VOLUME 2, NUMBER 3

RAMSEY
IDENT

RE

CITY NEWSLETTER

MARCH 1987

FOLLOW UP: THE SKY ISN'T FALLING

Last month we explained about what the future
holds for municipal sanitary sewer systems and pro-
mised to review municipal water systems this month.
Like the multitude of rumors about sanitary sewer
- systems, there are several misconceptions about
municipal water systems. Here are some facts. . .
The installation of municipal water
systems does NOT mean that a property
owner must also have a municipal
sanitary sewer system and vice versa.
It is current policy to only extend/develop
municipal water systems to residential
areas where such service is wanted by
the majority of property owners.
Like sanitary sewer systems, it is policy
to ONLY permit the extension/develop-
ment of municipal water systems within
the Year 2000 Urban Area (refer to the
February issue of the Ramsey Resident
Newsletter for a map depicting this area).
Water towers are a part of the municipal
water system that assure constant
pressure and volumes for domestic use
and fire protection.
Having a municipal water system can and
does have an impact on homeowner's in-
surance rates (some estimates suggest
as much as a 50% reduction in rates).
A typical cost for a municipal water
system is $2,500.00 per acre.
The city will respond to needs for potable
drinking water in the event of contamina-
tion, regardless of where property is
located in relationship to any Urban area.
The majority of Ramsey is currently served by
privately owned domestic wells. With relatively low
densities of development (i.e. large lots), these wells
should meet the needs of the people of Ramsey for
years to come. However, as lands become more

ANNUAL BOARD OF
REVIEW SCHEDULED

Ramsey's Annual Board of Review will be held on
Tuesday, April 7, 1987 at 7:00 p.m. at the Ramsey
Municipal Center for the purpose of reviewing and
correcting property valuations for 1987. All persons
considering themselves aggrieved by said valuation,
or who wish to complain that property of another is
valued too low, are hereby notified to appear at said
Board of Review and show cause for having the
valuation corrected.
No complaint that another person's property is
valued too low will be acted upon until the person
to be assessed, or his agent, have been notified of
such complaint.

UPDATE ON STORM SEWER
IMPROVEMENTS IN THE
MISSISSIPPI STORM SEWER
TAXING DISTRICT

On March 10, City Council conducted a public
hearing and approved the extension of a 36 inch
trunk storm sewer in the vicinity of Ramsey Blvd.
N.W. and U.S. Hwy. #10 extending to the Mississippi
River. Since a large portion of the area to be served
by this trunk storm sewer is ~.S. Hwy. #10 and ~t's
various easements, the City hopes to receive
$115,200 in assistance from the Department of
Transportation. The total cost of this project is
estimated at $442,650. That portion which is not paid
for by the Department of Transportation will be fund-
ed by the Mississippi Storm Sewer Taxing District.

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

densely populated, problems occur with wells and
their water source. Thus the current policy. . . that
lands may not be developed at densities greater than
one family per ten acres with minimum lot sizes of
2.5 acres unless municipal sewer and water services
are available and in place.
Sparse densities alone cannot assure us that well
water contamination or water source failure will not
occur. The most extreme care must be taken to pre-
vent such contamination and/or failure. Some of the
greatest risks occur when:
Unused wells are not properly abandon-
ed by a registered well driller.
Well casings are improperly installed or
have failed over the years.
Wells are located in the wrong water
source.
Wells are used improperly, permitting the
introduction of a contaminant through the
well into the water source.
Groundwater pollution exists due to the
failure of an on-site septic system.
When it comes to water systems of all types, and
on-site septic systems, the "out-of-sight, out-of-
mind" policy DOES NOT WORK!
