<br />Pilot curbside recycling program

<br />Though the idea is not ready for center stage yet, Ramsey
<br />has cast a small but bright spotlight on curbside recycling.
<br />A pilot curbside recycling program will be available in the
<br />city's Ramsey Terrace, Flintwood Hills, and River's Bend
<br />neighborhoods starting Nov. 4.
<br />Dale Henderson, operations manager of Waste Manage-
<br />ment of Blaine, Inc., the company that is implementing the
<br />program, said recyclable materials will be picked up the first
<br />and third Fridays of each month, and the program will in-
<br />itially serve about 300 homes.
<br />Currently, Ramsey has two recycling drop-off centers
<br />which are run by the Boy Scouts and the Ramsey Jaycees.
<br />While these short-term programs have been helpful, Steven
<br />Bluhm, chairman of the city's landfill commission, said he
<br />hopes the curbside program will eventually become the focus
<br />of the city's long-term recycling efforts.
<br />"The main purpose is to help the county achieve its goal
<br />of 20 percent waste abatement by 1992," Bluhm said, "If
<br />we can come up with a good way of getting good involve-
<br />ment, I think we can meet those goals."
<br />The curbside recycling program, Henderson explained, will
<br />allow residents to recycle their newspapers, tin and aluminum
<br />cans, and glass by leaving these items curbside by 7 a.m.
<br />on pick up days. Materials need not be separated, though
<br />residents are asked to bundle newspapers and set them on
<br />top of their recycling containers, Henderson said,..
<br />Once Waste Management collects the materials, Hender-
<br />son said the newspapers will be consolidated and tin and
<br />aluminum cans will be separated and sold to buyers. The
<br />company will sort glass at its facility, he said.
<br />Henderson added that recycling containers purchased by
<br />the city--all sporting the slogan, "Ramsey Recycles"--will
<br />be delivered to residents involved in the program Oct. 22.
<br />Along with the containers, there will be information describ-
<br />ing the curb-side recycling program and entire solid waste
<br />management program, Henderson said.
<br />Henderson stressed that the convenience of the program-
<br />-the use of containers, and the fact that residents will not
<br />have to separate wastes--should facilitate better participation.

<br />Earlier this year, the STERN (Save the Environment Ramsey
<br />Needs) Committee submitted a petition to the City Council
<br />to adopt an ordinance that would prohibit the construction
<br />or development of contract incineration facilities in Ramsey.
<br />After discussion with representatives of the sponsoring com-
<br />mittee of that petition, the City Council and the sponsoring
<br />committee have agreed that the City Council will introduce
<br />an ordinance placing moratorium on incineration facilities
<br />within the City of Ramsey until such time that adequate air
<br />quality regulations can be established. It is estimated that
<br />this process will take approximately six months.

<br />Members of the STERN Committee and City Council have
<br />expressed satisfaction in this process and hope that the
<br />results will be in the best interests of the City of Ramsey.

<br />All of which, the city hopes, will kick off a program
<br />residents will be eager to pick up on.
<br />"The big part about curbside recycling is that it institutes
<br />peer pressure," Henderson said. "If the neighbors are there
<br />with their recyclables, you're going to feel a little sheepish
<br />if your container is sitting in the garage with the kids' toys
<br />in it."
<br />The potential citywide impact of curbside recycling beyond
<br />the pilot program is unclear at this time. Bluhm said city
<br />officials need to examine the effectiveness of the pilot pro-
<br />gram before they can determine what other steps must be
<br />taken.
<br />"We need to see how involved the city has to be in this,"
<br />Bluhm said. "We may have to make it mandatory, but right
<br />now the city would prefer to make it voluntary, so residents
<br />won't feel forced into it."
<br />In its Sept. 27 meeting, the Ramsey City Council approv-
<br />ed a measure to institute the curbside recycling program on
<br />a voluntary basis, even though the cost to the city is the
<br />same regardless of the rate of participation.
<br />Bluhm said he believes curbside recycling will grow rapidly
<br />in Ramsey.
<br />"I think by 1990 the city would have at least a pilot pro-
<br />gram in a number of areas, and I would guess curbside would
<br />be citywide by 1992," Bluhm said.

<br />This is the sad realization of lack of parental support for
<br />RYAA. Since May of this year, announcements have been
<br />made at various events and meetings, of the resignations
<br />of a large majority of board members. With over 700 youth
<br />involved in the program, its hard to understand that out of
<br />approx. 45 different positions (which vary 2 to 20 hours per
<br />week of volunteer time), that approx. 15 parents had to
<br />volunteer their time for all 45 positions. To those parents,
<br />you know who you are, a big pat on the back and heartfelt
<br />THANK YOU goes out to you.
<br />At the November 28th monthly RYAA meeting, people in-
<br />terested in board and directorship positions must present
<br />a letter of intent to be put on a ballot for the January elec-
<br />tion. All positions must be filled or the dissolution of the cor-
<br />poration will be discussed and provisions for assets and
<br />liabilities will be set. All board members must be present
<br />and any interested parties are welcome.
<br />The November 28th monthly meeting will be the last
<br />meeting for 1988. If candidates are found for the board and
<br />director positions, elections will be held January 23rd, 1989.
<br />If not, this will be RYAA final meeting.
<br />November's meeting will be held at Ramsey City Hall, 7:30
<br />p.m., Monday, November 28th.
