N.W.) <br />SAFETY STUDY - <br /> <br />In the summer of 1987, the City Council requested <br />a review of the safety characteristics of County Road <br />#56. Anoka County's report of those safety <br />characteristics was submitted to the City Council at <br />their regular meeting of January 12, 1988. Along with <br />that report came a recommendation from Assistant <br />County Engineer, William Sironen, that: <br /> <br />1. A crosswalk be installed across County Road <br />#56 in the area of the Tom Thumb Store; <br />2. A speed zone study be conducted; <br />3. Roadway lighting be installed in the vicinity of <br />the proposed crosswalk. <br /> <br />Based on those recommendations, the City Council <br />is requesting that the County of Anoka install the <br />crosswalk and conduct the speed zone study and <br />roadway lighting can be installed following that <br />crosswalk installation. <br /> <br />PROPOSED RAILROAD CROSSING NEAR THE <br />WEIGH STATION - <br /> <br />In past Ramsey Residents issues, we reported about <br />the efforts of the City of Ramsey to establish a <br />railroad crossing near the weigh station on Hwy. #10 <br />and connecting to 153rd Avenue N.W. Progress con- <br />tinues in this matter and by the time this Ramsey <br />Resident is published, a private crossing to be us- <br />ed by the trucks will be installed. This should <br />eliminate the truck traffic on 153rd Avenue N.W., <br />which has become a great burden to those live along <br />that road. Plans continue to establish that private <br />crossing as a public crossing of the Burlington Nor- <br />thern railroad and access onto U.S. Hwy. #10. It is <br />possible that by the date of the publication of the <br />February Ramsey Resident, that permission can be <br />granted for such a railroad crossing. However, to <br />construct roadway, warning devices and turn lanes, <br />it may be a year before that crossing can be used <br />by the public. <br /> <br />TALK ABOUT A RECREATIONAL SKI HILL AT <br />THE ANOKA REGIONAL LANDFILL - <br /> <br />Much talk has been made of the possibility of <br />developing the Anoka Regional Landfill into a sled- <br />ding or ski hill when that facility is closed for landfill- <br />ing purposes. Finally, there is something to talk <br />about in the form of a proposal by Waste Manage- <br />ment of Minnesota, Inc. to the City of Ramsey. In <br />summary, the proposal states that Waste Manage- <br />ment will: <br /> <br />a) Construct a ski hill or sledding area with tow <br />rope; <br />b) Construct a warming house and parking <br />facilities; <br />c) Provide for rough grading for a road; <br /> <br />in exchange for: <br /> <br />a) Ramsey's cooperation with the efforts of Waste <br />Management of Minnesota to obtain the <br />necessary approvals from other governmental <br />agencies for a conditional use permit and <br />development plan to vertically expand the ex- <br />isting landfill; <br />b) Permission to use the area north of the existing <br />landfill as a source of fill to be placed on top of <br />refuse; <br />c) Permission to subdivide into residential lots a <br />portion of the area lying north of the existing <br />landfill; <br /> <br />This proposal is slated to be before the City Council <br />at it's regular meeting of January 26, 1988, at which <br />time the City Council will review the proposal and <br />perhaps respond to Waste Management of Min- <br />nesota, Inc. <br /> <br />0'" . <br />. . <br /> <br />... . ..' .ii' <br /> <br />Ramsey Resident <br />Ramsey Municipal Center <br />15153 Nowthen Blvd. NW <br />Ramsey, MN 55303 <br /> <br />I <br />I <br />i <br />'I <br />! <br />, <br />" <br />J <br />II <br />II <br />11 <br />,i <br />,I <br />II <br />II <br />i <br />Ii <br />" <br />II <br />II <br />II <br />lr-- <br /> <br />COUNCIL SCHEDULES <br /> <br />SPECIAL ELECTION <br /> <br />Gateway North Industrial Airport: <br />In last month's Ramsey Resident it was reported that <br />the petition filed at City Offices calling for a referen- <br />dum vote on the ordinance which would establish <br />airport safety zoning was submitted to City Council <br />as being insufficient. Five-hundred and forty-eight <br />signatures of registered voters were required to bring <br />the zoning ordinance to a referendum but only 407 <br />of the signers were registered voters. According to <br />the City Charter, the sponsors of the petition have <br />30 days to correct the situation and acquire the suf- <br />ficient number of signatures of registered voters. At <br />the regular Council meeting on January 12, 1988, <br />City Administrator Hartley reported that the sponsors <br />have resubmitted their petitions, that the petitions <br />are now sufficient and Council must set a special <br />election date to occur within 120 days of the date <br />the petition was found sufficient (12/29/87). Council <br />set a special election date of April 19, 1988 regar- <br />ding establishing airport safety zoning. <br /> <br />Establishment of a Volunteer Fire Department: <br />On January 