<br />BUSINESS EXPO SCHEDULED
<br />
<br />The Ramsey Economic Development Company is
<br />sponsoring the second annual Ramsey Business Ex-
<br />po. The Expo will be held on Sunday, October 16,
<br />1988 from 11 :00 a.m. to 4:00 p.m. at the Ramsey
<br />Elementary School, 15000 Nowthen Boulevard NW.
<br />The Company is holding the Expo to bring
<br />Ramsey residents, businesses, civic organizations
<br />and churches together. Many of the businesses and
<br />organizations who exhibit at the Expo will display
<br />products or services they manufacture or offer. The
<br />Expo provides an excellent opportunity for Ramsey
<br />businesses and organizations to market themselves
<br />and their products to the community.
<br />In addition to Ramsey businesses and organiza-
<br />tions, there will be food available and free drawings
<br />for prizes at the Expo.
<br />Registration costs for a booth at the Expo are as
<br />follows:

<br />pany shareholders
<br />$55.00 - Non-Profit Organizations
<br />$75.00 - Non-Shareholders
<br />Volunteers are needed to assist in ensuring the
<br />success of this year's Expo! If you are interested in

<br />CITY COUNCIL DENIES ATLAS
<br />
<br />On July 27, 1988, the Ramsey City Council con-
<br />ducted a special meeting to consider Atlas In-
<br />cinerator, Inc.'s request for a conditional use per-
<br />mit to construct and operate a contract burn facility
<br />in the 1-1 Industrial District. The Council took clos-
<br />ing comments from those opposed to and those in
<br />favor of the request. Following that, the City Coun-
<br />cil received a report from City Staff which in sum-
<br />mary stated that the City has sufficient information
<br />to make reasonable conclusions about impact with
<br />the possible exception of four criteria:
<br />
<br />a) Whether or not the use will be unduly dangerous
<br />or otherwise detrimental to persons residing or
<br />working in the vicinity of the use or to the public
<br />welfare;
<br />
<br />b) Whether or not this use will substantially adverse-
<br />ly impair the use, enjoyment or market value of
<br />any surroudning property;
<br />
<br />c) Whether the proposed use will be hazardous or
<br />disturbing to existing or future neighboring uses;
<br />
<br />d) Whether the proposed use will involve uses, ac-
<br />tivities, processes, materials and equipment and
<br />conditions of operation that will be detrimental to
<br />any persons, property or the general welfare by
<br />reason of excessive production of traffic, noise,
<br />smoke, fumes, glare or odors.
<br />
<br />The City Council then reviewed, amended and
<br />adopted the findings of fact. The conditional use per-
<br />mit process requires the City Council to base their
<br />decision on factual findings gathered and received
<br />during the processing of the permit application. The
<br />findings of fact serve as the basis for whatever ac-
<br />tion City Council takes to grant or deny a request
<br />for a conditional use permit.
<br />
<br />The four council members present then voted
<br />unanimously to deny Atlas' request for a conditional
<br />use permit based on the findings of fact.

<br />The Anoka County Board of Commissioners and
<br />the Regional Transit Board have an easy way to cure
<br />your ills. Just attend the "Easy Wheeling" Anoka
<br />County Transit Information Exposition,
<br />September 17-20 at the Northtown Mall.
<br />Features at the Expo will include prize giveaways,
<br />entertainment, vehicles on display, information about
<br />new and existing transit services in Anoka County
<br />and a ribbon cutting ceremony dedicating the Nor-
<br />thtown Mall as a transit hub. (Tranist hubs provide
<br />for a combination of transit waiting areas, connec-
<br />tions between routes and different transit services,
<br />and park-and-ride facilities.)
<br />When you come to the Expo, you will find out how
<br />easy, convenient and inexpensive transit services
<br />are to use in your community. Programs, such as,
<br />the Linwood Senior Traveler, the Columbia
<br />Heights/Hilltop Shared Ride Program and the ABC
<br />Weekender help get Anoka County residents to
<br />where they want to go. All together, Anoka County
<br />boasts over 18 different waY$ to go "Easy Wheeling. "
<br />The Expo is being sponsored by the Anoka County
<br />Board of Commissioners and the Regional Transit
<br />Board, which is the agency responsible for transit
<br />planning, policy making and administration in the
<br />metropolitan area.

