<br />. <br /> <br />PROCEEDINGS OF CITY COUNCIL <br />BOARD OF REVIEW <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a Board of Review on Thursday, April 17, 1986 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Arnie Cox <br />Councilmember Jean Schlueter <br />Councilmember Al Sorteberg <br /> <br />Also Present: City Assessor Les Wirz <br />Mr. Gordy Starkey - County Assessor's Office <br /> <br />Members Absent: Mayor Gary Heitman <br />Councilmember Gary Reimann <br /> <br />CALL TO ORDER <br /> <br />Councilmember Cox called the Board of Review to order at 7:25 p.m. <br /> <br />. <br /> <br />Councilmember Cox stated that the purpose of the Board of Review is to hear <br />concerns with 1986 property valuations. <br /> <br />CITIZEN INPUT <br /> <br />Jan Hanson - 6030 Radium Circle NW - #Rl4-32-25-34-0011 - Stated he bought <br />his home in 1984 for $70,400 which included $4,928 in realtor fees. Deducting <br />those realtor fees brings the price of the home to $65,472. The estimated <br />market value in 1985 was $69,000; market valuation for 1986 is $72,200. Mr. <br />Hanson stated that he was told that the $3,200 increase was for a 3 season <br />porch on the house; that structure was on the house when he purchased it in <br />1984. <br /> <br />Mr. Wirz stated that Mr. Hanson's value was figured at a replacement rate of <br />$41.66/square foot with a 6% depreciation. <br /> <br />Mr. Hanson inquired if market values will drop if the housing market starts to <br />flatten. <br /> <br />Mr. Wirz stated that the sales ratio controls the assessing process. Mr. Wirz <br />also noted that if the porch was on the house in 1984, it just means that Mr. <br />Hanson received one year of taxes that didn't take into account the porch. <br /> <br />Councilmembers Schlueter and Sorteberg agreed with Mr. Wirz's explanation. <br /> <br />. <br /> <br />Councilmember Cox stated that he doesn't see a valid reason for the estimated <br />market value to be more than what Mr. Hanson paid for the home just a short <br />April 17, 1986 <br /> <br />Page 1 of 6 <br />
