<br />The Ramsey City Council wishes to consider the
<br />possibility of establishing two Storm Sewer Districts
<br />which will cover the entire City of Ramsey for the pur-
<br />pose of financing the costs of storm sewers. The two
<br />districts would be identified by the City Engineer bas-
<br />ed upon where the storm waters flow. Generally, the
<br />land where the storm waters flow to the Rum River
<br />will be included in the "Rum River Storm Drainage
<br />District" and the land where the storm waters flow
<br />directly to the Mississippi River will be included in
<br />the "Mississippi River Storm Drainage District".
<br />The way these districts will work is that if and when
<br />storm drainage improvements are required, taxes
<br />from the district benefiting from the improvement will
<br />be used to pay for the improvement. However,
<br />
<br />developers would still be responsible for paying for
<br />and "developing" storm sewer systems which would
<br />be required for the development of land.
<br />Last month you heard about the "West and South
<br />Central" Drainage Districts which were proposed for
<br />the same purpose but the only difference was that
<br />the districts would cover a smaller area within the
<br />Ramsey community. The current proposal to
<br />establish two districts covering the entire communi-
<br />ty would supercede that prior proposal. Additional-
<br />ly, all of the explanations about "What is a Storm
<br />Sewer District" apply to the current proposal. It is
<br />for that reason that the bulk of those explanations
<br />are reprinted in this month's issue of the RAMSEY
<br />RESIDENT on the back page.

<br />The following front page news item was taken from the Anoka County Union dated January 6, 1924:
<br />"The largest moonshine plant Sheriff Pratt has ever heard of was captured last week by himself and his
<br />deputies on the old Pullen place in Ramsey, The tenant on the place, a man named Howard Jensen, was
<br />arrested and pleaded guilty in municipal court to a charge of maintaining a nuisance. He was fined $100
<br />and costs. But that was not the end of his troubles. He was brought to district court on a charge of manufac-
<br />turing intoxicating liquors, Again, he pleaded guilty and this time was sentenced to a sojourn of 60 days
<br />in jail. In addition he was fined $250 and in default of payment he will have to serve five months longer.
<br />The plant was well equipped for carrying on a wholesale business. The copper still which now rests in
<br />the basement of the city hall, has a capacity of 250 gallons and several tanks of galvanized iron were includ-
<br />ed in the outfit. A gasoline pump had been provided to supply the water.
<br />The amount of material confiscated included 125 gallons of liquor, 300 gallons of mash, 1000 pounds of
<br />sugar, 150 pou nds of cracked corn and a box of yeast."
