ISSUES AND UPDATES
COUNTY ROAD #56 (RAMSEY BLVD. N.W.)
SAFETY STUDY -

In the summer of 1987, the City Council requested
a review of the safety characteristics of County Road
#56. Anoka County's report of those safety
characteristics was submitted to the City Council at
their regular meeting of January 12, 1988. Along with
that report came a recommendation from Assistant
County Engineer, William Sironen, that:

1. A crosswalk be installed across County Road
#56 in the area of the Tom Thumb Store;
2. A speed zone study be conducted;
3. Roadway lighting be installed in the vicinity of
the proposed crosswalk.

Based on those recommendations, the City Council
is requesting that the County of Anoka install the
crosswalk and conduct the speed zone study and
roadway lighting can be installed following that
crosswalk installation.

PROPOSED RAILROAD CROSSING NEAR THE
WEIGH STATION -

In past Ramsey Residents issues, we reported about
the efforts of the City of Ramsey to establish a
railroad crossing near the weigh station on Hwy. #10
and connecting to 153rd Avenue N.W. Progress con-
tinues in this matter and by the time this Ramsey
Resident is published, a private crossing to be us-
ed by the trucks will be installed. This should
eliminate the truck traffic on 153rd Avenue N.W.,
which has become a great burden to those live along
that road. Plans continue to establish that private
crossing as a public crossing of the Burlington Nor-
thern railroad and access onto U.S. Hwy. #10. It is
possible that by the date of the publication of the
February Ramsey Resident, that permission can be
granted for such a railroad crossing. However, to
construct roadway, warning devices and turn lanes,
it may be a year before that crossing can be used
by the public.

TALK ABOUT A RECREATIONAL SKI HILL AT
THE ANOKA REGIONAL LANDFILL -

Much talk has been made of the possibility of
developing the Anoka Regional Landfill into a sled-
ding or ski hill when that facility is closed for landfill-
ing purposes. Finally, there is something to talk
about in the form of a proposal by Waste Manage-
ment of Minnesota, Inc. to the City of Ramsey. In
summary, the proposal states that Waste Manage-
ment will:

a) Construct a ski hill or sledding area with tow
rope;
b) Construct a warming house and parking
facilities;
c) Provide for rough grading for a road;

in exchange for:

a) Ramsey's cooperation with the efforts of Waste
Management of Minnesota to obtain the
necessary approvals from other governmental
agencies for a conditional use permit and
development plan to vertically expand the ex-
isting landfill;
b) Permission to use the area north of the existing
landfill as a source of fill to be placed on top of
refuse;
c) Permission to subdivide into residential lots a
portion of the area lying north of the existing
landfill;

This proposal is slated to be before the City Council
at it's regular meeting of January 26, 1988, at which
time the City Council will review the proposal and
perhaps respond to Waste Management of Min-
nesota, Inc.
COUNCIL SCHEDULES

SPECIAL ELECTION

Gateway North Industrial Airport:
In last month's Ramsey Resident it was reported that
the petition filed at City Offices calling for a referen-
dum vote on the ordinance which would establish
airport safety zoning was submitted to City Council
as being insufficient. Five-hundred and forty-eight
signatures of registered voters were required to bring
the zoning ordinance to a referendum but only 407
of the signers were registered voters. According to
the City Charter, the sponsors of the petition have
30 days to correct the situation and acquire the suf-
ficient number of signatures of registered voters. At
the regular Council meeting on January 12, 1988,
City Administrator Hartley reported that the sponsors
have resubmitted their petitions, that the petitions
are now sufficient and Council must set a special
election date to occur within 120 days of the date
the petition was found sufficient (12/29/87). Council
set a special election date of April 19, 1988 regar-
ding establishing airport safety zoning.

Establishment of a Volunteer Fire Department:
On January 11, 1987, City Council met with the Fire
Safety Committee to review their report on the
feasibility of establishing a volunteer fire department
in Ramsey. After much discussion, the Fire Safety
Committee was requested to reconvene to prepare
an addendum to their report that would address in
greater detail the organizational and financing
aspects of a volunteer fire department. The adden-
dum is to be submitted to Council in March.

At their meeting on January 12, the City Council
decided that the way to get the most for the city's
dollar would be to place two questions on the April
19 special election ballot u establishment of airport
safety zoning and an advisory question on whether
or not to establish a volunteer fire department in
Ramsey.
ECONOMIC DEVELOPMENT
COMMISSION PURSUING
STAR CITY STATUS
FOR RAMSEY

The economic well-being of Ramsey comes from it's
commercial and industrial sector. It has been
estimated that 70%-80% of industrial growth occurs
because of expansion by existing firms within a
community.

Local businesses are a prime source of a communi-
ty's economic growth. Additional jobs and increas-
ed tax base result from expansion of business
presently located within a community. In addition,
it is easier and more economical for a community
to help local businesses to expand or solve the in-
frastructure or site acquisition problems than it is to
attempt to attract businesses away from other cities,
states or regions.

Because of these facts and in an attempt to attain
star city designation, members of the Economic
Development Commission are conducting an in-
depth survey of Ramsey's commercial and industrial
sector.

The survey has four objectives:

. to develop a clear understanding of a com-
pany's view of the city's economy;
. to determine company expansion and reloca-
tion plans;
. to acquaint the company with availabe
assistance programs;
. to establish an ongoing channel of communica-
tion between the company and the city.

Also in conjuction with working towards star city
status, the Economic Development Commission has
recently completed the production of a Ramsey
video. Any groups or organizations wishing to bor-
row a tape should contact Anne Norris at 427-1410.

The Commission would also like to take this oppor-
tunity to encourage citizen participation in the star
city tasks. Any persons interested in volunteering
some time to work on this project should contact
Anne Norris at 427-1410.
