<br />Storm Sewer Taxing Districts:
<br />Discussion on the storm sewer taxing districts con-
<br />tinued at the Council's special meeting of August 12,
<br />1986. The discussion led to the question of should
<br />the subdivisions which have already constructed and
<br />paid for storm sewer improvements be excluded
<br />from the taxing districts. City Council seems to agree
<br />with this principle and is trying to develop a fair and
<br />equitable means by which these properties may be
<br />excluded either based on their investment in storm
<br />sewer improvements or for a specific number of
<br />years. At the regular meeting of August 26, Council
<br />will resume this discussion and possibly introduce
<br />ordinances establishing such storm sewer taxing
<br />districts.
<br />Sewer and Water Improvements to the Industrial
<br />Area of Ramsey:
<br />At their special meeting of August 12, 1986 the City
<br />Council approved plans and specifications for the ex-
<br />tension of water main and sanitary sewer to the in-
<br />dustrial area of Ramsey and set a date to receive
<br />bids on this improvement for September 9, 1986 at
<br />10:59 a.m. These improvements are proposed to be
<br />paid for utilizing tax increment financing funds and
<br />special assessments to the benefited properties.
<br />More than 50% of the cost of extending sewer and
<br />water trunk to that area will be paid for utilizing tax
<br />increment financing.
<br />Landfill - Site "P" Scoping:
<br />The City has received a revised copy of the Anoka
<br />County Landfill Siting Environmental Impact State-
<br />ment Scoping Decision. This decision is in response
<br />to the comments submitted by the various com-
<br />munities at the three public hearings held on the
<br />question of siting landfills. Following receipt of this
<br />draft scoping decision, City Administrator Hartley
<br />met with Commissioner Natalie Haas-Steffen, Norm
<br />Schiferl, Anoka County staff, and Keith Anderson
<br />and Lawrence Hicks from Donohue and Associates
<br />regarding changes and further additions which the
<br />City of Ramsey may wish to see within the scope.
<br />Following that meeting, the representatives from
<br />Donohue requested that Ramsey spell out in a draft
<br />scope exactly what the City of Ramsey would like
<br />to see within the scoping decision. City staff is do-
<br />ing this and anticipates having such a scoping deci-
<br />sion available for the Anoka County Board to con-
<br />sider on August 19.
<br />An underlying concern regarding the scoping deci-
<br />sion has to do with whether or not the Metropolitan
<br />Council will approve funding for the scope which is
<br />adopted. Currently, The Metropolitan Council staff
<br />is negotiating with Hennepin County regarding their
<br />respective environmental impact statement. It seems
<br />that bonds were sold in an amount which is not suf-
<br />ficient to fund both environmental impact
<br />statements. The Ramsey position is that no further
<br />action should take place on the environmental im-
<br />pact statement until Metro Council has confirmed
<br />that financing will be available.
<br />Landfill - Certificate of Need:
<br />On Tuesday, August 12, 1986, Mr. Hartley attend-
<br />ed a meeting of the Metropolitan Council Waste
<br />Management Advisory Committee regarding the re-
<br />quest for the Certificate of Need to expand the cur-
<br />rent landfill. At that meeting, testimony was receiv-
<br />ed from Natalie Haas-Steffen, County Commis-
<br />sioner, and Dave Hartley, City Administrator, regar-
<br />ding the content and adequacy of a report prepared
<br />by the Metropolitan Council staff on the need for the
<br />aforementioned expansion.

<br />On Wednesday, August 20, at 4:00 p.m., the
<br />Metropolitan Council Environmental Resource Com-
<br />mittee will review this topic and the Metropolitan
<br />Council will hear the matter at 4:00 p.m~ on August
<br />28, 1986. At the August 28 meeting, the Metropolitan
<br />Council is expected to set a hearing date for October
<br />8 at 7:00 p.m. in the Ramsey Elementary School
<br />regarding the certificate of need to expand the cur-
<br />rent Anoka County landfill located in Ramsey.
<br />Rum River Bridge:
<br />The recently adopted Anoka County Capital Im-
<br />provement Program includes the planned invest-
<br />ment by Anoka County in the Rum River Bridge
<br />crossing. The meaning of this is that the County has
<br />acknowledged the need for and is planning to invest
<br />in the Rum River Bridge crossing in the years of 1988
<br />and 1989. Ramsey is concerned that coordination
<br />take place now between the City of Anoka, the
<br />Department of Transportation, the City of Ramsey
<br />and Anoka County to adequately coordinate the ex-
<br />tension of Thurston Avenue to Dysprosium, the con-
<br />struction of the Rum River bridge and related im-
<br />provements to County Road 116 and the connection
<br />of Dysprosium to County Road 5 and/or State Hwy.
<br />47. Each of these improvements has a separate fun-
<br />ding source. However, coordination and planning
<br />can make them happen at approximately the same
<br />time and forego added costs resulting from the lack
<br />of planning.

<br />Notice is hereby given that the City Council of the
<br />City of Ramsey will meet in the Council Chambers
<br />of the Ramsey Municipal Center at 7:30 p.m. on
<br />August 26, 1986 to consider the improvement of
<br />153rd Lane N.W. between Ramsey Boulevard N.W.
<br />and Rhinestone Street N.W. pursuant to Minnesota
<br />Statutes, Section 429.011 to 429.111 and Chapter
<br />210.01 of the Ramsey City Code. The area propos-
<br />ed to be assessed for such improvement is the pro-
<br />perty abutting 153rd Lane N.W. The estimated cost-
<br />of such improvement is $12,000.00.
<br />Such persons as desire to be heard with reference
<br />to the proposed improvement will be heard at this
<br />meeting.

<br />At the special meeting of August 12,1986, Coun-
<br />cil received a letter from Mayor Gary Heitman stating
<br />that he is no longer a resident of Ramsey and is
<br />resigning his term of office due to expire December
<br />31, 1986. At that August 12, meeting, Council
<br />adopted a resolution declaring the vacancy.
<br />The City Charter states that if there are more than
<br />365 days left in a term, Council would have to
<br />schedule a special eletion within 90 days to fill that
<br />vacancy. In the case of less then 365 days remain-
<br />ing in the term, the Charter contemplates that a suc-
<br />cessor will be appointed within 90 days. No special
<br />election is required to fill a vacancy when there are
<br />less than 120 days before the next regular election.
<br />A discussion is planned for the City Council's
<br />regular meeting August 26, 1986 regarding the fill-
<br />ing of the council vacancy. In the interim, Acting
<br />Mayor Gary Reimann will perform the duties of
<br />Mayor.
<br />Anyone interested in submitting names of in-
<br />dividuals or anyone wishing to serve as mayor
<br />should contact any of the council members or Dave
<br />Hartley, City Administrator. Additionally, anyone in-
<br />terested in this matter should be present at the
<br />meeting on August 26 at 7:30 p.m. in the Ramsey
<br />Municipal Center.
