<br /> <br />RE <br /> <br />RAMSEY <br /> <br />IDENT <br /> <br /> <br />Volume 1 Number 1 <br /> <br />March 1986 <br /> <br />FREE <br /> <br />RETURN OF THE <br />RAMSEY RESIDENT <br /> <br />Those of you living in Ramsey are probably <br />wondering, "What's happened to the Ramsey Resi- <br />dent and more recently, the Tri-City Newsletter?" <br />Rest assured the ofticial newsletter of the City of <br />Ramsey, the Ramsey Resident, is back on line and <br />anxious to re-establish communication with <br />residents. <br />Ramsey's City Charter, adopted in 1984, requires <br />the City to publish at least 6 newsletters per year and <br />in an attempt to prevent using tax dollars to publish <br />and mail the newsletter, Ramsey wanted to cover <br />their expenses through advertising. After three <br />issues of the Ramsey Resident, it became apparent <br />there wasn't enough business base in Ramsey from <br />which the publisher could draw for advertising. In an <br />attempt to increase the business base to draw from, <br />increase the circulation coverage and to continue to <br />have a self-supporting newsletter, Ramsey entered <br />into a "Tri-City Newsletter" format with Anoka and <br />Andover. After several issues of the "Tri-City <br />Newsletter", it was once again apparent that the <br />newsletter could not support itself. <br />At the February, 1986 Council meeting, Council <br />made a decision to return to the Ramsey Resident <br />format but to exclude paid for advertising and sup- <br />port the cost of the newsletter through the City's <br />general fund. The frequency of the publication was <br />increased to monthly to better serve the community <br />and fulfill Charter requirements of the newsletter. <br />The Anoka-Hennepin School District No. 11 has <br />established a policy whereby city's may mail their <br />newsletters under the District's bulk mailing permit <br />with the District assuming one-half of the mailing <br />costs up to $400. <br />The City of Ramsey is committed to providing the <br />citi7;Am: wit'" tirrely and factual information from and <br />about the activities of the City and local organiza- <br />tions. It is not the purpose of this newsletter to pro- <br />vide commentary on day-to-day business of the Ci- <br />ty and the City reserves the right to determine what <br />editorials may appear in the newsletter. This includes <br />the right to edit or delete articles that are of a nature <br />not consistent with the purpose of the newsletter. <br />The newsletter, like any other endeavor public or <br />private, has passed through a period of trial and er- <br />ror and it is felt that Council's decision to support <br />the newsletter with City funds and step up publica- <br />tion frequency will result in an improved, constant <br />line of communication the citizens can depend on. <br />All inquiries and comments are welcome and <br />should be directed to the newsletter coordinator. A presenta- <br />tion was presented to the community leaders by the <br />Ramsey City Staft to aid in the process of goal set- <br />ting. The March 6th meeting is the first in a series <br />of meetings which will be conducted for the purpose <br />of defining the. needs that exist within the Ramsey <br />community and determining a way of meeting those <br />needs collectively. <br />The community leaders identified the following <br />needs as high priority items for which City Staff will <br />now prepare an action plan which will identify the <br />need more clearly, identify the action team (actors <br />in the process of problem solving), identify any short <br />term goals which may be accomplished, layout an <br />action plan and sequence of occurrence, identify the <br />materials, funds and time needed to begin solving <br />the problem of meeting the need. <br />Public Works: <br />1. Need for drainage outlets into the Mississip- <br />pi River. <br />2. Need for drainage improvements in the Rum <br />River Area. <br />3. Need for an overpass over the Burlington <br />Northern Railroad. <br />4. Need for park and recreational park <br />development plan. <br />5. Need for expanded public works facitities <br />(land and building). <br /> <br />Community Development: <br />1. Need for a bridge across the Rum River to <br />Ramsey. <br />2. Need for an improved access to Ramsey. <br />3. Need for a north/south route through <br />Ramsey and across the Mississippi River. <br />4. Need to improve the appearance of <br />Ramsey. <br />5 Need for public policy relating to proposed <br />Anoka County waste disposal Site "P". <br />6. Need for public utiiities impruvements in tile <br />industrial area. <br /> <br />Public Saftety: <br />1. Need for improved fire protection. <br />2. Need for positive police involvement with <br />teenaged public. <br />3. Need for responsible enforcement of <br />nuisance or "junk" laws. <br />4. Need for a civil defense warning system. <br /> <br />General Government: <br />1. Need for improved communication between <br />all levels of City government <br />(Comm issions-Cou ncil-Staft-Cou nty). <br />2. Need for more vigorous enforcement of laws <br />and regulations. <br />3. Need for understandable laws and regula- <br />tions that work (codification of City Code, in- <br />formation pamphlets, review of questionable <br />laws and regulations). <br />4. Need for a method of dealing with potentially <br />controversial issues before they become a <br />major controversy. <br />5. Need to improve the local government aid <br />base for the City of Ramsey. <br /> <br />One of the objectives expressed during <br />the goal setting session was improved com- <br />munication about these needs and the <br />status of any ongoing projects. It is the hope <br />of the community leaders and City Staff that <br />the Ramsey Resident will be able to ade- <br />quately provide this communication with the <br />entire community. <br /> <br />Finance: <br />1. Need for Staff, Commissions, and Council <br />involvement in the budgeting, capital im- <br />provement programming and long term <br />financial planning processes. <br />2. Need for policy relating to discipline borrow- <br />ing practices and a debt management plan. <br />3.
