City UPDATE <br />Administrator's Report January 30, 2026 <br />Council Update <br />City Council Highlights - January 27 <br />Consent Agenda <br />This Council meeting began with the approval of 15 <br />consent items. <br />Council Business <br />There were two business items on the agenda for this <br />meeting. <br />The first case was to Introduce Ordinance #26- <br />02, Repealing and Replacing Chapter 10 for Animal <br />Regulations. This case pertains to the repeal and <br />replacement of City Code Chapter 10, the Animal Code. <br />The proposed changes respond to resident concerns and <br />questions, including issues related to noisy animals, more <br />apparent distinctions regarding which animals —and <br />how many —are permitted on properties of varying sizes, <br />a streamlined process for dangerous dog determinations <br />and private kennel licensing, and improved readability and <br />understanding of the code overall. Council unanimously <br />approved the introduction of Ordinance #26-02. <br />The final case was to Introduce Ordinance #26-01, <br />Amending Section 30-5, Nuisances. In 2025, the Police <br />Department and a City Council Member received two <br />separate complaints regarding an ongoing nuisance <br />noise disturbance caused by the use of an engine brake <br />retarder. Minnesota Statute and Ramsey City Ordinance <br />30-5(3) both address vehicle noise regulations. City <br />staff recommends the proposed additional language in <br />Ordinance #26-01 to clarify the City Code and explicitly <br />prohibit the use of engine retarding brakes.
