PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a regular meeting on Monday, March 4, 1996 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Bradley Thorud <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the regular meeting to order at 7:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Bob Tomaszewski, 15645 Yakima Street N.W. - inquired if the ordinance regarding the parking of <br />cars in yards could be explained. <br /> <br />Chairperson Bawden advised that there have been numerous meetings held over the past year. <br /> <br />Zoning Administrator Frolik explained that the ordinance, as proposed, would require all private <br />use and commercial use vehicles be parked on a hard prepared surface. She added that the <br />commercial use vehicles would have to be 75% screened. Also, the ordinance would require that <br />commercial equipment be parked on a hard, prepared surface and screened. Personal equipment <br />would not have to be parked or screened. Ms. Frolik reported that the proposed ordinance has <br />been sent to City Council for introduction, and they sent it back to the Planning Commission for <br />stricter regulations. Therefore, it will be on the Planning Commission's April agenda. <br /> <br />Mr. Tomaszewski commented that there are hundreds of residents that are in violation. He <br />observed that the Planning Commission seems to be very permissive, and he wondered why they <br />weren't favorable to those residents who have more than one car. <br /> <br />Ms. Frolik explained that the intent of the ordinance is to stop people from parking their vehicles <br />everywhere on their lot. <br /> <br />Mr. Tomaszewski asked "since when does the owner's rights become superseded by the Planning <br />Commission's authority? Are they given the power to micromanage a private owner's property?" <br /> <br />Chairperson Bawden commented that Mr. Tomaszewski should have been involved in all the <br />public hearings and meetings which were held with the residents on these issues, noting these <br />meetings were well advertised. He informed that the Planning Commission only makes <br />recommendations to the City Council and that the City Council is the deciding body. <br /> <br />Mr. Tomaszewski stated that the Ramsey Resident mentioned that the ordinance was only for <br />commercial vehicles, not private. <br /> <br />Planning Commission/March 4, 1996 <br /> Page 1 of 15 <br /> <br /> <br />
