CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />Tile Ramsey Charter Commission conducted its regular meeting on Wednesday, April 17, 1991 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Chairman Richard Sieber <br />Commissioner Stanley Data <br />Commissioner Dennis Donovan <br />Commissioner Richard Netzloff <br />Commissioner Bernard Steffen <br />Commissioner Fred Stretar <br /> <br />Members Absent: Con,missioner Barbara Graen <br /> <br />CALL TO ORDER <br /> <br />Chairman Sieber called the regular meeting of the Charter Commission to order at 7:30 p.m. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Netzloff to approve the <br />agenda as submitted. <br /> <br />Motion carried. Voting Yes: Chairman Sieber, Commissioners Donovan, Netzloff, Data, Steffen <br />and Stretar. Voting No: None. Absent: Commissioner Graen. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Appointment of a Chairperson <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Netzloff to nominate <br />Commissioner Steffen as the new Chairperson for the Charter Commission of the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Chairman Sieber, Commissioners Donovan, Netzlo£f, Data, Steffen <br />and Stretar. Voting No: None. Absent: Commissioner Graen. <br /> <br />Chairman Steffen conducted the meeting from this point. <br /> <br />Case #2: Terms of Charter Commission Members <br /> <br />The terms of the Commission members were reviewed. Chairman Steffen asked for some advice <br />from the members whose commissions were expiring, and also if they could be counted on for <br />resource people to which they agreed. <br /> <br />Commissioner Sieber stated that when there is a "hot" issue, everyone says the Charter needs <br />changes. The advice he would like to leave behind to the new Commission is to "tread <br />conservatively and be patient". The Charter is working and should not be changed on a "whim". <br />The purpose of the Charter is to set the scheme by which the City operates but not set the issues. <br />The Charter is a tool for residents to work through. <br /> <br />Charter Commission/April 17, 1991 <br /> Page 1 of 2 <br /> <br /> <br />
