Councflmember Zimmerman introduced the following resolution and moved for its adoption: RESOLUTION g94-02-019 A RESOLUTION ADOPTING FINDINGS OF FACT g0352 RELATING TO A REQUEST FROM KALTEC OF MINNESOTA, INC. TO ESTABLISH AND OPERATE AN ALTERNATE FUEL SUPPLY TEST DEMONSTRATION FACILITY wHEREAs, Kaltec of Minnesota, Inc., hereinafter referred to as "Applicant", has properly applied for a temporary Conditional Use Permit to establish and operate an alternate fuel supply test demonstration facility on the property generally known as 14730 Sunfish Lake Blvd. N.W. and legally described as follows: The South one-half of the Southeast Quarter of Section 22, Township 32, Range 25, Anoka County, Minnesota. ("Site") NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That Kaltec of Minnesota, Inc. applied on January 11, 1994, to the City of Ram~ey ("City") for a temporary conditional use permit to establish and operate an alternate fuel supply test demonstration facility on land currently zoned I-1 Induswial. 2) That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant to {}9.03.04 of the City Code on February 1, 1994, and that said public hearing was properly advertised. Notice 'of said public hearing was published in the City's legal newspaper, Anoka County Union, on January 21, 1994 and mailed notices of the public hearing were sent at least 10 days prior to the public hearing to property owners within 1,000 feet of the user boundaries of the property in question. 3) That the minutes of the public hearing are hereby incorporated by reference. 4) That at the public hearing, the Applicant made a presentation describing it's proposed test demonstration project in accordance with the written submittal entitled "Kaltec of Minnesota, 14025-C 23rd Avenue No., Plymouth, Minnesota 55447, Request for Conditional Use Permit, City of Ramsey, January 11, 1994". 5) 6) That the Site is owned by Waste Management of Minnesota, Inc. and that they support the application. That the parcel on which the proposed use is located is 40 acres in size. 7) That the Applicant proposes to erect an 8,400 square foot pre-engineered enclosed struc~re to house the fuel cell, gas processing equipment and ancillary support equipment.