11, 1987, City Council met with the Fire <br />Safety Committee to review their report on the <br />feasibility of establishing a volunteer fire department <br />in Ramsey. After much discussion, the Fire Safety <br />Committee was requested to reconvene to prepare <br />an addendum to their report that would address in <br />greater detail the organizational and financing <br />aspects of a volunteer fire department. The adden- <br />dum is to be submitted to Council in March. <br /> <br />At their meeting on January 12, the City Council <br />decided that the way to get the most for the city's <br />dollar would be to place two questions on the April <br />19 special election ballot u establishment of airport <br />safety zoning and an advisory question on whether <br />or not to establish a volunteer fire department in <br />Ramsey. <br /> <br />ATTENTION RAMSEY <br />RESIDENTS <br /> <br />The City of Ramsey is currently seeking can- <br />didates to fill a vacancy on it's Landfill Commission. <br />The Commission meets two evenings each month. <br />Ramsey residents interested in serving on the Com- <br />mission are requested to submit a letter of applica- <br />tion to the Ramsey Municipal Center, 15153 <br />Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br />The letter should contain the applicant's name, ad- <br />dress, phone number, work experience and educa- <br />tion. In addition, applicants should include a state- <br />ment regarding their interest in seeking appointment <br />to the Landfill Commission. This position is not <br />salaried. <br /> <br />ATTENTION <br /> <br />The City of Ramsey is currently seeking can- <br />didates to fill two vacancies on the Airport Commis- <br />sion. The positions require a minimum of one even- <br />ing meeting per month; familiarity with Ramsey Ci- <br />ty Ordinances is desired. Ramsey residents in- <br />terested in serving on the Commission are requested <br />to submit a letter of application to the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota 55303, no later than February <br />9, 1988. The position is not salaried. <br /> <br />POSTAL CUSTOMER <br /> <br />ECONOMIC DEVELOPMENT <br />COMMISSION PURSUING <br />STAR CITY STATUS <br />FOR RAMSEY <br /> <br />The economic well-being of Ramsey comes from it's <br />commercial and industrial sector. It has been <br />estimated that 70%-80% of industrial growth occurs <br />because of expansion by existing firms within a <br />community. <br /> <br />Local businesses are a prime source of a communi- <br />ty's economic growth. Additional jobs and increas- <br />ed tax base result from expansion of business <br />presently located within a community. In addition, <br />it is easier and more economical for a community <br />to help local businesses to expand or solve the in- <br />frastructure or site acquisition problems than it is to <br />attempt to attract businesses away from other cities, <br />states or regions. <br /> <br />Because of these facts and in an attempt to attain <br />star city designation, members of the Economic <br />Development Commission are conducting an in- <br />depth survey of Ramsey's commercial and industrial <br />sector. <br /> <br />The survey has four objectives: <br /> <br />. to develop a clear understanding of a com- <br />pany's view of the city's economy; <br />. to determine company expansion and reloca- <br />tion plans; <br />. to acquaint the company with availabe <br />assistance programs; <br />. to establish an ongoing channel of communica- <br />tion between the company and the city. <br /> <br />Also in conjuction with working towards star city <br />status, the Economic Development Commission has <br />recently completed the production of a Ramsey <br />video. Any groups or organizations wishing to bor- <br />row a tape should contact Anne Norris at 427-1410. <br /> <br />The Commission would also like to take this oppor- <br />tunity to encourage citizen participation in the star <br />city tasks. Any persons interested in volunteering <br />some time to work on this project should contact <br />Anne Norris at 427-1410. <br /> <br />~ <br /> <br /> <br />NOTICE OF PUBLIC HEARING <br /> <br />Notice is hereby given that the City Council of the <br />City of Ramsey will hold a public hearing on Tues- <br />day, January 26, 1988 at 7:30 p.m. at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br />The purpose of the hearing is to consider the ex- <br />tension of public utilities into Ramsey's business <br />district pursuant to Minnesota Statutes, Chapter 444 <br />and Chapter 11 of the City Charter. Sanitary sewer <br />and water improvements are proposed for property <br />in the vicinity of Front Street on the south side of U.S. <br />Highway 10 from Sunfish Lake Boulevard to <br />Tungsten Street N.W. . <br />All interested persons are invited to attend the <br />hearing and comment on the proposed <br />improvements. <br />Written comments are welcome and shall be ad- <br />dressed to the Ramsey City Council, 15153 Nowthen <br />Boulevard N.W., Ramsey, Minnesota 55303.
