For example, a per-
son platting several lots could end up paying taxes
somewhere close to $1 ,000 per lot. Such an expense
may not be affordable and it may cause a financial
hardship to the person involved in the platting pro-
cess. Therefore, anyone contemplating platting a
parcel of land should consider the tax implications
of dividing such a property. The rule that the City
Assessor has to abide by is Minnesota Statute
273.11 and 273.12 which regards platted property.
State law specifically states:

"In valuing real property which is vacant, the fact
that such property is platted shall not be taken into
account. An individual lot of such platted proper-
ty shall not be assessed in excess of the assess-
ment of the land as if it were unplatted until the
lot is improved with a permanent improvement,
all or a portion of which is located upon the lot,
or for a period of three (3) years after final ap-
proval of said plat, whichever is shorter. When a
lot is sold or construction begun, the assessed
value of that lot or single continuous lot fronting
on the same street shall be eligible for reassess-
ment. "

What this means is that the owner of said lots has
three years to sell those lots or he will be faced with
having an increased assessment up to market value
of those vacant lots.
The average price of a lot in the City of Ramsey
is somewhere around $20,000. In 1989, vacant land
was taxed at a rate of 5.25%, a rate which is set by
the State of Minnesota. What this means is that a
lot valued at $20,000, taxed at a rate of 5.25% would
pay a tax of $1,050. In other words, each individual
lot could incur a tax of $1,050 after the three year
platting law has expired or other lots in that develop-
ment fronting the same street have been sold.
It is the responsibility of the Assessor of any
jurisdiction to comply with these Minnesota Statutes.
If you have any questions regarding this matter,
please feel free to contact John Keefe at City Hall
(427-1410).

THIRD ANNUAL FALLFEST

Sponsored by the Ramsey Lions
SEPTEMBER 30, 1989
2:00 p.m. - 10:00 p.m.
RUM RIVER PLAZA
Hwy. 47 & 167th Avenue - Ramsey
Fundraiser for the Ramsey Lions
and other Ramsey Organizations
FUN FOR ALL AGES
DRAWINGS FOR BIG PRIZES
Beer · Pop · Kids Games · Bingo
Food · Live Music · Gambling

COMBINATION OF
INDIVIDUAL TAX PARCELS

Many residents may find it advantageous to com-
bine different parcel identification numbers (PIN #
's) into one number. This can help the taxpayer, by
making property tax statements less confusing, and
the city and county, by making the property tax
system more efficient and cost effective.
Combination request forms can be obtained from
either the City of Ramsey or the Anoka County
Auditor's Office. You can either complete the form
yourself, or have us complete it at City Hall and we'll
mail the completed form to you. Then all you have
to do is mail it to the County Auditor's Office.
If you're interested in combining parcel numbers,
please contact us at City Hall and we'll be happy to
provide assistance.

.~

-......

'l!:',
"
1

I
,

We would like to take this opportunity to introduce and
welcome the newest member of the Ramsey City Staff,
Building Maintenance Person Dan Bray.

PROCLAMATION

BUSINESS DEVELOPMENT AND APPRECIATION DAY

WHEREAS: Our business community forms the economic structure of our City and is vital to our quality
of life and community spirit; and
WHEREAS: Our business community responds to the wants and needs of our citizens and is the vehi-
cle for growth and prosperity; and
WHEREAS: Our businesses and industries offer goods and services which provide comfort and conve-
nience and sustain the health, safety, and welfare of City residents; and
WHEREAS: Our businesses and industries provide employment which supports our standard of living
and provides opportunities for personal fulfillment; and
WHEREAS: Our existing businesses and industries are the foundation of our economy, provide con-
tinuity and stability in our community and offer opportunities for community growth through
their expansion; and
WHEREAS: New businesses and industries ensure a continuously stable community and yield new op-
portunities for community and prosperity;
NOW, THEREFORE, I, Gary R. The proposed project comprises a major seg-
ment of east-west corridor identified in the City's
transportation plan.
The proposed alignment traverses undeveloped
and low density residential parcels which are zon-
ed "R-1 R" (minimum lot size of 2.5 acres). The 80'
right-of-way for the road encompasses approximate-
ly 17.6 acres. The proposed alignment skirts a pro-
tected wetland (656W) and traverses two other pro-
tected wetlands (657W and 114P). Approximately 2.3
acres of Type III wetlands will be impacted. Mitiga-
tion will be provided through the creation of a new
wetland basin or enhancement of existing wetlands.
When completed, the roadway is expected to carry
an average daily traffic load between 1200 to 1500
with single lanes in each direction.
EAW's can be reviewed at Ramsey City Hall, the
Environmental Conservation Library (Minneapolis
Public Library) and the Anoka County Library - Rum
River Branch (Ramsey/Rum River Plaza).
Comments on the EAW are due at City Hall by Oc-
tober 5. Written comments should be directed to
Dave Hartley, City Administrator, Ramsey City Hall,
15153 Nowthen Blvd. NW., Ramsey, MN 55303.

ATTENTION
RAMSEY RESIDENTS

The City of Ramsey has established a Building Code
Board of Appeals and is currently seeking can-
didates to fill positions on the Board.
