" PROCEEDINGS OF THE CITY COUNCIL if, 'f:~, CITY OF RAMSEY COUN'l;Y OF ANOKA STATE OF MINNESOTA Present: Mayor Cox Councilman Gorham Councilman Mickelson Councilwoman Oliphant Councilman Reimann A regular meeting of the Ramsey City Council was held on February 23, 1976, at Ramsey Elementary School, 15000 Nowthen Boulevard, Ramsey, MN 55303 Also Present: Clerk-Treas./Adm. Attorney Goodrich Mayor Cox called the meeting bo order at 7:31 p.m. Pledge of Allegiance to the flag was lead by Mayor Cox. Approval of Agenda. The following changes were noted: Addi tion to Build:J.ng Commi ttee Report, Mr. Boarman from Cerny Associates, Ipc., to present contract on the new city hall structure. Addition to Old Business, results of opening on the squad car. Deletion, proposed amendment 73-12 to m:Jre time to research. . Change New Business to: 1. Discussion on facili ties. 2. Proposed change in fringe benefi ts for employees. 3. ordinance on duties and responsibilities of the Clerk-Treasurer. 5. contract with Clerk-Treasurer. 6. Permanent ,employment of Mr. Walker as March 1, 1976. 7. Planning Commission appointments expiring. 8. c:ounty La.w Enforcement Council. Motion by Reimann seconded by Mickelson to accept wi th changes. Carried 5 to 0 Ci ti zen Input. Mayor Cox asked for Oi ti zen input. Mr. Kempf was present senting his neighborhood on a matter of concern to them. He said the involves a house in' the neighborhood which is occupied by several young men conduct noisy parties and block traffic on the road. MI. Auspos, Chief of Ramsey Police Department, mentioned some action that could be taken. He also stated that the Ramsey police were aware qf the. situation and are keeping it under surveillance. Approval of minutes of the public hearing February' 9, 1976. Mrs. Oliphant asked for a correction on Page 2, MI. Schutz name is spelled incorrectly, it should be Schutz instead of Schutts. 'page 3, third paragraph, the word areas should be replaced with incentives. Councilman Gorham made the following correction, on Page 4, under his comments it should read he is "not" in favor of such a plan such as this, referring to the City being respons:j.ble for maintenance of sewers. Also he said taking into consideration the ecology of the City and not overlooking it as Councilwoman Oliphant stated we were is what his statement on ecology was. In reference to Councilwoman Oliphant's comment on not hiring experts to do the plan, it is the m:Jst we expect of planning for the implementation of it, and the planners hired along with Mr. Goodrich give us this knowledge to implement the plan once we have it. "" Discussion was held. It was decided to have a court reporter present. to ta'ke minutes when the final public hearing is held to have accurate and full docu- mentation of the minutes.
