Councilmember Haas Steffen introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #97-01-010 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0415 RELATING <br />TO A REQUEST FROM NORAM ENERGY MANAGEMENT TO EXPAND <br />A NON-CONFORMING PROPANE AIR PEAKING PLANT <br /> <br /> WHEREAS, NorAm Energy Management, hereinafter referred to as <br />"Applicant", has properly applied for a Conditional Use Permit to expand the pre-existing <br />propane air peaking facility on the property generally known as 7615 173rd Avenue <br />N.W., and legally described as follows: <br /> <br />All that part of the Southeast Quarter of the Southwest Quarter of Section 4, <br />Township 32, Range 25, Anoka County, Minnesota lying east of a line parallel <br />with and 700 feet west of the east line of said Southeast Quarter of the southwest <br />Quarter and extending to the south line thereof (excluding therefrom the east 250 <br />feet thereof) as measured between parallel lines (excluding easement of record). <br /> <br />(the "Site") <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF <br />MINNESOTA, as follows: <br /> <br />1) <br /> <br />That NorAm Energy Management applied on November 12, 1996, to the City of <br />Ramsey ("City") for a conditional use permit to expand the pre-existing propane <br />air peaking facility. <br /> <br />2) <br /> <br />That the Applicant appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to {}9.03.04 of the City Code on December 3, 1996, and that said <br />public hearing was properly advertised and that the minutes of the public hearing <br />are hereby incorporated by reference. <br /> <br />3) <br /> <br />That the Site is approximately 13.5 acres in size and is zoned R-1 Rural Residential, <br />for which utility facilities are not considered a permitted use. <br /> <br />4) <br /> <br />That without benefit of a special permit, the site has been used as a propane air <br />peaking plant since 1976. <br /> <br />5) <br /> <br />That the Applicant is proposing to upgrade plant operations by the addition of a <br />30,000 GWC propane storage tank and a 10' x 32' x 10' control building mounted <br />on steel skids, and replacing the vaporizer, blender and compressors, which have <br />already been removed from the Site. <br /> <br />6) <br /> <br />That the purpose of the faciity is to inject a propane mixture into the natural gas <br />distribution system to augment the system capacity during periods of severe <br />weather. <br /> <br />7) <br /> <br />That the Applicant has stated that the system operates approximately 20 days per <br />year during a normal winter season. <br /> <br /> <br />
