<br />LANDFILL COMMISSION TO BE
<br />FORMED
<br />
<br />The City Council has created a nine member
<br />Landfill Commission to advise the Council on issues
<br />and concerns regarding sanitary landfilling. These
<br />issues may include: future uses of the existing land-
<br />fill; closure of the existing landfill; the status of Site
<br />"P"; the buffer area surrounding the landfill and in-
<br />dustrial development; legislation regarding landfill-
<br />ing; environmental monitoring; etc.
<br />Commission members will be appointed by the City
<br />Council. The City is now seeking candidates to fill
<br />nine positions on this Commission. There are three
<br />three-year terms, three two-year terms and three
<br />one-year terms to be filled. Once the Commission
<br />is established, all successors to these positions will
<br />be appointed to three year terms.
<br />The Commission will meet at least once each
<br />month. If you are interested in serving on the Land-
<br />fill Commission, please submit your letter of applica-
<br />tion to the City of Ramsey, 15153 Nowthen
<br />Boulevard N.W., Ramsey, MN 55303. This letter
<br />should include your name, address, telephone
<br />number, work experience, education, and any ex-
<br />perience in municipal affairs. In addition, please in-
<br />clude a statement of your reason(s) for seeking ap-
<br />pointment to the Landfill Commission.

<br />CITY TO CONDUCT SALE OF
<br />UNCLAIMED PROPERTY
<br />
<br />The City of Ramsey will be conducting a sale of
<br />surplus items of property and unclaimed/evidentiary
<br />articles from the police department. A complete list
<br />of the items being offered for sale can be obtained
<br />from the Ramsey City Hall during normal business
<br />hours beginning November 24th but some of the
<br />items are: bicycles (some good and some junk), a
<br />pickup truck tool box complete with assorted tools!,
<br />a chainsaw, drinking fountains, security desk, gar-
<br />bage disposal units, etc. This sale will start at 10:00
<br />A.M. on Saturday the 29th of November and end at
<br />2:00 P.M. City staff will open and tabulate the bids
<br />on December 1 st, 1986 and successful bidders will
<br />be notified. Everybody is invited to stop by and help
<br />the city clean out its attic.

<br />RAMSEY RESIDENTS
<br />
<br />The City of Ramsey is currently seeking can-
<br />didates to fill a vacancy on the Economic Develop-
<br />ment Commission. The position requires a minimum
<br />of one morning meeting per month and an interest
<br />in economic development activities in the City;
<br />familiarity with Ramsey City Ordinances is desired.
<br />Ramsey residents interested in serving on the Com-
<br />mission are requested to submit a letter of applica-
<br />tion to the Ramsey Municipal Center, 15153
<br />Nowthen Boulevard N.W., Ramsey, Minnesota
<br />55303. The letter should contain the applicant's
<br />name, address, telephone number, work experience,
<br />education and any experience in mumicipal affairs.

<br />If your neighborhood needs improvements (sealcoating or blacktopping streets) by next spring or summer,
<br />now's the time to begin the public improvement process. You can begin by petitioning (a request for the im-
<br />provement signed by at least 35% of the benefitting property owners in an area) the City for the improvement
<br />or encouraging the City Council to adopt a resolution ordering a feasibility report on the project. When the
<br />Council receives the petition, it may consider ordering a feasibility report on the proposed project. At the time
<br />the Council receives the feasibility report from the City Engineer, it may consider holding a public hearing
<br />to which all benefitting property owners are invited to comment on the proposed project. The City Charter
<br />requires the Council to wait for sixty (60) days from the date of the public hearing before it may take action
<br />on any public improvement project.

<br />It's a ways into the football season and I'm a little
<br />late with this but we're going to play "Charlie Brown
<br />kicks the football" again. This is in reference to poor
<br />old Charlie's mad dash to make a place kick (he at-
<br />tempts it every year) and. Lucy jerks the ball away
<br />at the last second. Whereupon, Charlie goes
<br />"AAAUUUGGHH" and hits the ground on his back.
<br />Well, we're going to try to have another
<br />CRIMEWATCH type of meeting and, if it goes like
<br />others, we will sit around watching the empty chairs
<br />rust. For some reason or other we cannot seem to
<br />drum up a whole lot of interest. Maybe we could
<br />allow ourselves to think we are putting out such a
<br />good product Uob) that, like the May tag repairman,
<br />we have no need for "repairs". Not likely, although
<br />we are trying! Anyway, we're having a meeting and
<br />you are all invited.
<br />It will be held in the basement kitchen room area
<br />at the Ramsey Municipal Center on December 9 and
<br />will start at 7:30 p.m. There will be coffee supplied
<br />and, maybe, cookies. We're going to wait to see if
<br />anybody shows up before bringing out the goodies!
<br />Last time around we gorged on cookies for a month!
<br />The inimitable Robert Kuhn, Ramsey's
<br />CRIMEWATCH officer, will emcee the presentation
<br />which will include either slides or a film, his choice.
<br />Then we'll get down to questions and answers which
<br />range from "How do I make my home as secure as
<br />is reasonable?" to "How come all the fun things are
<br />illegal?" Really, we'll try to anwser any questions you
<br />might have about our role in the criminal justice
<br />system as well as discuss how to report
<br />crimes/suspicious activities, when to use 911 , mak-
<br />ing your place a "high-risk" area to burglary, thieves,
<br />vandals, etc.

