<br />ALERT SIREN SYSTEM

<br />Hopefully everybody living and working in Ramsey is aware
<br />of the Civil Defense/Storm Warning siren network by now! I
<br />feel certain that those living very close to the siren sites, if they
<br />are home on the first Wednesday of each month at 1 :00 p.m.,
<br />definitely know about them!
<br />
<br />There are seventeen of these siren locations in the City, each
<br />producing a cone or pattern of sound that slightly overlaps its
<br />neighboring site to provide, when all seventeen are actuated,
<br />an ail-encompassing warning system. While the name' 'Civil
<br />Defense" is still a part of the system nomenclature, this
<br />system is also for the purpose of warning of impending severe
<br />storms. While I may be a little too optimistic, current events
<br />seem to indicate that the danger of a storm of ICBM's descen-
<br />ding upon us has greatly lessened. Besides, for all intents and
<br />purposes, if such a thing were ever to occur, about all the
<br />sirens would do is to interfere with saying good bye!
<br />
<br />The siren network exists to warn us of an approaching storm
<br />cell of such magnitude as to cause heavy destruction, personal
<br />and property, as in tornadoes and straight-line winds. When
<br />the weather services or confirmed/accurate observations
<br />warrant it, the sirens are activated from the central control
<br />point in the Anoka County Dispatch Center and citizens can
<br />seek shelter. Since the tornado season seems to be pretty well
<br />past us now, I won't dwell in this issue on the fine points of
<br />tone meanings, shelter, etc. but will, rather, do so next March.
<br />
<br />The main pOint in this article is to seek out citizen assistance
<br />in monitoring the effectiveness of the system. It was designed
<br />by the manufacturer to not only be activated by radio signal
<br />but also to report by those radio signals the status of each siren
<br />unit. That is, the radio telemetry would result in a printed report
<br />at Central Dispatch on the first Wednesday of each month tell-
<br />ing administrative persons, of which I am one, whether each
<br />siren functioned properly. Unfortunately, like Mr. Burns "Mice
<br />and Men" , things often go awry and this reporting idea doesn't
<br />always work as it should. Sometimes the siren is shrieking it's
<br />little heart out and the report is blandly stating a "no-show"
<br />and when the siren is mute as a rock at test time, the report
<br />joyfully indicates all is well. Alii can say to this is, "It's being
<br />worked on!"
<br />
<br />However, until we can be sure that the glitches are all gone
<br />and the concept in reality works every time, we are asking for
<br />your help. What is needed are persons who are routinely home
<br />during the day, particularly at 1 :00 p.m. on the first Wednes-
<br />day of each month. We would like to establish a network of
<br />observers and listeners who will report in to the City Hall via
<br />telephone to let us know how the sirens functioned on test day.
<br />We will establish criteria by which to jUdge the performance
<br />and supply each volunteer with printed forms to note on in a
<br />few simple categories regarding sire performance. That per-
<br />son would then call in those three or four notations after the
<br />test and be done until the next month.
<br />
<br />The pay for this task is absolutely minimal, like zero, and the
<br />percs are equally dismal but if you've always wanted to be like
<br />those Olympic contest judges and assign 9's or 1 O's to per-
<br />formance, this is the job for you! Then too, there is always the
<br />satisfaction you will be reasonably assured that if, Heaven for-
<br />bid, the day ever comes that the sirens need to wail, you and
<br />your neighbors will hear them well before you hear the tornado.

<br />Tuesday, September 11, 1990
<br />7:00 a.m. to 8:00 p.m.
<br />
<br />You are eligible to vote if you are 18 years of age or older, a
<br />citizen of the United States, and have resided in Minnesota for
<br />20 days. You may register to vote on the day of the election
<br />with one of the following required identification:
<br />1. Valid driver's license or learner's permit (or receipt for
<br />either) showing correct/current address in the precinct
<br />2. Valid Minnesota non-qualified card (or receipt) showing
<br />correct/current address in precinct (carried mainly by
<br />senior citizens and non-drivers)
<br />3. Notice of ineffective registration Showing the address of the
<br />voter in the precinct
<br />4. Valid registration in the same precinct (applies only if the
<br />voter has moved within the same precinct)
<br />5. College students may use any of the following which show
<br />their address in the precinct:
<br />- Current student fee statement
<br />- Current student identification card
<br />- Current student registration card
<br />6. Oath of a registered voter in the same precinct or a voter
<br />who registered on election day with proper ID

<br />ANOKA COUNTY TRAVELER
<br />
<br />A new business in Anoka County may prove to be a great
<br />convenience to parents weary of transporting children and to
<br />people who don't drive.
<br />
<br />The Anoka County Traveler is a deluxe minibus that will take
<br />teenagers, commuters, college students, senior citizens, and
<br />anyone else in need of a ride anywhere in Anoka County for
<br />only one dollar. The air conditioned vehicles ar equipped with
<br />wheelchair lifts and are accessible to the disabled.
<br />
<br />To arrange for a one-way trip with the traveler, people need
<br />to call 464-8883 24 hours in advance of the necessary pick-
<br />up time. For an extra 50 cents, each trip arrangement can be
<br />made for same day service if space and time permits.
<br />
<br />Regularly scheduled trips can be arranged for consistent trips.
<br />Standing orders such as rides to work or school can then be
<br />automatically scheduled wilthout having to call each time.
<br />

<br />We are pleased to announce the addition of a City Engineer
<br />to our staff at Ramsey Municipal Center. Steve Jankowski
<br />comes to us from Ft. Atkinson, Wisconsin. Steve is busy these
<br />days relocating his family to the area and establishing
<br />Ramsey's first in-house engineering department which will
<br />include the addition of one Jr. engineering technician and one
<br />Sr. engineering technician.

<br />SAFETY COURSE
<br />
<br />State Conservation Officer Kathy Brehm wishes to announce
<br />that the Lions and Jaycees are promoting a Minnesota
<br />Firearms Safety Course to be held at the Park Center in Cen-
<br />tral Park. The course will begin September 6, 1990 at 6:30
<br />p.m.
<br />
<br />Instructors have completed the requirements for certification
<br />established by the Minnesota Department of Resources and
<br />the national Rifle Association and include Dean Jaros, Larry
<br />Anderson, Gary Hoffard and Joel Jaros.
<br />
<br />Boys and girls in the Ramsey area who are interested in hunt-
<br />ing or shooting are invited to enroll in the course by calling
<br />Arlene or Linda at the Police Department at 427-6812 between
<br />the hours of 8:30 a.m. and 5:00 p.m. Students must be 12
<br />years old by November. There is no maximum age, although
<br />the course is designed for youths up to the age of 16.
<br />
<br />There will be eleven 11/2 hour classes plus a Saturday morn-
<br />ing shoot at Minnetonka Gun Club. The course fee of $5.00
<br />will cover all materials. Class size is limited to the first 25
<br />students.
<br />
<br />Youths between the ages of 12 and 16 who have taken the
<br />training and have received the certificate are permitted to hunt
<br />small game and are eligilble to purchase a big game license.
<br />After reching age 14, certified youths are permitted to hunt
<br />unaccompanied by their parents or guardians.
