<br />EFFORTS OF

<br />RAMSEY JAYCEES
<br />
<br />At the June 28 City Council meeting, Mayor
<br />Reimann presented a plaque to representatives of
<br />the Ramsey Lions in appreciation for the organiza-
<br />tions' leadership, time, effort and funds expended
<br />to assist in the development of Central Park and in
<br />the creation and sponsoring of the annual Communi-
<br />ty Picnic events.
<br />Mayor Reimann also presented a letter of ap-
<br />preciation to the Ramsey Jaycees for their efforts to
<br />provide an annual clean-up day in Ramsey and
<br />many other community services such as firearms
<br />safety classes for the youth.

<br />PUBLIC HEARING
<br />
<br />Notice is hereby given that the City Council of the
<br />City of Ramsey will hold a public hearing on Tues-
<br />day, August 9, 1988 at 7:30 p.m. in the Council
<br />Chambers of the Ramsey Municipal Center, 15153
<br />Nowthen Boulevard N.W.
<br />The purpose of the hearing is to consider Improve-
<br />ment Project #88-19, the improvement of 156th
<br />Avenue N.W. between High Point and County Road
<br />No. 56 and Hematite Street between 156th Avenue
<br />N.W. and Beaudry's Second Addition.

<br />PARK COMMISSION TO
<br />REVIEW TRAIL SYSTEM
<br />
<br />The Ramsey Park and Recreation Commission will
<br />be meeting on August 11 at 7:00 p.m. to review the
<br />proposed multi-use trail system in Ramsey. The
<br />meeting is open to the public and interested persons
<br />are urged to attend.

<br />CITY REVIEWING POLICY
<br />
<br />ON DENSITY AND
<br />
<br />PUBLIC UTILITY ISSUES
<br />
<br />The planning of where and when public utilities
<br />will be permitted in the seven county metro area is
<br />in the hands of the Metropolitan Council in coopera-
<br />tion with local communities. The Metropolitan Coun-
<br />cil has, among other policies, a policy that requires
<br />cities which do not have access to public utilities to
<br />limit development in those areas to one household
<br />per 10 acres.
<br />Right now, the Planning Commission and the Ci-
<br />ty Council are reviewing current Ramsey policies
<br />which are not consistent with those of the
<br />Metropolitan Council. Ramsey now permits develop-
<br />ment in areas without utilities on lots as small as 2.5
<br />acres.
<br />The two basic issues are density policies, 2.5 acre
<br />lots versus 10 acre lots, and where may public
<br />utilities be permitted. On August 16, 1988 at 7:30
<br />p.m., the Planning Commission and the City Coun-
<br />cil will hold a workshop meeting to review these
<br />policies and investigate alternatives. One such alter-
<br />native that has been discussed is permitting 2.5 acre
<br />lots development or platting for 18 months, after
<br />which only 10 acre development will be permitted.
<br />Additionally, the Planning Commission must review
<br />the policy of where will utilities be permitted between
<br />now and the year 2000.
<br />The workshop meeting on August 16 is open to
<br />the public.

<br />COUNCIL ESTABLISHES

<br />MORATORIUM ON
<br />
<br />LANDFILL SITING
<br />
<br />On July 12, 1988 the City Council adopted an or-
<br />dinance to establish a moratorium on landfill siting.
<br />The purpose of the moratorium is to give the City
<br />the opportunity to put together an ordinan,ce
<br />establishing criteria relating to the siting of landfills
<br />that would be consistent with the regulations of the
<br />Minnesota Pollution Control Agency, Metro Council
<br />and Anoka County. According to State law, if cities
<br />have such an ordinance in place, their comments
<br />will be taken into consideration if a county chooses
<br />to site a landfill in the metro area. If a city does not
<br />have such an ordinance in place, then none of the
<br />city's regulations will be taken into consideration in
<br />the siting of a landfill.
<br />Once the ordinance to establish landfill siting
<br />criteria is drafted, a public hearing will be held and
<br />Ramsey City Council may adopt it. If it is adopted,
<br />Ramsey has given itself the right to have some in-
<br />put into the siting of landfills. Although the City does
<br />not have the right to put regulations in place that will
<br />interfere with the landfill siting process, it does have
<br />a right to make reasonable requirements on con-
<br />struction and operation of landfills.

<br />
<br />On June 28, 1988, the Ramsey City Council
<br />adopted an ordinance to formally establish a
<br />volunteer fire department in Ramsey.
<br />The Fire Safety Committee is currently accepting
<br />applications for membership in the department. If
<br />you are interested in becoming a volunteer
<br />firefighter, please contact Judy Thul at 427-1410 for
<br />more information.

<br />RAMSEY LIONS CONTRIBUTE
<br />$50,000 TOWARDS
<br />NEW WARMING HOUSE
<br />
<br />The Ramsey Lions Club presented a check for
<br />$40,000.00 t Mayor Gary Reimann on June 28th at
<br />the Ramsey City Council Meeting. Ramsey Lion
<br />President Jerry Hamlet presented the check to the
<br />city as the first installment in a committment of
<br />$50,000.00 toward the construction of a community
<br />warming house to be built adjoining the hockey and
<br />ice skating rinks at Central Park, 161 st and Arm-
<br />strong Boulevard, Ramsey.
<br />This charitable donation was a major portion of
<br />over $85,000 donated to worthy causes by the
<br />Ramsey Lions this year. These contributions repre-
<br />sent profits from the Ramsey Lions charitable gambl-
<br />ing locations in Ramsey. Present at the presenta-
<br />tion were Lions Jerry Hamlet, Leigh Lundberg, Dick
<br />Muller, Pat Doroff, Merle Mevissen, Brad Dahl, and
<br />Dennis Anderson.
<br />
<br />Central Park Warming House
<br />As many residents are aware, two hockey rinks and
<br />a free skating rink were constructed last year at Cen-
<br />tral Park. A warming house/restroom facility will com-
<br />plement these facilities for this next season. Con-
<br />struction will begin within the next week or so with
<br />completion scheduled for December 1. The warm-
<br />ing house structure will be approximately 1,300
<br />square feet with masonry construction.
<br />
<br />Central Park Park Center
<br />The City Council recently awarded a contract for con-
<br />struction of a park center at Central Park. The park
<br />center will be constructed on two levels. The lower
<br />level serving as storage and maintenance while the
<br />upper level will house a picnic shelter/pavillion area,
<br />teen center and meeting area, a small kitchenette
<br />area, and restrooms. Construction is anticipated to
<br />begin in early August with a January 1 completion
<br />date scheduled.

<br />Action on the Atlas Incinerator request for a condi-
<br />tional use permit to construct and operate a contract
<br />burn incinerator near Sunfish Lake Blvd. and In-
<br />dustry Avenue (County Road #116) will be con-
<br />sidered at a special City Council meeting on July 27,
<br />1988,7:30 p.m. at the Ramsey Elementary School.
