PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Wednesday, January 10, 1996 <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />input regarding a request for preliminary plat approval of Pondview; case of Good Value Homes. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public heating to order at 7:37 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik reported that John Peterson of Good Value Homes is requesting <br />preliminary plat approval of Pondview. The plat, located in the northeast comer of Industry <br />Avenue and Ramsey Boulevard, consists of approximately 85 acres proposed to be subdivided into <br />approximately 148 single family lots. The lots bordering Wetland #2-118 are under shoreland <br />regulations and considered riparian, which means they are required to be 15,000 square feet in area <br />(to be calculated above the ordinary high water level). A revised preliminary plat received by City <br />Staff on January 8 shows that those lots do meet the shoreland requirements. The plat has two <br />accesses onto Industry Avenue and one onto Ramsey Boulevard, and these have been approved by <br />the anoka County Highway Department. A Grading and Drainage Plan and a Tree Preservation <br />Plan have been submitted and are generally acceptable. Park dedication will consist of cash and <br />trail corridor along the east property line to connect C.S.A.H. #116 and Garnet Street. In addition, <br />a 35-foot corridor will be dedicated to facilitate a trail connection between Limonite Street and <br />149th Avenue. City Staff recommends approval of the preliminary plat contingent upon <br />compliance with City Staff and DNR recommendations. Ms. Frolik noted that Derek Passe is <br />present representing Good Value Homes. <br /> <br />City Engineer Jankowsld explained that the entire area will drain to Protected Wetland #118P. The <br />overall plan is to construct an outlet from Protected Wetland #118P to the south and drain to <br />Sunfish Lake Boulevard and out to the Mississippi River. He indicated that a pipe would be <br />necessary connecting the wetlands on the north and south side of 149th Avenue to facilitate this <br />plan. <br /> <br />CITIZEN INPUT <br /> <br />Jeffrey Menth, 14726 Ramsey Boulevard N.W., expressed concern about the size of the lots, the <br />tPhroposed density, and the increased ..t~..fic. He stated that everyone in thc neighboring area moved <br /> ere to have some property with a little space, asserting that none of those neighborhoods have <br />lots this small.
