PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, July 7, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />request for a conditional use permit to grade and import soils; case of North Fork, Inc. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Leo Anderson <br /> <br />Commissioner <br />Commissioner <br />Commissioner <br />Commissioner <br /> <br />Benjamin Deemer <br />Charles LaDue <br />Michael Terry <br />Joe Wivoda <br /> <br />Members Absent: <br /> <br />Commissioner Sharon Jensen <br /> <br />Also Present; <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 8:08 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski explained North Fork, Inc., submitted an application for a conditional <br />use permit to grade two sites in the Northfork subdivision. Site A represents Lot 7 and 8 of <br />Northfork and Site B represents Lot 5, 6, 7 and 8 of the Northfork Links Addition. The proposal <br />for Site A is to regrade the lots to accommodate walk-out style homes. The proposal for Site B is <br />to complete the grading and importing of soils to achieve elevations approved in the grading plan <br />associated with a conditional use permit issued in 1995 that has now expired. <br /> <br />City Engineer Jankowski stated the grading of Site A entails placing the foundation for each of <br />the two future homes at the existing grade and building up the grade from four to six feet <br />surrounding the front of the structure. This plan results in the walkout elevation being two feet <br />higher than the lowest point on each lot. A swale having a depth of two feet would convey water <br />from the structure to the western property line, resulting in a swale grade of 1% or less. <br /> <br />CITIZEN INPUT <br /> <br />Dennis Peck, Northfork Development Director, explained when the site was originally graded the <br />intent was to maintain the site and not bring in outside material.
