SPECIAL CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Monday, September 15, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen (arrived at 6:20 p.m.) <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Police Chief David Gustafson <br />Fire Chief Dean Kapler <br />Parks/Utilities Supervisor Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the special meeting of the City Council to order at 6:12 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve the <br />agenda as presented. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beyer. Voting <br />No: Councilmember Haas Steffen. Absent: Councilmember Beahen. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Consider Recommendation to Change Job Title of Recording Secretary <br /> <br />Administrative Services Manager Waite Smith explained that, technically, the City <br />Administrator position also includes City Clerk duties, but in reality, the City Clerk duties have <br />been performed by the Recording Secretary for several years. She noted the job description of <br />the Recording Secretary and the description of a City Clerk. She also added that her (Waite <br />Smith's) position was getting points for elections and that also has been handled by the <br />Recording Secretary. It is staff's recommendation that Ms. Thieling's title be changed to that of <br />Deputy City Clerk as that better reflects the actual duties she performs. Staff is also <br />recommending that in 1998, Ms. Thieling should begin the three-year training process to become <br />a certified City Clerk.
