<br /> <br />VOLUME 1, NUMBER 5 <br /> <br />RAMSEY <br /> <br />IDENT <br /> <br />RE <br /> <br /> <br />FREE <br /> <br />I'J;. .........~ .... <br />.....-.",. . <br />~ <br />" <br />~.~. <br />I <br /> <br />. <br /> <br />w <br />t <br /> <br />FROM THE CITY DESK <br />Landfill - Site "P" <br /> <br />On July 1, 1986, the County of Anoka held its public <br />hearing at the Ramsey Elementary School to receive <br />comments regarding the scoping for the En- <br />vironmental Impact Statement on Sites "D", "Q" <br />and "P" for future landfill uses. The City of Ramsey <br />presented its official comments which Council ap- <br />proved and Merland Otto and I reviewed some of the <br />highlights of those comments at the hearing. Our <br />presentation was greatfully welcomed by many of the <br />residents who live in the area of the landfill and were <br />present at the hearing. The next step is for Anoka <br />County to define the scope of the Environmental lm- <br />pact Statement and approve that scope sometime <br />around July 22nd or 23rd. If the scope of the En- <br />vironmentallmpact Statement is not sufficient in our <br />opinion, then I would recommend to the City Coun- <br />cil that we submit our comments to the Met Council <br />and the Environmental Quality Board and request <br />that they intervene. <br /> <br />Landfill - Certificate of Need for Expansion: <br /> <br />Currently the Metropolitan Council Staff is review- <br />ing the Certificate of Need Application submitted by <br />Waste Management of Minnesota, Inc. to expand <br />their current facility. During August the Met Council <br />Staff anticipates reviewing its findings with three of <br />the Metropolitan Council committees. It is anticipated <br />that at the end of August the Staff findings will be <br />released, thus starting a 30 day comment period on <br />mose findings. At the end of September the <br />Metropolitan Council will hold a hearing to receive <br />public comment on the findings of the Metropolitan <br />Council Staff relating to the Certificate of Need Ap- <br />plication. The Metro Council will also anticipate <br />meeting with the various community leaders (Coun- <br />ty Board and City Council) to review their concerns <br />about the proposed expansion. <br /> <br />Anoka/Champlin Fire Services: <br /> <br />I've had an opportunity to visit with representatives <br />from the AnokalChamplin Fire Board and will be pre- <br />sent at their meeting on August 6, 1986 to discuss <br />the details of Ramsey's involvement with the <br />Anoka/Champlin fire protection effort. Prior to that <br />meeting I expect to discuss matters of implementa- <br />tion with the Fire Chief. <br /> <br />Industrial Area Sewer and Water: <br /> <br />Currently, the financial advisors for the City of <br />Ramsey are preparing the necessary documents to <br />proceed with the selling of bonds for the proposed <br />improvements. I've asked that a presentation be <br />prepared for the City Council at their regular meeting <br />on July 22nd which will illustrate the financial <br />characteristics of this proposed project and present <br />our recommendations as to a date to sell bonds. <br /> <br />One of the design considerations that needs to be <br />made while developing the design plans for the im- <br />provements is the "type" of water tower we wish to <br />construct. Our objectives shall be to maximize stabili- <br />ty, utility and appearance while minimizing the cost <br />and maintenance cost. Over 100 Chapters in Min- <br />nesota will be participating in this statewide project <br />to raise funds in support of MDA's research and <br />medical services programs. <br />The Ramsey Jaycees will be located at the in- <br />tersection of County Roads 116 and 57 on July 26 <br />and 27 to collect donations from motorists as they <br />come to a complete stop. Chapter members will have <br />the intersections easily identified by posting red and <br />white posters to alert motorists of the upcoming <br />voluntary toll. <br />Governor Rudy Perpich has signed a proclama- <br />tion in support of the statewide Jaycees effort, and <br />radio and TV public service announcements are pro- <br />moting the roadblock. <br />Community support at these intersections is <br />essential, so please give generously to help MDA <br />provide hope and brighter tomorrows for over one <br />thousand Minnesotans afflicted with a <br />neuromuscular disease. <br />For further information about the Ramsey <br />Jaycees, contact Karen Bush at 421-3562. <br /> <br />NOTICE FOR ELECTION <br />WORKERS <br /> <br />Anyone wishing to work on upcoming Primary and <br />General elections should contact Arlene Stafford at <br />Ramsey City Hall, 427-1410. <br /> <br /> <br />STATE ISSUES REPORT ON <br />THE PRESENT WET PERIOD <br /> <br />A great deal of concern has been expressed and <br />City discussions taken place regarding excessive <br />water and drainage problems in the last couple of <br />years. The City received a 1986 Minnesota <br />Climatology Report prepared by DNR Division of <br />Waters which compares the present Minnesota wet <br />period to past wet periods. The following informa- <br />tion is a condensed version of some of the facts and <br />figures contained in that report. Full copies of the <br />report may be obtained at City hall by request. <br />The 149 year Mpls.-St. Paul (MSP) precipitation <br />record exhibits recent extreme or near extreme <br />levels for all multiple year measures. The 1983 total <br />of 39.04 inches was the 4th wettest single year total <br />on record (1911 at 40.44 was 1 st, 1965 at 39.94 was <br />2nd, 1881 at 39.16 was 3rd). 1984 ended the wet- <br />test two year period on record with 75.99 inches (2nd <br />wettest 1903-04 received 71.99 inches). 1985 end- <br />ed the wettest three year period on record with <br />107.65 inches (2nd wettest three year period ended <br />in 1984, 3rd wettest period ended in 1904 with <br />103.74 inches). 1985 also ended the wettest four <br />year period on record with 137.88 inches (2nd wet- <br />test four year period ended in 1906 with 135.96 in- <br />ches). Finally, 1985 is the 2nd wettest five year <br />period on record at 159.65 inches (wettest five year <br />period ended in 1906 at 167.71 inches). For all <br /> <br />greater length periods, the current period is one of <br />the wettest on record, but not the highest. <br />For periods lasting two to four years, MSP has <br />NEVER received more precipitation. For other whole <br />year periods, the 1870's and early 1900's were as <br />wet or slightly wetter than the current period. Some <br />portions of Anoka, Hennepin and Ramsey counties <br />have averaged more than 9\inches of precipitation <br />above the normal amount per year for the last 4 <br />years. Many of those same wet areas are also ex- <br />cessively wet when measured on longer time scales. <br />Most of the metropolitan area is already running <br />more than 4 inches above the normal precipitation <br />levels and even if the rest of the year is normal, the <br />five year record total for MSP would still be set this <br />year. Although some surface conditions improve <br />quickly with summer dryness, subsurface conditions, <br />including deeper soil moisture and high aquifer <br />levels, will take longer to change and wet conditions <br />are likely to persist. <br />Examination of peak wet periods in MSP shows <br />that those very wet periods tend to be 5 to 10 years <br />in length. Assuming that the past 150 years is <br />representative of our range in precipitation, it seems <br />unlikely that the current level of precipitation will get <br />much higher.
