<br />'. <br /> <br /> <br />~. <br /> <br /> <br />~. <br /> <br /> <br />--:"..,......,.,.-;.-~. <br /> <br />JANUAHY 12, 1976 <br /> <br />L":1 <br />:.,:; <br /> <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on January <br />12, 1976, at 7:37 porn., at Ramsey Elementary School, 15000 Nowthen <br />Boulevard, Ramsey, ~~~ 553030 The following Councilpersons were <br />present: Mr. Cox, Mr. ~lickelson, Mro Gorham, Mr. Reimann and <br />Mrs. Oliphant. Also present, City Administrator Walker. <br /> <br />PLEDGE OF ALLEGIANCE to the flag was lead by Mayor Cox <br /> <br />APPROVAL OF AGENDA. Mayor Cox read the Agenda. Mayor Cox asked that <br />Mayor & Council Input be added to the Agenda. <br /> <br />Mayor Cox suggested a sign be hung on the music room door to announce <br />that t~e room is being used' as Council Chambers. <br /> <br />Councilman Gorham asked Administrator Walker about the outcome of <br />his conversation vd th Nrs. James in regard to her resignation <br />from the Bicentennial Committee. Administrator vlalker replied <br />that she has turned in all of the materials and indicated that <br />she no longer wanted anything to do'with the Bicentennial Committee, <br />however, he added that he hopefully would have an opportunity to <br />talk with her about the matter. <br /> <br />Mayor Cox added that it is a shame to have a good effort by a <br />dedicated person wasted. <br /> <br />Motion by Mickelson to approve the Agenda as stated, seconded <br />by Gorham and carried. <br /> <br />5 Ayes <br /> <br />CITIZEN INPUT <br />Mayor Cox asked for any input by citizens present. There was no <br />response. <br /> <br />APPROVAL OF MINUTES'OF DEC~BER 22, 1975 <br />Councilman Reimann said a correction should be made on Page 3, under <br />the Personnel Committee Report. The following should have been <br />reflected in the report: Councilman Gorham and Reimann will review <br />probationary personnel every month until their probation period is <br />over including Mr. Walker. Also, Mr. Walker is to submit to the <br />Commi ttee a schedule of things he "is going" to accomplish during <br />his probationary period and the coming year. <br /> <br />Mayor Cox wanted to clarify Page 3, second paragraph from the <br />bottom of the page. The paragraph should read because Doug <br />Walton has indicated an interest in taking over the dog catcher <br />job Administrator Walker is to contact him in this regard. Mr. <br />Doug Walton has helped his father and is familiar with the operation. <br /> <br />Councilwoman Oliphant said the minutes referring to approval of <br />bills, Page 5, should be changed to indicate she is against the <br />city attorney's bill because of the portion paying for the Mayor's <br />involvement in the Oliphant versus Guy lawsuit. She said this <br />would clarify her naye vote. <br /> <br />Administrator Walker interjected that the majority of the Council <br />voted in favor of the bills as presented and therefore payment of <br />the bill is legal. And, further that Council by majority vote <br />may approve the payment of any bill. <br /> <br />Councilman Gorham said Mayor Cox did vote in favor of the bills <br />at the last meeting and the minutes,~hould be changed to so indicate. <br />. . :,. ~, <br /> <br />Motio~ by Oliphant to accept the minutes of December 22, 1975, with <br />the following corrections. On Page 5, bills for approval should <br />include that Councilwoman Oliphant voted naye because she is not <br />in favor of that portion of the attorney's bill representing the <br />Mayor in the Oliphant vers.us Guy lawsuit, and with a correction <br />
