BOARD OF REVIEW
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted the annual Board of Review on Monday, April 8,
1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey,
Minnesota.

Members Present:

Mayor Glen Hardin
Councilmember Carolyn Beahen
Councilmember Sheila Beyer
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
Mark Donnelly, Anoka County Assessor's Office
Diana Stellmach, Anoka County Assessor's Office

CALL TO ORDER

Mayor Hardin called the regular Board of Review meeting to order at 7:02 p.m.

PRESENTATION

Mark Donnelly, Anoka County Assessor's Office, stated that the reason for the Board of
Review is to discuss the property values as of January 2, 1996.

BOARD OF REVIEW BUSINESS

Tom Roof, 14369 Waco Street NW, Ramsey, felt his property assessment was unfair. He
explained that a Realtor had given him a value of about $20,000 less than the County
Assessor's Office did. He added that if nothing was done here, he would take his
complaint to the next level.

Mr. Donnelly stated that he looked at Mr. Roof's property a year ago and then a couple
weeks ago an assessor came back with a property valuation of $216,000 which was the
same. He told Mr. Roof that if he had some comparables, he would be happy to look at
them. He added that the house, a couple houses down from Mr. Roof's, was sold for
$215,000 and it is a smaller home.

Mr. Roof felt that just because there are a "couple of crazy buyers", that should not make
the market. He reiterated that the Realtor said his home was worth $200,000 maximum.
He stated these homes do not sell fast because of the price bracket but also because of how
high the taxes are getting to be. He suggested his assessment should be lowered.

Mr. Donnelly offered to review his property.

Steve Dvorack, 6641 - 157th Avenue NW, Ramsey, stated he would like someone to look
at his house. He felt he would not be able to sell it for the assessed value of $87,600.

Mr. Donnelly stated he would review Mr. Dvorack's home.

Board of Review/April 8, 1996
