<br /> <br /> <br />Printed on <br />Recycled Paper <br /> <br />VOLUME 4, NUMBER 8 <br /> <br />RAMSEY <br /> <br />IDENT <br /> <br />RE <br /> <br /> <br />AUGUST 1989 <br /> <br />CITY ACTIVELY PURSUING IMPROVEMENTS TO <br />EAST/WEST TRANSPORTATION CORRIDOR <br /> <br /> <br />For several years, the City of Ramsey has been <br />concerned about the transportation systems <br />throughout the community. A special concern has <br />been the ability to travel from east to west or west <br />to east without having to first go north or south. Two <br />transportation systems which would accomodate the <br />east/west traffic are County Road #116, also refer- <br />red to as Industry Avenue, and 153rd Avenue. Within <br />the last 3 years, improvements have been made to <br />153rd Avenue in the vicinity of the Northfork subdivi- <br />sion near the Highway #10 weigh station. Those im- <br />provements include connection to Armstrong Blvd. <br />N.,<<., a new signal.ize~ railway crossing and access <br />to Highway #10 which Includes an additional median <br />crossing. <br />The next phase of the 153rd Avenue N.W. <br />east/west corridor is currently under consideration <br />by the City Council. These improvements would in- <br />volve connecting 153rd at the intersection of <br />Nowthen Blvd. NW. (County Road #5) to 155th <br />~venue N.W. This route involves the acquisition of <br />right-of-way and planned construction that would <br />follow a route north of the Anoka Regional Sanitary <br />Landfill (refer to map below). <br />. City Council ~as considered detailed routing and <br />will be completing an Environmental Assessment <br />Worksheet to further evaluate the impacts on pro- <br />perty and the enviroment. <br /> <br />The tentative schedule for the processing of the En- <br />vironmental Assessment Worksheet (EAW) is as <br />follows: <br /> <br />August 22 <br /> <br />August 28 <br /> <br />Council approval of EAW worksheet <br />submittal. <br />Deadline for submittal of EAW to <br />Environmental Quality Board (EQB) <br />for publication. <br />Publish notice in Anoka Union. <br />Publish notice in EQB Monitor. <br />Thirty day review period. <br />Final City Council action. <br /> <br />September 1 <br />September 4 <br /> <br />October 10 <br /> <br />If all goes well, right-of-way acquisition is plann- <br />ed during the winter of 1989/90 and construction <br />could take place as early as 1990. The Metropolitan Council as well <br />as the Ramsey City Council are concerned about ur- <br />ban growth exceeding the ability of cities to meet the <br />dem~~ds for ?ervices that go along with growth. <br />Specifically, City leaders see Ramsey as a City with <br />urban areas and non-urban areas offering a flavor <br />of country living. To preserve this country living, the <br />Metropolitan Council recommends that the City <br />restrict development to no more than four (4) homes <br />per forty (40) acres. <br />Therefor~. .t~e City of Ramsey will be restricting <br />future subdivIsions of land to a density of no more <br />than four homes per 40 acres for property lying out- <br />o side the Urban Area (see attached map on page 4). <br />These restrictions will take place January 1, 1990. <br />What does this mean to most residents in the R-1 <br />Rural Area of the City? Existing homes are not af- <br />fected by this policy change. Landowners with <br />parcels larger than five acres may subdivide with 2.5 <br />acre lots only if the preliminary plat is approved by <br />City Council prior to January 1, 1990. After January <br />1, 1990 , the parcel may be subdivided but with a <br />maximum density of four units on 40 acres. The Ci- <br />ty is currently evaluating whether some portions of <br />the City should be permitted to develop with <br />minimum lot sizes of 2.5 acres and other areas at <br />minimum lot sizes of ten acres. Under either alter- <br />native, the maximum density would be limited to four <br />units per 40 acres. <br />A numb~r ?f 40 acre parcels within the City have <br />several eXisting homes on them with a large tract <br />of 25-30 acres remaining. The allowable density of <br />four per 40 will be based on the development of that <br />remaining parcel as of January 1, 1990. Thus, a 25 <br />acre parcel as of January 1, 1990 could be <br />developed with only two lots. The minimum size of <br />eit~er lot ~ay ~e 2.5 ~cres or ten acres depending <br />on ItS location In the City. As an example, if two lots <br />of 2.5 acres each in size were subdivided from a re- <br />maining 25 acre parcel, all development rights for <br />the parcel would be used, and the remaining 20 <br />acres would be undevelopable.
