CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting to discuss the Comprehensive Plan on <br />Tuesday, January 23, 1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the special meeting to order at 5:12 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Discuss Comprehensive Plan <br /> <br />Zoning Administrator Frolik stated that the reason for this meeting is to consider the language of <br />the draft comprehensive plan. She noted that the map handed out by Councilmember Peterson at <br />the last meeting was the December 1994 Planning Commission map; therefore, she disseminated a <br />map of what Council has finally agreed to <br /> <br />Councilmember Beyer did not recollect that this is the map Council decided upon, but added that <br />it's been a long time since it was discussed. She did remember the map Councilmember Peterson <br />passed out at the last meeting. <br /> <br />Councilmember Zimmerman also questioned if Council actually made a motion accepting this map. <br /> <br />City Administrator Schroeder stated that he remembers Council adopting a map but that it was six <br />or eight months ago. <br /> <br />Councilmember Peterson commented on the map showing a bridge crossing. <br /> <br />Councilmember Zimmerman expressed a concern about developing more residential lots close to <br />the landfill and the balance between residential and industrial/commercial. He wondered whether <br />or not we are selling ourselves short". <br /> <br />Councilmember Peterson stated that he has asked the question several times of what's a good mix. <br />At one time we had an excess in industrial land. <br /> <br />Councilmember Zimmerman stated he was concerned that Anoka Electric has bought the airport <br />property, now the AEC Energy Park, and they have control over a large portion of industrial area. <br />We have been selling off a lot of tracts of our 95 Industrial Park.
