The first was the Mayor's State of the City Address. <br />The address reviewed 2024 highlights, including commercial <br />developments, new businesses in Ramsey, housing development, <br />the Hwy 10 interchanges at Sunfish Lake Blvd. and Ramsey Blvd., <br />the new water treatment plant, road construction projects, and <br />new park and trail development. Mayor Heineman also touched <br />on the number of police and fire calls received last year and <br />community events. <br />The second presentation was by QCTV, which provided an <br />overview of 2024 programming and highlights, along with <br />engagement numbers for the various platforms where content can <br />be viewed. <br />Consent Agenda <br />Following the presentations, the City Council unanimously <br />passed 5 Consent Agenda items. <br />Council Business <br />Council Business included two cases. The first case was to <br />Introduce Charter Recommended Ordinance #25-02 to Amend <br />Chapter 3 of the Charter. The Charter recommended changes <br />include correcting a typo, removing the requirement to read the <br />ordinance aloud, and changing the effective date of ordinances to <br />be effective upon publication. The Council approved introducing <br />the ordinance; it will come back for a Public Hearing and final <br />vote on February 25. <br />The final case was to Introduce Charter Recommended <br />Ordinance #25-03 to Amend Chapters 2, 3 and 12 of the <br />Charter. The Charter recommended changes for this ordinance, <br />including adding language for the respective ward in the case of <br />council vacancies, removing the requirement for roll call votes for <br />ordinances, allowing an ordinance to be placed on the consent <br />agenda if it was introduced unanimously, lastly, changing the <br />number of newsletters from six to four.