<br />to tears sitting around the house, if the kids are play-
<br />ing hockey until 11 :00 p.m. or, if your car breaks

<br />WHY WAS I BILLED FOR A FIRE CALL?
<br />
<br />We're sure this goes without saying, but first and
<br />most important, get all persons to a safe area. Your
<br />next step is to get to a phone and call the 911
<br />emergency hotline. This 911 number now serves
<br />Sherburne County also and those Ramsey residents
<br />under Elk River jurisdiction should not hesitate to use
<br />this emergency hotline. All of Ramsey's addresses
<br />are fed into a computer and when an emergency call
<br />comes in, 911 control will call out the appropriate
<br />fire department, Anoka or Elk River. The average
<br />response time to a fire emergency in Ramsey has
<br />been 10 minutes; these first 10 minutes are the most
<br />important, as fires are usually burning out of control
<br />after 10 minutes.
<br />Now the fire has been extinguished and you
<br />receive a bill in the mail for a fire call. You may
<br />wonder why you were billed. Ramsey is on a con-
<br />tract basis with Anoka and Elk River Fire Depart-
<br />ments; this contract is for the privilege of having
<br />those departments at Ramsey's disposal. The con-
<br />tract does not include cost of equipment and per-
<br />sonnel required at an emergency. Ramsey has
<br />chosen not to pick up the cost of fire calls in an at-
<br />tempt to keep property taxes down. The charge for
<br />fire calls may be covered on your homeowner's in-
<br />surance policy; this can be determined by checking
<br />with your agent. If charges for fire calls are not a part
<br />of your coverage, it should be available as a rider
<br />to your present policy. Keep in mind that the pro-
<br />perty owner is responsible for the fire call bill even
<br />if it was a concerned neighbor placing the emergen-
<br />cy call and not the property owner.
<br />If you are served by the Anoka Fire Department,
<br />once the trucks arrive on your property the service
<br />is billed at a rate of $200 for the first hour, or frac-
<br />tion thereof, plus $100 per each additional '12 hour
<br />or portion thereof.
<br />The Elk River Fire Department provides fire and am-
<br />bulance service to the NW corner of Ramsey (ap-
<br />proximately 18% of the City). The City of Ramsey
<br />

<br />contracts with the City of Elk River on a yearly basis.
<br />The City of Elk River bills the City of Ramsey for fire
<br />calls made in this particular area at a rate of $225
<br />for the first half-hour, or fraction thereof, plus $75
<br />per each additional '12 hour or portion thereof.
<br />Ramsey, in turn, passes these bills on to the pro-
<br />perty owners. If the emergency is minor and you ex-
<br />tinguish the fire, be sure and call 911 and cancel the
<br />call. Cancelled calls are billed differently.
<br />You may be asking why Ramsey doesn't have a
<br />fire department. Because of the equipment cost fac-
<br />tor and the amount of volunteer manpower available
<br />at certain times of the day, the cost is prohibitive at
<br />the present time. Ramsey residents should take the
<br />initiative to safeguard and protect property. Sug-
<br />gested ways in which to prevent fires and save lives,
<br />property and money are:
<br />1) Do not hesitate to dial 911 in any
<br />emergency situation.
<br />
<br />2) Use and make sure smoke detectors are
<br />in working order.
<br />
<br />3) Keep two operable fire extinguishers
<br />within the home.
<br />
<br />4) House numbers should be at least 4" in
<br />size and easily visible from the roadway.
<br />
<br />5) Provide for a family emergency ex-
<br />it/meeting place plan.
<br />
<br />6) In the event of fire in your dwelling, be
<br />sure and close the doors behind you
<br />when you leave. A large fire quickly con-
<br />sumes the available oxygen in the house.

<br />7) If you have a wood burning stove, keep
<br />the chimney clean at all times. If you in-
<br />stall a wood burning stove, use only
<br />chimneys approved for wood burning
<br />stoves.
