The grant from the
Economic Development Administration is the resulr of
application to Local Public Works Capital Development and
Investment program enacted by Congress in 1976. The intent of
the program is to stimulate the construction industry in areas of
the country suffering from high employment rates. Specifications
for construction will call for contractors to draw at least 10% of
the labor force from the unemployed. Along with this, area labor
resources will be used as much as feasible. In order to generate
immediate affect on the economy, on site labor must begin
within 90 days of grant offer which means Ramsey City Hall

construction is scheduled to begin early in April.
The Ramsey City Council has established a construction
Advisory Committee to review final building plans and handle
questions which may arise during construction. The Committee
members are: Dave Mickelson, Dick Sha, Bill Goodrich, Jack
Boarman, Phil Nereson, Roger Meyer and John Hubbard.
Architect for the project is Setter, Leach and Linstrom of
Minneapolis.
The facility is to be built on Nowthen Boulevard near Ramsey
Elementary School, will house City Council chambers, police
headquarters, administrative offices, fire station facility and
community meeting rooms. It is hoped basement rooms can be
included in the contract documents to provide even more space
for community activities.

Land Fill Agreement
Signed

In late October, City of Ramsey, City of Anoka and Waste
Management of Minnesota, Inc. officials inked contractual
agreements which promulgates the future of the Sanitary Landfill
- at 14730 Sunfish Lake Boulevard.
The agreements which culminated many hours of negotiation
calls for the City of Anoka to deed the 160 acre site to the City
of Ramsey on October 31, 1981. Also Waste Management of
Minnesota, Inc. agrees to pay the City of Ramsey 2.2 cents per
cubic yard of material.which enters the landfill. Along with this
amount which is paid monthly WMMI has paid the City of
Ramsey $28,000 for right of way acquisition for the recent
construction of Sunfish ,Lake Boulevard.
Mayor Arnold Cox who devoted much time in the negotiations
expressed his pleasure with the results as he envisions a long
lasting value for the completed landfill site as a multi-purpose
recreational facility for the City's residents.

~

,/
--'
-----"

-----.

Third Voting Preeinet
Added

At its December 13, 1976, meeting the Ramsey City Council passed _
Resolution No. 28 creating a third voting precinct in the City.