<br />SCHEDULED
<br />
<br />The City Council scheduled a hearing for 7:30 p.m.
<br />on Tuesday, September 13, 1988 to adopt the
<br />assessments for the 1988 sealcoating projects.
<br />

<br />PEDESTRIAN CROSSWALK IN
<br />PLACE ON RAMSEY BLVD.
<br />
<br />By the time you read this article there should be in
<br />place a pedestrian crosswalk area painted onto
<br />Ramsey Blvd., complete with motorist advisory
<br />signs. This is located at a point just about 150 feet
<br />north of 149th Avenue and will provide a crossing
<br />area for pedestrians and bicyclists heading for the
<br />Tom Thumb store on the corner. If all persons, adult
<br />and child, will use this crosswalk and use it proper-
<br />ly, Ramsey Blvd. will be a safer place for
<br />pedestrians, at least in that particular area.
<br />
<br />With that last sentence in mind, please read on for
<br />some explanation, clarification and heartfelt advice.
<br />Minnesota Statute 169.21, Pedestrians, states in
<br />part:
<br />
<br />"Subd. 2 - Rights in absence of signals. Where
<br />traffic-control signals are not in place or in opera-
<br />tion, the driver of a vehicle shall yield the right-
<br />of-way, slowing down or stopping if need be, to
<br />so yield to a pedestrian crossing the roadway
<br />within a crosswalk but no pedestrian shall sud-
<br />denly leave a curb or other place of safety and
<br />walk or run into the path of a vehicle which is so
<br />close that it is impossible for the driver to yield"
<br />and,
<br />
<br />"When any vehicle is stopped at a marked
<br />crosswalk or at any unmarked crosswalk at an in-
<br />tersection to permit a pedestrian to cross the road-
<br />way, the driver of any other vehicle approaching
<br />from the rear shall not overtake and pass the stop-
<br />ped vehicle."
<br />
<br />"Subd. 3 - Every pedestrian crossing a roadway
<br />at any point other than within a marked crosswalk
<br />or within an unmarked crosswalk at an intersec-
<br />tion shall yield the right-of-way to all vehicles upon
<br />the roadway." and "Notwithstanding the other
<br />provisions of this section, every driver of a vehi-
<br />cle shall: (a) exercise due care to avoid colliding
<br />with any bicycle or pedestrian upon any roadway
<br />and, (b) give an audible signal when necessary
<br />and exercise proper precaution upon observing
<br />any child or obviously confused or incapacitated
<br />person upon a roadway."
<br />
<br />Thus speaketh the Law! And it is a good law, design-
<br />ed to protect pedestrians, bicyclists and motorists.
<br />But, PLEASE, all you pedestrians, bicyclists and par-
<br />ticularly the parents of the aforementioned, realize
<br />that this law like any law is a concept, a thought, a
<br />philosophy. The actual, tangible barrier to an oncom-
<br />ing vehicle on Ramsey Blvd. will be a few stripes of
<br />paint perhaps 1/128th of an inch thick. This may slow
<br />down a southbound red ant with six torn knee car-
<br />tilages but even then, not greatly! The crosswalk
<br />must be used properly.
<br />
<br />There will be advisory signs posted north and south
<br />of the crosswalk at a distance which will make
<br />motorists aware ot the presence of a crosswalk
<br />ahead. This will then put them on the alert for per-
<br />sons crossing or about to do so and hopefully they
<br />will slow down, preparing to stop if necessary. Talk
<br />to your kids (or yourselves if you do much hiking or
<br />biking) and emphasize to them that they still must
<br />look both ways before crossing a highway, even at
<br />the crosswalk and they can't step out in front of cars
<br />expecting them to stop. Encourage them, insist
<br />even, that they only cross Ramsey Blvd., enroute to
<br />and from the store, at the crosswalk. If a car stops
<br />for them, tell them to be sure the car behind that car
<br />isn't a "bull buffalo" type who just has to whip
<br />around the stopped car so that he/she/it can tram-
<br />ple the rest of the more orderly folks.
<br />
<br />In summary, this crosswalk is just an aid, a guide,
<br />to assist in pedestrian safety. It is not a barrier nor
<br />an overpass and it must be recognized for it's limita-
<br />tions. Thank you.
