<br />FOLLOW UP: THE SKY ISN'T FALLING
<br />
<br />Last month we explained about what the future
<br />holds for municipal sanitary sewer systems and pro-
<br />mised to review municipal water systems this month.
<br />Like the multitude of rumors about sanitary sewer
<br />- systems, there are several misconceptions about
<br />municipal water systems. Here are some facts. . .
<br />The installation of municipal water
<br />systems does NOT mean that a property
<br />owner must also have a municipal
<br />sanitary sewer system and vice versa.
<br />It is current policy to only extend/develop
<br />municipal water systems to residential
<br />areas where such service is wanted by
<br />the majority of property owners.
<br />Like sanitary sewer systems, it is policy
<br />to ONLY permit the extension/develop-
<br />ment of municipal water systems within
<br />the Year 2000 Urban Area (refer to the
<br />February issue of the Ramsey Resident
<br />Newsletter for a map depicting this area).
<br />Water towers are a part of the municipal
<br />water system that assure constant
<br />pressure and volumes for domestic use
<br />and fire protection.
<br />Having a municipal water system can and
<br />does have an impact on homeowner's in-
<br />surance rates (some estimates suggest
<br />as much as a 50% reduction in rates).
<br />A typical cost for a municipal water
<br />system is $2,500.00 per acre.
<br />The city will respond to needs for potable
<br />drinking water in the event of contamina-
<br />tion, regardless of where property is
<br />located in relationship to any Urban area.
<br />The majority of Ramsey is currently served by
<br />privately owned domestic wells. With relatively low
<br />densities of development (i.e. large lots), these wells
<br />should meet the needs of the people of Ramsey for
<br />years to come. However, as lands become more
<br />

<br />Ramsey's Annual Board of Review will be held on
<br />Tuesday, April 7, 1987 at 7:00 p.m. at the Ramsey
<br />Municipal Center for the purpose of reviewing and
<br />correcting property valuations for 1987. All persons
<br />considering themselves aggrieved by said valuation,
<br />or who wish to complain that property of another is
<br />valued too low, are hereby notified to appear at said
<br />Board of Review and show cause for having the
<br />valuation corrected.
<br />No complaint that another person's property is
<br />valued too low will be acted upon until the person
<br />to be assessed, or his agent, have been notified of
<br />such complaint.

<br />UPDATE ON STORM SEWER
<br />IMPROVEMENTS IN THE
<br />MISSISSIPPI STORM SEWER
<br />TAXING DISTRICT
<br />
<br />On March 10, City Council conducted a public
<br />hearing and approved the extension of a 36 inch
<br />trunk storm sewer in the vicinity of Ramsey Blvd.
<br />N.W. and U.S. Hwy. #10 extending to the Mississippi
<br />River. Since a large portion of the area to be served
<br />by this trunk storm sewer is ~.S. Hwy. #10 and ~t's
<br />various easements, the City hopes to receive
<br />$115,200 in assistance from the Department of
<br />Transportation. The total cost of this project is
<br />estimated at $442,650. That portion which is not paid
<br />for by the Department of Transportation will be fund-
<br />ed by the Mississippi Storm Sewer Taxing District.

<br />densely populated, problems occur with wells and
<br />their water source. Thus the current policy. . . that
<br />lands may not be developed at densities greater than
<br />one family per ten acres with minimum lot sizes of
<br />2.5 acres unless municipal sewer and water services
<br />are available and in place.
<br />Sparse densities alone cannot assure us that well
<br />water contamination or water source failure will not
<br />occur. The most extreme care must be taken to pre-
<br />vent such contamination and/or failure. Some of the
<br />greatest risks occur when:
<br />Unused wells are not properly abandon-
<br />ed by a registered well driller.
<br />Well casings are improperly installed or
<br />have failed over the years.
<br />Wells are located in the wrong water
<br />source.
<br />Wells are used improperly, permitting the
<br />introduction of a contaminant through the
<br />well into the water source.
<br />Groundwater pollution exists due to the
<br />failure of an on-site septic system.
<br />When it comes to water systems of all types, and
<br />on-site septic systems, the "out-of-sight, out-of-
<br />mind" policy DOES NOT WORK! Here are some

