<br />RAMSEY <br /> <br />IDENT <br /> <br /> <br />RE <br /> <br /> <br />Volume 1 Number 2 <br /> <br />April 1986 <br /> <br />FREE <br /> <br />STORM SEWER <br />TAXING DISTRICTS <br />Proposed to be established in Ramsey <br /> <br />The City of Ramsey is holding a hearing on the <br />establishment of two Storm Sewer Taxing Districts <br />on Tuesday, April 15, 1986 in the Ramsey Municipal <br />Center at 7:30 p.m. The two districts are outlined on <br />the map below. <br />The following questions and answers are intend- <br />ed to help clarify what the Storm Sewer Taxing <br />District is and how it would work. <br /> <br />Q. How are the boundaries set for the storm sewer <br />district? <br />A. The City's Engineer determines where storm <br />water drains from and identifies the boundaries <br />or ridges of that drainage district, much like the <br />continental divide is defined, but on a much <br />smaller scale. <br /> <br />Q. Why does the City want to have storm sewer <br />taxing districts? <br />A. The storm sewer taxing district can make it <br />possible to relieve the several drainage pro- <br />blems within those areas and pay for the <br />related cost by selling bonds (borrowing <br />money). The bonds are in turn paid for from <br />taxes which are levied over a broad area (the <br />taxing district). <br /> <br />Q. Why doesn't the City use special assessments <br />like other public improvements? <br />A. Special assessments can be one option but <br />when used with storm sewer projects, they tend <br />to be less fair than a taxing district. You see, <br />the common method of specially assessing <br />storm sewer is by applying an assessment bas- <br />ed on area or acreage to a relatively small area, <br />while the storm sewer improvements really <br />benefit a much larger area which is better <br />defined as a taxing district. <br />Q. Why not use City-wid~ taxes to pay for the <br />storm sewer work? <br />A. Storm sewer projects don't always benefit the <br />entire community and the process for selling <br />bonds (borrowing money) is very costly when <br />done on a City-wide basis. <br />Q. Does this mean that if storm sewer im- <br />provements are made outside of my district, <br />that I don't have to pay for them? <br />A. Waste Management of Minnesota, <br />Inc. is offering the services of their site and the City <br />has agreed to pick up the applicable tonnage tax on <br />refuse received during Keep Ramsey Beautiful Day. <br />On April 26, 1986, Waste Management of Min- <br />nesota, Inc. will permit Ramsey residents to dispose <br />of rubbish, at no charge, at the landfill site located <br />on Sunfish Lake Blvd. The following limitations will <br />be in effect on that day: <br />1. Ramsey residents will be allowed a maximum <br />of two (2) loads. <br />2. No commercial or industrial vehicles will be <br />allowed. <br />3. Proof of residence will be required. (Valid <br />driver's license) <br />4. The following wastes will not be accepted: <br />a) Tires <br />b) Drums, barrels or containers <br />c) Tree stumps or limbs larger than 4" in <br />diameter <br />d) Waste oil, toxic chemicals or paint <br />e) Special waste that may be identified at the <br />facility <br />5. There will be no children under the age of 16 <br />yrs. allowed out of vehicles. <br />6. Customers must adhere to the company <br />policies of Waste Management of Minnesota, <br />Inc. <br />Ramsey City Council, at their special meeting of <br />April 3, also directed City Staff to develop a system <br />whereby the City can assist residents in the removal <br />of junk vehicles from their property.
