I I I I I I I i I I I I I I I I I I Councilmember Zimmerman introduced the following resolution and moved for its adoptionS; : RESOLUTION #93-02-023 A RESOLUTION ADOPTING THE FOLLOWING FINDINGS OF FACT 4t0329 RELATING TO DANNY'S ALUMINUM PROCESSING, INC. REQUEST FOR AN AMENDED CONDITIONAL USE PERMIT That Mr. Daniel Karst, Jr. of Danny's Aluminum Processing, Inc., hereinafter r~ferred to as the "Applicant", properly applied for a conditional use permit amendment on March 15, 1991, to expand the scope of operations at the existing aluminum processing facility to include disassembly of engines and transmissions Within the building on Lot 1, Block 4, Gateway North Industrial Park Plat #2, Anoka County, Minnesota. 'r~hat the Applicant appeared before the Planning and Zoning Commission for a p~blic hearing pursuant to Section 9.03.04 of the Ramsey City Code on April 11, !~}91 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That on April 11, 1991, the Planning and Zoning Commission recommended City Council approval of the Applicants request for an amended conditional use permit to allow the disassembly of engines and transmissions on site. 'I~hat at the request of the Applicant, the request for a conditional use permit amendment was not forwarded to City Council for approval or denial. o That in July of 1992, the Applicant informed City Staff of his desire to proceed writh:the conditional use permit amendment for disassembly of engines and tr~ansmissions, but that the operations would be conducted in a new building proposed to be constructed on Lot 2, Block 4, Gateway North Industrial Park Plat ~2, and that the amendment would also include the ability to operate as a r ~e_~lemption center for other non-hazardous metals and batteries within the proposed building. That pursuant to the Applicant's proposed revision to the conditional use permit amendment described in Item #5 above, City Staff referred the Applicant back to the Phnning and Zoning Commission for an additional public hearing. That the Applicant appeared before the Planning and Zoning Commission for a S~cond public hearing pursuant to Section 9.03.04 of the Ramsey City Code on $~ptember 1, 1992 and that said public hearing was properly advertised and that the nunutes of said public hearing are hereby incorporated by reference. That on September 1, 1992, the Planning and Zoning Commission recommended hr~t City Council approve the Applicant's, request for a conditional use permit endment to permit the disassembly of engines and transmissions and the ¢011eCtion of other non-hazardous metals within the building proposed to be COnstructed on Lot 2, Block 4, Gateway North Industrial Park Plat #2. That on September 22, 1992, the Ramsey City Council adopted Resolution g92-09- 247 adopting Findings of Fact #0322 relating to the Applicant's request for a COnditional use permit amendment and a motion was passed to deny the request.
