Present were Mr. Pittman, Mr. Emmans, Mr. Bodle, <br />Mr. Gamec, Mr. Fossum, and Mrs. Guy. <br /> <br />Mrs. Mavis Anderson was present. She had indicated an interest <br />in being on the Commission. She was interviewed. She stated she <br />had lived in Ramsey for ten years. <br /> <br />Mr. Richard Norton, 176)0 Cobalt St. N.W. was also interviewed. <br />He is a librarian and audio visual teacher in the Osseo School <br />District. He has lived here Ii years. <br />Mr. Steffens: He said we should examine the comprehensive plan. <br />He said we have practically no commercial land provided in this <br />comprehensive plan. The comprehensive sewer plan should be studied. <br /> <br />He brought the County Thoroughfare Plan and explained various points <br />on that. The County has two Rum River bridges shown on this plan. <br />He also explained the MSA map. He then explained the latest Metro <br />Council map. The hearing on this last development guide will be <br />held at Brooklyn Park on Jan. 21, 1975. The Metro Council is <br />expecting local planning input. They will adopt this plan in Feb- <br />ruary of 1975. The major roads and recreational areas will be set <br />by October 1975. Local governments should have their plan finished <br />by December of 1977. What we have to be concerned about is sewer, <br />highways, recreational, transportation, etc. We should have a talk <br />with Charles Weaver about this. We should send comments back on <br />the rural service area, their designation. The Metro Council feels <br />we will not have much employment in our area until the year 2000. <br />We should plan for employment in our own community. In the last <br />census only 26 people were engaged in agriculture. They want the <br />lots to be subdivideable for the time when sewer comes. We can <br />expect new laws with regard to on site disposal systems. The <br />way to prevent sewers is to keep on site systems working satis- <br />factorily. We have to keep talking to our representative on the <br />Metro Council. <br /> <br />We should be thinking about soil suitability, transportation sys- <br />tem, reasonable traffic system, sewers and drainage, development <br />of commercial and industrial areas, sewer and surface water drain- <br />age, municipal facilities, etc. He doesn't think we will have three <br />school in our city. Do we want our municipal building around the <br />school or in a commercial area; land economics; contiguousness, <br />etc. We can't rework development. If we go too far north, we will <br />not make it go commercially. There will be a bridge across the <br />Mississippi River where No. 57 crosses Highway 10. He said what <br />we do with the commercial centers is very crucial. We should <br />check the plans and limitations of other governmental units. Look <br />at what is going on across the river. <br /> <br />Questions: If we do not have any request to rezone to commercial, <br />should we go ahead and zone them commercial and just try to guess. <br />Mr. Steffens said we should go ahead and set up commercial and in- <br />dustrial areas but not rezone them, just try to hold them for this <br /> <br /> <br /> <br />~, <br />
