<br /> <br />RAMSEY <br /> <br />IDENT <br /> <br />RE <br /> <br /> <br />VOLUME 3, NUMBER 12 <br /> <br />CITY NEWSLETTER <br /> <br />DECEMBER 1988 <br /> <br />WASTE MANAGEMENT <br /> <br />RECEIVES CONDITIONAL USE <br /> <br />PERMIT <br /> <br />On November 15th the City Council issued a conditional use <br />permit to Waste Management of Minnesota, Inc. (WMMI) <br />to expand the capacity of the Anoka Regional Sanitary Landfill <br />located in Ramsey. The permit also allows WMMI to extract <br />dirt from the land north of the landfill to be used as cover <br />material for the landfill operations. When the permitted landfill <br />operations are finished, approximately five years from now, <br />WMMI is also permitted to use the landfill as a ski recrea- <br />tion area. All of the permits granted to WMMI are contingent <br />on the approval of other State Agencies (Le., Metropolitan <br />Council, Pollution Control Agency, Anoka County, and the <br />Environmental Quality Board) The Conditional use permit <br />granted by the City of Ramsey contains over 45 specific re- <br />quirements intended to assure that the WMMI operation will <br />have only minimal impact on the surrounding area and that <br />the environment is protected. <br /> <br />SCROUNGE FOR YOUR STICKS, <br />SHARPEN YOUR SKATES AND <br />WARM UP YOUR PUCKS... <br />"TIS THE SEASON"! <br /> <br />The warming house hours at Central Park (Armstrong Blvd. <br />and 161st Avenue) and Ramsey Community School (15000 <br />Nowthen Blvd. NW.) will be the same as last winter and <br />are as follows: <br /> <br />Weekdays <br /> <br />3:30 p.m. to 9:00 p.m. <br />(10:00 p.m. if needed) <br />9:00 a.m. to 10:00 p.m. <br />12:00 noon to 8:00 p.m. <br /> <br />Saturdays <br />Sundays & <br />Non-School <br />Days <br />CHRISTMAS VACATION: <br />Weekdays 9:00 a.m. to 10:00 p.m. <br />Christmas Eve 9:00 a.m. to 3:00 p.m. <br />Christmas Day Closed <br />New Years Eve 9:00 a.m. to 3:00 p.m. <br />New Years Day Noon to 8:00 p.m. <br />NOTE: The warming houses will be closed when <br />temperatures reach 32 above zero or 10 below zero. <br />As of this writing, it is still too warm to begin making ice. <br />Fortunately, Ramsey hockey coaches and friends are stan- <br />ding by ready to assist. Most years, the coaches and parents <br />assist the Public Works Department by building the base layer <br />of ice; this has become a festive ritual. This exciting event <br />generally commences in the evening when there is no sun <br />and the temperatures are a wee bit colder. Anyone wishing <br />to participate in this most prestigious event is encouraged <br />to call Tom Gamec days at 753-3637. <br />Even if you don't plan to skate or shuffle around on the <br />ice, make a point to take a peek at our most recent im- <br />provements at Central Park. We are fortunate to have a very <br />impressive facility and have only yourselves to thank. <br />If you have any questions or ideas about park policies or <br />uses, please feel free to contact Parks Coordinator Mark Boos <br />at 427-4180. <br /> <br /> <br />Ramsey Resident <br />Ramsey Municipal Center <br />15153 Nowthen Blvd. NW <br />Ramsey, MN 55303 <br /> <br />CITY COUNCIL AMENDS <br /> <br />CHARTER TO INCLUDE <br /> <br />POLICE DEPARTMENT <br /> <br />On December 13, 1988, the Ramsey City Council con- <br />ducted a public hearing regarding the proposed amendment <br />to the City Charter for the inclusion of a chapter entitled <br />"Police Department". The proposed chapter would require <br />the City to maintain a police department consisting of a Chief <br />of Police and members as may be provided by the City Coun- <br />cil. The chapter would also provide for details such as how <br />appointments are made, duties of a Chief of Police, duties <br />of officers, conduct requirements of officers and a method <br />for establishing rules and regulations for the police <br />department. <br />Following the public hearing, City Council voted <br />unanimously to adopt the proposed amendment to the City <br />Charter for a Police Department. The ordinance will become <br />effective 90 days following publication in the official <br />newspaper (March 13, 1989). However, a petition from 2% <br />of the registered voters within 60 days of passage and <br />publication can force the question to a vote of the public. <br />For a copy of the ordinance in it's entirety, refer to the <br />November issue of the Ramsey Resident. Extra copies are <br />available at City Hall. <br /> <br />ATTENTION <br /> <br />RAMSEY RESIDENTS <br /> <br />A new phone system was recently