<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, June 13,2006, at <br />the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Al Pearson <br /> <br />Members Absent: <br /> <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Ass't Community Development Dir/HRA Executive Dir. Sylvia Frolik <br />City Clerk Jo Thieling <br />Police Chief James Way <br /> <br />CALL TO ORDER <br /> <br />Mayor Pro Tern Elvig called the City Council Work Session to order at 6:06 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Special Events Permit for Lord of Life Harvest Fest <br /> <br />City Clerk Thieling informed Council that staff received an application from Lord of Life <br />Church, 14501 Nowthen Boulevard NW, for a special events permit. The permit is for a <br />celebration called Harvest Fest which includes carnival rides, food vendors, raffles, silent <br />auction, wine tasting, three outdoor music concerts, and fireworks. The event is scheduled for <br />Friday, September 8, from 5:00 p.m. to 12:00 a.m., Saturday, September 9, from 10:00 a.m. to <br />12:00 a.m. and Sunday, September 10, from 10:00 a.m. to 5:00 p.m. All activities will take place <br />on the grounds or inside the church. The church has provided a detailed parking plan, refuse <br />plan, toilet facilities plan, and the layout for the fireworks exhibition. Ms. Thieling explained <br />with regard to fees, the City usually charges a $500 escrow fee, which would be refunded if not <br />used.
