RAMSEY

IDENT

RE

VOLUME 1, NUMBER 3

MAY, 1986

FREE

COUNCIL CONSIDERING
CITY WIDE
STORM SEWER DISTRICTS

The Ramsey City Council wishes to consider the
possibility of establishing two Storm Sewer Districts
which will cover the entire City of Ramsey for the pur-
pose of financing the costs of storm sewers. The two
districts would be identified by the City Engineer bas-
ed upon where the storm waters flow. Generally, the
land where the storm waters flow to the Rum River
will be included in the "Rum River Storm Drainage
District" and the land where the storm waters flow
directly to the Mississippi River will be included in
the "Mississippi River Storm Drainage District".
The way these districts will work is that if and when
storm drainage improvements are required, taxes
from the district benefiting from the improvement will
be used to pay for the improvement. However,

developers would still be responsible for paying for
and "developing" storm sewer systems which would
be required for the development of land.
Last month you heard about the "West and South
Central" Drainage Districts which were proposed for
the same purpose but the only difference was that
the districts would cover a smaller area within the
Ramsey community. The current proposal to
establish two districts covering the entire communi-
ty would supercede that prior proposal. Additional-
ly, all of the explanations about "What is a Storm
Sewer District" apply to the current proposal. It is
for that reason that the bulk of those explanations
are reprinted in this month's issue of the RAMSEY
RESIDENT on the back page.

r;r : iT~': i i : : : i : : ;

~NIMAU
, . He was fined $100
and costs. But that was not the end of his troubles. He was brought to district court on a charge of manufac-
turing intoxicating liquors, Again, he pleaded guilty and this time was sentenced to a sojourn of 60 days
in jail. In addition he was fined $250 and in default of payment he will have to serve five months longer.
The plant was well equipped for carrying on a wholesale business. The copper still which now rests in
the basement of the city hall, has a capacity of 250 gallons and several tanks of galvanized iron were includ-
ed in the outfit. A gasoline pump had been provided to supply the water.
The amount of material confiscated included 125 gallons of liquor, 300 gallons of mash, 1000 pounds of
sugar, 150 pou nds of cracked corn and a box of yeast."

Ramsey Resident
Ramsey Municipal Center
15153 Nowthen Blvd. NW
Ramsey, MN 55303

POSTAL CUSTOMER

[J

HEAR YE,
HEAR YE.

ATTENTION
RAMSEY RESIDENTS
WE NEED YOUR HELP

Currently, several homes and businesses in our
community have experienced problems relating to
high water or poor drainage.
