PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, April 1, 1997, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, to consider a
request for rezoning from Jacob Barthold.

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer

Commissioner
Commissioner
Commissioner
Commissioner

Sharon Jensen
Charles LaDue
Michael Terry
Bradley Thorud

Members Absent: Commissioner Paul Holland

Also Present:

City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik
City Attorney William Goodrich
Community Development Intern Kirk Skoog

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 8:18 p.m.

PRESENTATION

Zoning Administrator Frolik stated that Mr. Barthold is requesting a rezoning of property
proposed to be platted as Apple Ridge to facilitate the development of single family homes. The
property is approximately 70 acres in size and is in the Metropolitan Urban Service Area. The
adjacent parcels to the north, south and west are zoned Rural Residential.

City Attorney Goodrich again noted that the question has been raised to City Council as to
whether or not this area has been properly adopted into the MUSA and whether or not the proper
zoning is in place. City Council will make a decision on those issues on April 8, 1997, and the
Planning Commission can either take input at this public hearing and pass action to City Council
contingent upon a proper finding with regard to the Comprehensive Plan or the Planning
Commission can table action.

Ms. Frolik indicated that the 60-day rule is not in jeopardy at this time.

Planning Commission/Public Hearing/Barthold/April 1, 1997
Page I of 3
