br /> <br />Councilmember Hendriksen commented on a 24 - 48" pipe - going under the railroad tracks <br />with 24" versus 48" pipe - he did not feel it would double the cost. <br /> <br />This would have to be designed so every storm event has water treatment.