installed in the Ramsey <br />Municipal Center. The phone number for the administrative <br />offices continues to be 427-1410. The new non-emergency <br />police department phone number is 427-6812 during regular <br />business hours; after hours non-emergency pOlice is <br />427-1212; any emergency, day or night, should be reported <br />to 911. <br /> <br /> <br />RAMSEY PTA MEETING <br />OPEN TO THE PUBLIC <br />COME JOIN! <br />Vote In By-Laws <br />Vote for Officers <br />MONDAY, JANUARY 9th - 7:00 P.M. <br />RAMSEY ELEMENTARY CAFETERIA <br /> <br />ATTENTION <br /> <br />The City of Ramsey is currently seeking candidates to fill <br />a vacancy on the Airport Commission. The position require <br />a minimum of one evening meeting per month; familiarity <br />with Ramsey City Ordinances is desired. Ramsey residents <br />interested in serving on the Commission are requested to <br />submit a letter of application to the Ramsey Municipal Center, <br />15153 Nowthen Blvd. NW., Ramsey, Minnesota 55303, no <br />later than 5:00 P.M. on January 11,1989. The letter should <br />contain the applicant's name, address, telephone number, <br />work experience, education and any experience in municipal <br />affairs. In addition, applicants should include a statement <br />listing their reasons for seeking appointment to the Airport <br />Commission. The position is not salaried. <br /> <br />POSTAL CUSTOMER <br /> <br />PLANNING AND ZONING TO <br /> <br />HOLD PUBLIC HEARINGS <br /> <br />ON SEVERAL ISSUES <br /> <br />On December 6,1988 at 7:30 p.m., the Planning and Zon- <br />ing Commission will be conducting public hearings on various <br />issues that may be of interest to many residents. The issues <br />are as follows: <br />1. Amendment to the MUSA Boundary - Approximately <br />every 10 years, Metro Council requests cities to review <br />their Comprehensive Plans and establish areas where <br />certain types of development can take place. Ramsey <br />is considering an amendment to the 2000 Year boun- <br />dary, an area where urban type development can take <br />place. Adjusting the MUSA boundaries requires an <br />amendment to the Comprehensive Plan which requires <br />Metro Council approval. The supporting documenta- <br />tion for a MUSA boundary amendment will be sub- <br />jected to a publiC hearing. (See page 3 for more info) <br /> <br />2. Proposed Moratorium Ordinance - This ordinance pro- <br />poses to place a 6 month moratorium on the permit- <br />ting of, and reviewing of burning by incinerator within <br />the City, until such time as the City has developed <br />comprehensive regulations regarding solid waste, <br />hazardous waste and hospital waste. (See page 4 for <br />proposed ordinance.) <br />3. Use of 1989 Community Development Block Grant <br />(CDBG) Funds - CDBG funds are Federal monies, pass- <br />ed through the county, to be used on a municipal level <br />for public service, planning and slum/blight activities. <br />Ramsey is eligible to receive $23,000 in CDBG funds <br />for 1989. The process includes a public hearing to <br />receive input and comments regarding proposed uses <br />for the funds. <br /> <br /> <br />RAMSEY PLOWING AND <br /> <br />PARKING POLICY <br /> <br />It is the policy of the City of Ramsey to plow all city streets <br />when the snow depth is two inches or more. Normal star- <br />ting time is 2:00 a.m. or sooner if weather permits. It takes <br />from six to ten hours to open all streets depending upon <br />the snowfall amount, wind conditions and obstacles in the <br />way such as cars and garbage cans. The City strongly re- <br />quests that on pick-up days, garbage cans be placed a cou- <br />ple of feet from roadway edge, either in the boulevard or <br />at driveway end, so as not to hinder plowing procedures. <br />The City is divided into five routes with each route being <br />assigned at least one major thoroughfare which is opened <br />almost immediately. <br />The snowplow crew consists of four full-time employees <br />and six part-time employees with seven pieces of equipment. <br />These consist of three large trucks with plow, wing and <br />sander, two graders with wings, one loader and one small <br />four wheel drive truck with plow for plowing intersections <br />and cul-de-sacs. <br /> <br />SNOWBIRDS <br /> <br />Basically, this means don't park your motor vehicle on <br />any city street during a snowfall, or afterwards, until it is <br />plowed. There are a thousand excuses for leaving your vehi- <br />cle parked along the roadway and causing the plows to go <br />around it. None of them are valid.
