The position
is not salaried; however, compensation for inciden-
tal expenses is provided.

DOES YOUR NEIGHBORHOOD

NEED PUBLIC

IMPROVEMENTS?

If your neighborhood needs improvements (sealcoating or blacktopping streets) by next spring or summer,
now's the time to begin the public improvement process. You can begin by petitioning (a request for the im-
provement signed by at least 35% of the benefitting property owners in an area) the City for the improvement
or encouraging the City Council to adopt a resolution ordering a feasibility report on the project. When the
Council receives the petition, it may consider ordering a feasibility report on the proposed project. At the time
the Council receives the feasibility report from the City Engineer, it may consider holding a public hearing
to which all benefitting property owners are invited to comment on the proposed project. The City Charter
requires the Council to wait for sixty (60) days from the date of the public hearing before it may take action
on any public improvement project.
If you need additional information on this process, please call Sheila Beyer at 427-1410.

CITIZEN AND POLICE

DEPARTMENT MEETING

SCHEDULED

By: Chief Auspos

It's a ways into the football season and I'm a little
late with this but we're going to play "Charlie Brown
kicks the football" again. This is in reference to poor
old Charlie's mad dash to make a place kick (he at-
tempts it every year) and. Lucy jerks the ball away
at the last second. Whereupon, Charlie goes
"AAAUUUGGHH" and hits the ground on his back.
Well, we're going to try to have another
CRIMEWATCH type of meeting and, if it goes like
others, we will sit around watching the empty chairs
rust. For some reason or other we cannot seem to
drum up a whole lot of interest. Maybe we could
allow ourselves to think we are putting out such a
good product Uob) that, like the May tag repairman,
we have no need for "repairs". Not likely, although
we are trying! Anyway, we're having a meeting and
you are all invited.
It will be held in the basement kitchen room area
at the Ramsey Municipal Center on December 9 and
will start at 7:30 p.m. There will be coffee supplied
and, maybe, cookies. We're going to wait to see if
anybody shows up before bringing out the goodies!
Last time around we gorged on cookies for a month!
The inimitable Robert Kuhn, Ramsey's
CRIMEWATCH officer, will emcee the presentation
which will include either slides or a film, his choice.
Then we'll get down to questions and answers which
range from "How do I make my home as secure as
is reasonable?" to "How come all the fun things are
illegal?" Really, we'll try to anwser any questions you
might have about our role in the criminal justice
system as well as discuss how to report
crimes/suspicious activities, when to use 911 , mak-
ing your place a "high-risk" area to burglary, thieves,
vandals, etc.
If this sounds interesting to you, if you are bored
to tears sitting around the house, if the kids are play-
ing hockey until 11 :00 p.m. or, if your car breaks
down out on Nowthen Blvd., PLEASE come by.
Thank-you.

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

WHY WAS I BILLED FOR A FIRE CALL?

We're sure this goes without saying, but first and
most important, get all persons to a safe area. Your
next step is to get to a phone and call the 911
emergency hotline. This 911 number now serves
Sherburne County also and those Ramsey residents
under Elk River jurisdiction should not hesitate to use
this emergency hotline. All of Ramsey's addresses
are fed into a computer and when an emergency call
comes in, 911 control will call out the appropriate
fire department, Anoka or Elk River. The average
response time to a fire emergency in Ramsey has
been 10 minutes; these first 10 minutes are the most
important, as fires are usually burning out of control
after 10 minutes.
Now the fire has been extinguished and you
receive a bill in the mail for a fire call. You may
wonder why you were billed. Ramsey is on a con-
tract basis with Anoka and Elk River Fire Depart-
ments; this contract is for the privilege of having
those departments at Ramsey's disposal. The con-
tract does not include cost of equipment and per-
sonnel required at an emergency. Ramsey has
chosen not to pick up the cost of fire calls in an at-
tempt to keep property taxes down. The charge for
fire calls may be covered on your homeowner's in-
surance policy; this can be determined by checking
with your agent. If charges for fire calls are not a part
of your coverage, it should be available as a rider
to your present policy. Keep in mind that the pro-
perty owner is responsible for the fire call bill even
if it was a concerned neighbor placing the emergen-
cy call and not the property owner.
If you are served by the Anoka Fire Department,
once the trucks arrive on your property the service
is billed at a rate of $200 for the first hour, or frac-
tion thereof, plus $100 per each additional '12 hour
or portion thereof.
The Elk River Fire Department provides fire and am-
bulance service to the NW corner of Ramsey (ap-
proximately 18% of the City). The City of Ramsey

POSTAL CUSTOMER

contracts with the City of Elk River on a yearly basis.
The City of Elk River bills the City of Ramsey for fire
calls made in this particular area at a rate of $225
for the first half-hour, or fraction thereof, plus $75
per each additional '12 hour or portion thereof.
Ramsey, in turn, passes these bills on to the pro-
perty owners. If the emergency is minor and you ex-
tinguish the fire, be sure and call 911 and cancel the
call. Cancelled calls are billed differently.
You may be asking why Ramsey doesn't have a
fire department. Because of the equipment cost fac-
tor and the amount of volunteer manpower available
at certain times of the day, the cost is prohibitive at
the present time. Ramsey residents should take the
initiative to safeguard and protect property. Sug-
gested ways in which to prevent fires and save lives,
property and money are:
1) Do not hesitate to dial 911 in any
emergency situation.

2) Use and make sure smoke detectors are
in working order.

3) Keep two operable fire extinguishers
within the home.

4) House numbers should be at least 4" in
size and easily visible from the roadway.

5) Provide for a family emergency ex-
it/meeting place plan.

6) In the event of fire in your dwelling, be
sure and close the doors behind you
when you leave. A large fire quickly con-
sumes the available oxygen in the house.
Leaving doors and windows open feeds
the fire.

7) If you have a wood burning stove, keep
the chimney clean at all times. If you in-
stall a wood burning stove, use only
chimneys approved for wood burning
stoves.

CAR-RT -SRT
BULK RATE
U.S. POSTAGE
PAID
PERMIT NO. 131
ANOKA, MN 55303
