<br />HOW DOES PLATTING
<br />PROPERTY AFFECT TAXES
<br />
<br />Effective January 1, 1990, the implementation of
<br />4 in 40 (four in forty) density zoning will be a reality.
<br />Many people have been asking many questions
<br />regarding taxes on platted property.
<br />Property tax implications are very important when
<br />considering the platting process. For example, a per-
<br />son platting several lots could end up paying taxes
<br />somewhere close to $1 ,000 per lot. Such an expense
<br />may not be affordable and it may cause a financial
<br />hardship to the person involved in the platting pro-
<br />cess. Therefore, anyone contemplating platting a
<br />parcel of land should consider the tax implications
<br />of dividing such a property. The rule that the City
<br />Assessor has to abide by is Minnesota Statute
<br />273.11 and 273.12 which regards platted property.
<br />State law specifically states:
<br />
<br />"In valuing real property which is vacant, the fact
<br />that such property is platted shall not be taken into
<br />account. An individual lot of such platted proper-
<br />ty shall not be assessed in excess of the assess-
<br />ment of the land as if it were unplatted until the
<br />lot is improved with a permanent improvement,
<br />all or a portion of which is located upon the lot,
<br />or for a period of three (3) years after final ap-
<br />proval of said plat, whichever is shorter. When a
<br />lot is sold or construction begun, the assessed
<br />value of that lot or single continuous lot fronting
<br />on the same street shall be eligible for reassess-
<br />ment. "

<br />What this means is that the owner of said lots has
<br />three years to sell those lots or he will be faced with
<br />having an increased assessment up to market value
<br />of those vacant lots.
<br />The average price of a lot in the City of Ramsey
<br />is somewhere around $20,000. In 1989, vacant land
<br />was taxed at a rate of 5.25%, a rate which is set by
<br />the State of Minnesota. What this means is that a
<br />lot valued at $20,000, taxed at a rate of 5.25% would
<br />pay a tax of $1,050. In other words, each individual
<br />lot could incur a tax of $1,050 after the three year
<br />platting law has expired or other lots in that develop-
<br />ment fronting the same street have been sold.
<br />It is the responsibility of the Assessor of any
<br />jurisdiction to comply with these Minnesota Statutes.

<br />Many residents may find it advantageous to com-
<br />bine different parcel identification numbers (PIN #
<br />'s) into one number. This can help the taxpayer, by
<br />making property tax statements less confusing, and
<br />the city and county, by making the property tax
<br />system more efficient and cost effective.
<br />Combination request forms can be obtained from
<br />either the City of Ramsey or the Anoka County
<br />Auditor's Office. You can either complete the form
<br />yourself, or have us complete it at City Hall and we'll
<br />mail the completed form to you. Then all you have
<br />to do is mail it to the County Auditor's Office.

<br />An Environmental Assessment Worksheet (EAW)
<br />has been prepared for the above referenced project.
<br />The proposed project consists of the construction of
<br />approximately 1.8 miles of collector roadway bet-
<br />ween 155th Ave. N.W. and County 5 (Nowthen
<br />Blvd.). The proposed project comprises a major seg-
<br />ment of east-west corridor identified in the City's
<br />transportation plan.
<br />The proposed alignment traverses undeveloped
<br />and low density residential parcels which are zon-
<br />ed "R-1 R" (minimum lot size of 2.5 acres). The 80'
<br />right-of-way for the road encompasses approximate-
<br />ly 17.6 acres. The proposed alignment skirts a pro-
<br />tected wetland (656W) and traverses two other pro-
<br />tected wetlands (657W and 114P). Approximately 2.3
<br />acres of Type III wetlands will be impacted. Mitiga-
<br />tion will be provided through the creation of a new
<br />wetland basin or enhancement of existing wetlands.
<br />When completed, the roadway is expected to carry
<br />an average daily traffic load between 1200 to 1500
<br />with single lanes in each direction.
<br />EAW's can be reviewed at Ramsey City Hall, the
<br />Environmental Conservation Library (Minneapolis
<br />Public Library) and the Anoka County Library - Rum
<br />River Branch (Ramsey/Rum River Plaza).
<br />Comments on the EAW are due at City Hall by Oc-
<br />tober 5. Written comments should be directed to

<br />RAMSEY RESIDENTS

<br />The City of Ramsey has established a Building Code
<br />Board of Appeals and is currently seeking can-
<br />didates to fill positions on the Board. This Board will
<br />meet on an as-needed basis. Ramsey residents in-
<br />terested in serving on the Board are requested to
<br />submit a letter of application stating experience, and
<br />education in such fields as Engineering, Architec-
<br />ture, Building Construction, or Building Code Ad-
<br />ministration by 5:00 p.m., Friday, October 6, 1989
<br />to Kay McAloney, Personnel Coordinator, at Ramsey
<br />Municipal Center, 15153 Nowthen Blvd. N.W.,
<br />Ramsey, Minnesota 55303. The letter should con-
<br />tain the applicant's name, address, telephone
<br />number, work experience, education, and any ex-
<br />perience in municipal affairs. In addition, applicants
<br />should include a statement listing their reasons for
<br />seeking appointment to the Board of Appeals. These
<br />positions are not salaried; however, compensation