<br />NOTICE OF PUBLIC HEARING
<br />
<br />Notice is hereby given that the City Council of the
<br />City of Ramsey will hold a public hearing on Tues-
<br />day, March 31, 1987 at 7:30 p.m. at the Ramsey
<br />Municipal Center, 15153 Nowthen Boulevard N.W.,
<br />Ramsey, Minnesota.
<br />The purpose of the hearing is to consider the ex-
<br />tension of public utilities into Ramsey's industrial
<br />area pursuant to Minnesota Statutes, Chapter 444,
<br />and Chapter 210.01 of the Ramsey City Code.
<br />Sanitary sewer and water improvements are propos-
<br />ed for property in the vicinity of Sunfish Lake
<br />Boulevard NW. and U.S. Highway 10, Sunfish Lake
<br />Boulevard and County Road #116, and property on
<br />the south side of U.S. Highway 10 from Sunfish Lake
<br />Boulevard to Feldspar Street N.W. The construction
<br />of a 500,000 gallon water tower is also proposed.
<br />All interested persons are invited to attend the
<br />hearing and comment on the proposed
<br />improvements.
<br />Written comments are welcome and shall be ad-
<br />dressed to the Ramsey City Council, 15153 Nowthen
<br />Boulevard N.W., Ramsey, Minnesota 55303. Writ-
<br />ten comments shall be received at the above ad-
<br />dress prior to 5:00 p.m., Tuesday, March 31, 1987.

<br />DAY SCHEDULED
<br />
<br />In conjuction with Keep America Beautiful Week,
<br />Waste Management of Minnesota, Inc. and the City
<br />of Ramsey will again join forces to sponsor a
<br />Ramsey Clean-Up Day on Saturday, May 2, 1987
<br />from 9:00 a.m. to 1 :00 p.m. Ramsey residents will
<br />be able to obtain a permit that will allow them to
<br />dispose of one load of garbage at the Anoka
<br />Regional Sanitary Landfill on that Saturday, May 2.
<br />Specific instructions on where to obtain a permit for
<br />Clean-Up Day will be published in the April Newslet-
<br />ter. The following limitations will be in effect on May
<br />2:
<br />1. Ramsey residents will be allowed to dispose
<br />of one load of garbage at no charge and upon
<br />presenting their permit.
<br />2. No commercial or industrial vehicles will be
<br />allowed.
<br />3. The following wastes will not be accepted:
<br />a) Tires
<br />b) Tree stumps
<br />c) Drums, barrels or containers
<br />d) Waste oil, toxic chemicals or paint
<br />e) Special waste that may be identified at
<br />the facility
<br />4. There will be no children under the age of 16
<br />yrs. allowed out of vehicles.
<br />5. Customers must adhere to the company
<br />policies of Waste Management of Minnesota,
<br />Inc.
<br />6. All loads must be tarped and tied down.
<br />The Ramsey Jaycees will be monitoring the recycl-
<br />ing center. Residents can dispose of metals or
<br />newspapers at the recycling center located at the
<br />Anoka Regional Sanitary Landfill. Proceeds from the
<br />center go to the Ramsey Jaycees.

<br />ANNUAL SPRING PET CLINIC
<br />
<br />The City of Ramsey will be sponsoring its annual
<br />spring pet clinic on Saturday, April 25, 1987 from
<br />8:00 a.m. to 12:00 noon. It will be held in the lower
<br />level fire barn of the Ramsey Municipal Center
<br />located at 15153 Nowthen Blvd. N.W., Ramsey, Min-
<br />nesota. The following shots will be offered:
<br />DHLP (canine) $4.95
<br />Parvo 4.95
<br />Rabies (cat and dog) 3.75
<br />Pan RC-C-P (feline) 4.95
<br />Dog licenses will also be available at the clinic.
<br />Ramsey ordinance requires the licensing of all dogs
<br />in the City. The cost for these licenses is $3.00 for
<br />males and spayed female dogs and $5.00 for
<br />unspayed females. Licenses are good for a period
<br />of two years.
