VOLUME 1, NUMBER 6

RAMSEY

IDENT

RE

FREE

AUGUST, 1986

ISSUES AND UPDATES

i
I
i
i
~-

Storm Sewer Taxing Districts:
Discussion on the storm sewer taxing districts con-
tinued at the Council's special meeting of August 12,
1986. The discussion led to the question of should
the subdivisions which have already constructed and
paid for storm sewer improvements be excluded
from the taxing districts. City Council seems to agree
with this principle and is trying to develop a fair and
equitable means by which these properties may be
excluded either based on their investment in storm
sewer improvements or for a specific number of
years. At the regular meeting of August 26, Council
will resume this discussion and possibly introduce
ordinances establishing such storm sewer taxing
districts.
Sewer and Water Improvements to the Industrial
Area of Ramsey:
At their special meeting of August 12, 1986 the City
Council approved plans and specifications for the ex-
tension of water main and sanitary sewer to the in-
dustrial area of Ramsey and set a date to receive
bids on this improvement for September 9, 1986 at
10:59 a.m. These improvements are proposed to be
paid for utilizing tax increment financing funds and
special assessments to the benefited properties.
More than 50% of the cost of extending sewer and
water trunk to that area will be paid for utilizing tax
increment financing.
Landfill - Site "P" Scoping:
The City has received a revised copy of the Anoka
County Landfill Siting Environmental Impact State-
ment Scoping Decision. This decision is in response
to the comments submitted by the various com-
munities at the three public hearings held on the
question of siting landfills. Following receipt of this
draft scoping decision, City Administrator Hartley
met with Commissioner Natalie Haas-Steffen, Norm
Schiferl, Anoka County staff, and Keith Anderson
and Lawrence Hicks from Donohue and Associates
regarding changes and further additions which the
City of Ramsey may wish to see within the scope.
Following that meeting, the representatives from
Donohue requested that Ramsey spell out in a draft
scope exactly what the City of Ramsey would like
to see within the scoping decision. City staff is do-
ing this and anticipates having such a scoping deci-
sion available for the Anoka County Board to con-
sider on August 19.
An underlying concern regarding the scoping deci-
sion has to do with whether or not the Metropolitan
Council will approve funding for the scope which is
adopted. Currently, The Metropolitan Council staff
is negotiating with Hennepin County regarding their
respective environmental impact statement. It seems
that bonds were sold in an amount which is not suf-
ficient to fund both environmental impact
statements. The Ramsey position is that no further
action should take place on the environmental im-
pact statement until Metro Council has confirmed
that financing will be available.
Landfill - Certificate of Need:
On Tuesday, August 12, 1986, Mr. Hartley attend-
ed a meeting of the Metropolitan Council Waste
Management Advisory Committee regarding the re-
quest for the Certificate of Need to expand the cur-
rent landfill. At that meeting, testimony was receiv-
ed from Natalie Haas-Steffen, County Commis-
sioner, and Dave Hartley, City Administrator, regar-
ding the content and adequacy of a report prepared
by the Metropolitan Council staff on the need for the
aforementioned expansion.

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

IT

On Wednesday, August 20, at 4:00 p.m., the
Metropolitan Council Environmental Resource Com-
mittee will review this topic and the Metropolitan
Council will hear the matter at 4:00 p.m~ on August
28, 1986. At the August 28 meeting, the Metropolitan
Council is expected to set a hearing date for October
8 at 7:00 p.m. in the Ramsey Elementary School
regarding the certificate of need to expand the cur-
rent Anoka County landfill located in Ramsey.
Rum River Bridge:
The recently adopted Anoka County Capital Im-
provement Program includes the planned invest-
ment by Anoka County in the Rum River Bridge
crossing. The meaning of this is that the County has
acknowledged the need for and is planning to invest
in the Rum River Bridge crossing in the years of 1988
and 1989. Ramsey is concerned that coordination
take place now between the City of Anoka, the
Department of Transportation, the City of Ramsey
and Anoka County to adequately coordinate the ex-
tension of Thurston Avenue to Dysprosium, the con-
struction of the Rum River bridge and related im-
provements to County Road 116 and the connection
of Dysprosium to County Road 5 and/or State Hwy.
47. Each of these improvements has a separate fun-
ding source. However, coordination and planning
can make them happen at approximately the same
time and forego added costs resulting from the lack
of planning.

HEAR YE,
HEAR YE.

Notice is hereby given that the City Council of the
City of Ramsey will meet in the Council Chambers
of the Ramsey Municipal Center at 7:30 p.m. on
August 26, 1986 to consider the improvement of
153rd Lane N.W. between Ramsey Boulevard N.W.
and Rhinestone Street N.W. pursuant to Minnesota
Statutes, Section 429.011 to 429.111 and Chapter
210.01 of the Ramsey City Code. The area propos-
ed to be assessed for such improvement is the pro-
perty abutting 153rd Lane N.W. The estimated cost-
of such improvement is $12,000.00.
Such persons as desire to be heard with reference
to the proposed improvement will be heard at this
meeting.

POSTAL CUSTOMER

MAYOR HEITMAN RESIGNS

FROM OFFICE

At the special meeting of August 12,1986, Coun-
cil received a letter from Mayor Gary Heitman stating
that he is no longer a resident of Ramsey and is
resigning his term of office due to expire December
31, 1986. At that August 12, meeting, Council
adopted a resolution declaring the vacancy.
The City Charter states that if there are more than
365 days left in a term, Council would have to
schedule a special eletion within 90 days to fill that
vacancy. In the case of less then 365 days remain-
ing in the term, the Charter contemplates that a suc-
cessor will be appointed within 90 days. No special
election is required to fill a vacancy when there are
less than 120 days before the next regular election.
A discussion is planned for the City Council's
regular meeting August 26, 1986 regarding the fill-
ing of the council vacancy. In the interim, Acting
Mayor Gary Reimann will perform the duties of
Mayor.
Anyone interested in submitting names of in-
dividuals or anyone wishing to serve as mayor
should contact any of the council members or Dave
Hartley, City Administrator. Additionally, anyone in-
terested in this matter should be present at the
meeting on August 26 at 7:30 p.m. in the Ramsey
Municipal Center.

PUBLIC NOTICE

CITY OF RAMSEY

COUNTY OF ANOKA

STATE OF MINNESOTA
Notice is hereby given that the City of Ramsey will
accept filings of affidavits of candidacy for the office
of Mayor for a 2 year term, and two (2) Council-at-
large positons, each for a 4 year term.
