The
meeting is open to the public and interested persons
are urged to attend.

JULY 1988

CITY REVIEWING POLICY

ON DENSITY AND

PUBLIC UTILITY ISSUES

The planning of where and when public utilities
will be permitted in the seven county metro area is
in the hands of the Metropolitan Council in coopera-
tion with local communities. The Metropolitan Coun-
cil has, among other policies, a policy that requires
cities which do not have access to public utilities to
limit development in those areas to one household
per 10 acres.
Right now, the Planning Commission and the Ci-
ty Council are reviewing current Ramsey policies
which are not consistent with those of the
Metropolitan Council. Ramsey now permits develop-
ment in areas without utilities on lots as small as 2.5
acres.
The two basic issues are density policies, 2.5 acre
lots versus 10 acre lots, and where may public
utilities be permitted. On August 16, 1988 at 7:30
p.m., the Planning Commission and the City Coun-
cil will hold a workshop meeting to review these
policies and investigate alternatives. One such alter-
native that has been discussed is permitting 2.5 acre
lots development or platting for 18 months, after
which only 10 acre development will be permitted.
Additionally, the Planning Commission must review
the policy of where will utilities be permitted between
now and the year 2000.
The workshop meeting on August 16 is open to
the public.

COUNCIL ESTABLISHES

MORATORIUM ON

LANDFILL SITING

On July 12, 1988 the City Council adopted an or-
dinance to establish a moratorium on landfill siting.
The purpose of the moratorium is to give the City
the opportunity to put together an ordinan,ce
establishing criteria relating to the siting of landfills
that would be consistent with the regulations of the
Minnesota Pollution Control Agency, Metro Council
and Anoka County. According to State law, if cities
have such an ordinance in place, their comments
will be taken into consideration if a county chooses
to site a landfill in the metro area. If a city does not
have such an ordinance in place, then none of the
city's regulations will be taken into consideration in
the siting of a landfill.
Once the ordinance to establish landfill siting
criteria is drafted, a public hearing will be held and
Ramsey City Council may adopt it. If it is adopted,
Ramsey has given itself the right to have some in-
put into the siting of landfills. Although the City does
not have the right to put regulations in place that will
interfere with the landfill siting process, it does have
a right to make reasonable requirements on con-
struction and operation of landfills.

COUNCIL TAKES

FORMAL ACTION TO

ESTABLISH A VOLUNTEER

FIRE DEPARTMENT

On June 28, 1988, the Ramsey City Council
adopted an ordinance to formally establish a
volunteer fire department in Ramsey.
The Fire Safety Committee is currently accepting
applications for membership in the department. If
you are interested in becoming a volunteer
firefighter, please contact Judy Thul at 427-1410 for
more information.

~

,

Left to Right: Pat DoroH, Dick Muller, Mayor Reimann, Jerry
Hamlet, Leigh Lundberg.

RAMSEY LIONS CONTRIBUTE
$50,000 TOWARDS
NEW WARMING HOUSE

The Ramsey Lions Club presented a check for
$40,000.00 t Mayor Gary Reimann on June 28th at
the Ramsey City Council Meeting. Ramsey Lion
President Jerry Hamlet presented the check to the
city as the first installment in a committment of
$50,000.00 toward the construction of a community
warming house to be built adjoining the hockey and
ice skating rinks at Central Park, 161 st and Arm-
strong Boulevard, Ramsey.
This charitable donation was a major portion of
over $85,000 donated to worthy causes by the
Ramsey Lions this year. These contributions repre-
sent profits from the Ramsey Lions charitable gambl-
ing locations in Ramsey. Present at the presenta-
tion were Lions Jerry Hamlet, Leigh Lundberg, Dick
Muller, Pat Doroff, Merle Mevissen, Brad Dahl, and
Dennis Anderson.

Central Park Warming House
As many residents are aware, two hockey rinks and
a free skating rink were constructed last year at Cen-
tral Park. A warming house/restroom facility will com-
plement these facilities for this next season. Con-
struction will begin within the next week or so with
completion scheduled for December 1. The warm-
ing house structure will be approximately 1,300
square feet with masonry construction.

Central Park Park Center
The City Council recently awarded a contract for con-
struction of a park center at Central Park. The park
center will be constructed on two levels. The lower
level serving as storage and maintenance while the
upper level will house a picnic shelter/pavillion area,
teen center and meeting area, a small kitchenette
area, and restrooms. Construction is anticipated to
begin in early August with a January 1 completion
date scheduled.

COUNCIL TO CONSIDER
ATLAS INCINERATORS
ON JULY 27

Action on the Atlas Incinerator request for a condi-
tional use permit to construct and operate a contract
burn incinerator near Sunfish Lake Blvd. and In-
dustry Avenue (County Road #116) will be con-
sidered at a special City Council meeting on July 27,
1988,7:30 p.m. at the Ramsey Elementary School.

Ramsey Resident I CAR-RT -SRT
Ramsey Municipal Center BULK RATE
15153 Nowthen Blvd. NW U.S. POSTAGE
Ramsey, MN 55303 PAID
PERMIT NO. 131
ANOKA, MN 55303
POSTAL CUSTOMER

[J- -- -- - --
