<br /> <br />. <br /> <br /> <br />. <br /> <br /> <br />*' <br /> <br /> <br /> <br />UNOFFl CII\L <br /> <br />C/July 26, 1976 <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on July 26, 1976, <br />at Ramsey Elementary School, 15000 Nowthen Boulevard N.W., Ramsey, MN 55303 <br /> <br />Present: Mayor Cox Also Present: <br />Councilman Gorham <br />Councilwoman Oliphant <br />Councilman Reimann <br />Absent: Councilman Mickelson <br /> <br />Clerk-Treasurer Walker <br />Attorney Goodrich <br />Engineer Raatikka <br /> <br />The meeting was called to order by Mayor Cox at 7:40 p.m., and the pledge of <br />allegiance to the flag was led by Mayor Cox. <br /> <br />Approval of Agenda. Motion by Councilman Reimann, seconded by Councilman Gorham <br />to approve the July 26, 1976 Agenda, with the corrections and additions as <br />follows: Place Landfill negotiations under New Business and addition of a <br />resolution concerning Administratfve Assistant Donald Walker under Resolutions <br />and Ordinances, Attorney Goodrich, Writ of.Mandus, re: lawsuit under Old Business. <br />Motion carried 4 to 0 · . <br /> <br /> <br />Citizen Input. Mrs. Joann Soyett, 17855 Erkium Street N.W., stated she was <br />under the impression that the zoning officer was going to check on the Odegaard <br />kennel request and report back at this meeting and that it is not on the Agenda. <br />She wondered if there had been a misunderstanding. <br /> <br />Councilman Gorham said Mrs. Soyett was correct, that it had been decided at <br />the last meeting that the zoning officer would go out and review the situation <br />and report back t~ the Council tqni ght. <br /> <br />Mr. Walker said he had gone out and checked the kennel. <br /> <br />Mrs. Soyett asked how something like this application for a kennel license can <br />get as far as it did without neighbors knowing about it. She said the man <br />acknowledged that he has 35 dogs. <br /> <br />Mayor Cox placed this item f~r further discussion under Old Business. <br /> <br />Mayor Cox asked for any other citizen input. There was none. <br /> <br />Minutes'of July 12, 19769 regular meeting. Correction noted on Page 1, Approval! <br />of June 28th regular meeting, the motion was carried by a vote of 3 .to 0, Council- <br />man Gorham abstained. Page 2, 3rd paragraph: from bottom of page, Re: Roland <br />Looyen, the discussion should include -- a letter to Mrs. Bertha Mae Smith will be <br />sent concerning the sale of property against the City Subdivision Ordinance. <br />Mr. Walker replied that the letter has already been sent. <br /> <br />Motion by Councilman Gorham, seconded by Councilwoman Oliphant to approve the <br />minutes with the additions on Page 1 and 2. <br />Motion carried 3 to 0 <br />Mayor Cox abstained <br /> <br />July 12, 1976, public hearing on Rum Acres Estates, 2nd Addition. <br />Motion by Councilman Gorham, seconded by Councilwoman Oliphant to accept the <br />minutes of the public hearing o~ July 129 1976, concerning Rum Acre~ 2nd Addition. <br />Motion carried 3 to O~ <br />Mayor Cox abstained <br /> <br />July 89 1976, Special meeting. Corrections: Page 6, 7th paragraph, insert the <br />word percentage instead of average. Page 18, 12th~paragraph, Margie Stepten <br />is misspelled, should be Margie Stinton, Page 8, the word diress, misspelled, <br />should be~duress. Page 20, paragraph 3, the v~te should be 4 to 1, Oliphant Naye <br /> <br />--.J <br /> <br />Motion by Councilman Reimann, seconded by Councilman Gorham to accept the minutes <br />of the July 8, 1976, special meeting with the corrections as noted. <br />Carried 4 to 0 <br /> <br />July. 15, Special MeetinR. Corrections: Page 3, paragraph 12, Councilman Gorham's <br />statement should read, draw up the findings of fact, instead of drop the findings <br />of fact.
