MEMORANDUM

Date:

To:

CC:

From:

Regarding:

February 20, 1997

Ramsey City Council

Ryan Schroeder, City Administrator
James Gromberg, Economic Development Coordinator

Ramsey Economic Development Commission

Projects and Direction of the Economic Development Commission for 1997

As many of the City Councilmembers are aware, the Economic Development
Commission's (EDC) role in the development of the City of Ramsey has changed from the
original direction of the ordinance creating it. These changes have resulted in the EDC
reviewing the projects that it should undertake and how it can best serve the City Council in
helping them mold the growth of the City. This introspection has helped the EDC to
identify the following projects for the coming year and the future projects that it should
undertake:

The EDC will focus primarily on the future development/redevelopment of the
Highway #10 corridor. This focus will include ideas for the look of the corridor
and the type of development that should be encouraged if that is different from the
existing development. In the future, this will allow for the EDC to review and
make a recommendation as to balance of property between industrial - commercial -
residential as directed by the City Council in 1996.

The EDC will also begin an intensification of the business visitation program for
new and existing businesses. This further development of the program will allow
for the City to continue with the marketing policy of the City "developing
relationships, not just property". The second phase of this program will be the
development of a breakfast meeting program. This program, scheduled to start in
March, will allow for the City to invite local businesses and prospects to encourage
the development of long-term relationships. The first breakfast is tentatively set for
the new Anoka Electric Cooperative facility, with future programs being conducted
at other local business establishments.

There will be a change of the format of the EDC involvement in the annual Business
Appreciation Day Golfing Event. This change will result in the Commission acting
as a board of directors approving the brochure, dates of activities, etc. This change
is allowed by the success of the event with limited involvement by the Commission
and the embracing of this event by the business community. The success has led to
the donation of a myriad of prizes requiring the Commissionmembers to do limited
pleas for prizes.

There will also be a change in the format of the Business EXPO to have a small
number of booths that represent Community Education, RYAA, City Services, etc.
This smaller undertaking will be reflected by the lack of involvement from the
