<br /> <br />RE <br /> <br />RAMSEY <br /> <br />IDENT <br /> <br /> <br />VOLUME 1, NUMBER 9 <br /> <br />DECEMBER 1986 <br /> <br />FREE <br /> <br />LANDFILL COMMISSION <br />BEING FORMED <br /> <br />The City Council has created a nine member <br />landfill Commission to advise the Council on issues <br />and concerns regarding sanitary landfilling. These <br />issues may include: future uses of the existing land- <br />fill; closure of the existing landfill; the status of Site <br />"P"; the buffer area surrounding the landfill and in- <br />dustrial development; legislation regarding landfill- <br />ing; environmental monitoring; etc. <br />Commission members will be appointed by the Ci- <br />ty Council. The City is now seeking candidates to <br />fill nine positions on this Commission. There are <br />three three-year terms, three two-year terms and <br />three one-year terms to be filled. Once the Commis- <br />sion is established, all successors to these positions <br />will be appointed to three year terms. <br />The Commission will meet at least once each <br />month. If you are interested in serving on the land- <br />fill Commission, please submit your letter of applica- <br />tion to the City of Ramsey, 15153 Nowthen Blvd. <br />N.W., Ramsey, MN 55303. This letter should include <br />your name, address, telephone number, work ex- <br />perience, education, and any experience in <br />municipal affairs. In addition, please include a state- <br />ment of your reason(s) for seeking appointment to <br />the landfill Commission. <br /> <br /> <br />HOMESTEAD LAWS CHANGE <br /> <br />Minnesota State Statute 273.124 Subd. 13 re- <br />quires that "Beginning with the January 2, 1987 <br />assessment, every property owner applying for <br />homestead classification must furnish to the Coun- <br />ty Assessor that owner's social security or taxpayer <br />identification number. If the social security or tax- <br />payer identification number is not provided, the <br />County Assessor shall classify the property as non- <br />homestead. The social security number of the pro- <br />perty owner is private data as defined by Section <br />13.02, Subdivision 12, but notwithstanding that sec- <br />tion, the private data may be disclosed to the Com- <br />missioner of Revenue." <br />It should be noted that All property owners must <br />now sign the homestead card and include their social <br />security number. If the social security number is not <br />included, the homestead will not be allowed. <br />Homestead cards will be mailed from the County <br />Assessor's Office by December 31, 1986. If you do <br />not receive a homestead card in the mail by January <br />10,1987 contact the Assessor's Office at 421-4760. <br />All new property owners must present a copy of <br />their deed and fill out a "New Owner Application". <br />This is a one-time requirement that takes approx- <br />imately five minutes. The New Owner Application is <br />not the same as the homestead card but simply an <br />application that notifies the Assessor's Office that <br />there is either a new ,owner or a change in owner- <br />ship. AVJlDOJl ADM .. _ <br />1 <br /> <br /> <br /> <br />AIRPORT ZONING PROCESS BEGINS <br /> <br />Over the course of the next several months, the City will be considering the adoption of an Airport Zoning <br />Ordinance. The proposed ordinance will be available for public review in late January or February. At least <br />two public hearings will be held prior to the adoption of the zoning ordinance. The City's consultants, Hakan- <br />son Anderson Associates, indicate that the project schedule is targeted for an initial public hearing in late <br />February or March. <br />It's the purpose of the Airport Zoning Ordinance to prevent the creation or establishment of airport hazards, <br />to protect the utility of the airport, to protect the property and persons on the ground within the approach <br />areas and close proximity to runways, and to provide aircraft with greater maneuvering space near the airport. <br />The airport zoning authority is conferred to governmental jurisdictions in which lands are affected by Min- <br />nesota Statutes 360.061-360-074. The Ordinance provides for certain restrictions on land uses, density restric- <br />tions, height limitations, and restrictions on magnetic and electrical interferences. <br />The new Ordinance will bring the City into compliance with State statutes. Further, the airport must be <br />zoned or be in process of being zoned to be eligible for State cost sharing funds for the airport. <br />The property affected by the proposed airport zoning ordinance is some, but not all, of the land lying within <br />10,000 feet of the airport's runway. The types of restrictions generally regulate height of structures, the loca- <br />tion or size and use of buildings and the density of population. The most restrictive provisions would apply <br />to the areas located in the trapezoidal area off the end of runway, extending out from the end of each runway <br />a distance equal to the length of the runway (3,300') plus two hundred feet. <br />The proposed ordinance provides general restrictions that no use shall be made of any land in any of the <br />three Safety Zones A, B or C which creates or causes interference with the operations of radio or electronic <br />facilities on the airport or with radio or electronic communications between airport and aircraft, makes it dif- <br />ficult for pilots to distinguish between airport lights and other lights, results in glare in the eyes of pilots using <br />the airport, impairs visibility in the vicinity of the airport, or otherwise endangers the landing, taking off, or <br />maneuvering of aircraft. <br />The Zone A restrictions provide, among other things, that, aside from existing uses, Zone A shall include <br />no buildings, temporary structures, exposed transmission lines or other similar above-ground land use struc- <br />tural hazards. No land uses are allowed which would create, attract or bring together assemblies of persons. <br />Permitted uses include agriculture, horticulture, animal husbandry, raising of livestock, wildlife habitat, light <br />outdoor recreation (non-spectator), cemeteries and auto parking. Existing uses may continue as nonconfor- <br />ming unless these are substantially destroyed. <br />The Zone B restrictions provide, among other things, that, aside from existing uses, Zone B shall be restricted <br />as follows: <br />a. Each use shall be on a site whose area shall not be less than two and one-half acres. <br />b. Each use shall not create, attract, or bring together a site population that would exceed 15 times <br />that of the site acreage. <br />c. Each site shall have no more than one building plot upon which any number of structures may <br />be erected. <br />d.
