RAMSEY

RESIDENT

VOLUME 3, NUMBER 10

CITY NEWSLETTER

OCTOBER 1988

,
I
I-
i

Ramsey Recycles

Pilot curbside recycling program

to become available in November
by Neil Tardy
Staff writer
ABC Newspapers

Though the idea is not ready for center stage yet, Ramsey
has cast a small but bright spotlight on curbside recycling.
A pilot curbside recycling program will be available in the
city's Ramsey Terrace, Flintwood Hills, and River's Bend
neighborhoods starting Nov. 4.
Dale Henderson, operations manager of Waste Manage-
ment of Blaine, Inc., the company that is implementing the
program, said recyclable materials will be picked up the first
and third Fridays of each month, and the program will in-
itially serve about 300 homes.
Currently, Ramsey has two recycling drop-off centers
which are run by the Boy Scouts and the Ramsey Jaycees.
While these short-term programs have been helpful, Steven
Bluhm, chairman of the city's landfill commission, said he
hopes the curbside program will eventually become the focus
of the city's long-term recycling efforts.
"The main purpose is to help the county achieve its goal
of 20 percent waste abatement by 1992," Bluhm said, "If
we can come up with a good way of getting good involve-
ment, I think we can meet those goals."
The curbside recycling program, Henderson explained, will
allow residents to recycle their newspapers, tin and aluminum
cans, and glass by leaving these items curbside by 7 a.m.
on pick up days. Materials need not be separated, though
residents are asked to bundle newspapers and set them on
top of their recycling containers, Henderson said,..
Once Waste Management collects the materials, Hender-
son said the newspapers will be consolidated and tin and
aluminum cans will be separated and sold to buyers. The
company will sort glass at its facility, he said.
Henderson added that recycling containers purchased by
the city--all sporting the slogan, "Ramsey Recycles"--will
be delivered to residents involved in the program Oct. 22.
Along with the containers, there will be information describ-
ing the curb-side recycling program and entire solid waste
management program, Henderson said.
Henderson stressed that the convenience of the program-
-the use of containers, and the fact that residents will not
have to separate wastes--should facilitate better participation.

ATTENTION RAMSEY PARENTS
AND TEACHERS
Attend the meeting at Ramsey Elementary School on Thurs-
day, November 10, 1988 at 7:00 p.m. regarding the PTA
organ ization.

RESIDENTS PETITION FOR

NO CONTRACT BURN

FACILITIES IN RAMSEY

Earlier this year, the STERN (Save the Environment Ramsey
Needs) Committee submitted a petition to the City Council
to adopt an ordinance that would prohibit the construction
or development of contract incineration facilities in Ramsey.
After discussion with representatives of the sponsoring com-
mittee of that petition, the City Council and the sponsoring
committee have agreed that the City Council will introduce
an ordinance placing moratorium on incineration facilities
within the City of Ramsey until such time that adequate air
quality regulations can be established. It is estimated that
this process will take approximately six months.

Members of the STERN Committee and City Council have
expressed satisfaction in this process and hope that the
results will be in the best interests of the City of Ramsey.

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

~-

f

. ..~ ..~'1 'C
"'.~
_A.. "If the neighbors are there
with their recyclables, you're going to feel a little sheepish
if your container is sitting in the garage with the kids' toys
in it."
The potential citywide impact of curbside recycling beyond
the pilot program is unclear at this time. Bluhm said city
officials need to examine the effectiveness of the pilot pro-
gram before they can determine what other steps must be
taken.
"We need to see how involved the city has to be in this,"
Bluhm said. "We may have to make it mandatory, but right
now the city would prefer to make it voluntary, so residents
won't feel forced into it."
In its Sept. 27 meeting, the Ramsey City Council approv-
ed a measure to institute the curbside recycling program on
a voluntary basis, even though the cost to the city is the
same regardless of the rate of participation.
Bluhm said he believes curbside recycling will grow rapidly
in Ramsey.
"I think by 1990 the city would have at least a pilot pro-
gram in a number of areas, and I would guess curbside would
be citywide by 1992," Bluhm said.

HALLOWEEN PARTY

For ages Pre-School to 4th Grade
Ramsey Elementary School
October 31, 1988
6:30 - 8:30
Cost $1.50
Call 422-5199

Grades 5-9
Watch for a
"Putting On The Hits" Party
Call 422-5199
for more information

TEENS PLEASE NOTE
The City of Ramsey has appropriated funds for a teen pro-
gram in Ramsey. Since May of this year, announcements have been
made at various events and meetings, of the resignations
of a large majority of board members. With over 700 youth
involved in the program, its hard to understand that out of
approx. 45 different positions (which vary 2 to 20 hours per
week of volunteer time), that approx. 15 parents had to
volunteer their time for all 45 positions. To those parents,
you know who you are, a big pat on the back and heartfelt
THANK YOU goes out to you.
At the November 28th monthly RYAA meeting, people in-
terested in board and directorship positions must present
a letter of intent to be put on a ballot for the January elec-
tion. All positions must be filled or the dissolution of the cor-
poration will be discussed and provisions for assets and
liabilities will be set. All board members must be present
and any interested parties are welcome.
The November 28th monthly meeting will be the last
meeting for 1988. If candidates are found for the board and
director positions, elections will be held January 23rd, 1989.
If not, this will be RYAA final meeting.
November's meeting will be held at Ramsey City Hall, 7:30
p.m., Monday, November 28th.

Respectfully,
RY AA BOARD

COUNCIL ADOPTS
1989 BUDGET

On October 11, 1988, City Council adopted the 1989 budget.
The General Fund Budget, which finances most local govern-
ment services is as follows:
101 GENERAL FUND

Revenues:
Taxes -
Current ad valorum
All other
Licenses and permits
Intergovernmental -
Homestead credit (current ad valorum)
All other
Charges for services
Fines and forfeits
Interest earnings
Miscellaneous

Total Revenues

$ 852, 112
83,000
175,970

268,767
497,389
52,100
30,000
70,000
8,100

$2,037,438

Expenditures:
General Government
Public Safety
Streets and Highways
Culture and Recreation
Conservation of Natural Resources
Expenditure Reserve
G.O.
